Job overview

This role is only open to applicants that currently work within an NHS Trust within the Hampshire and Isle of Wight Integrated Care System (HIOW ICS). 

An exciting opportunity has arisen for an enthusiastic and self-motivated pharmacist to join the Pharmacy Clinical Trials Team as a Band 7 Clinical Trials Pharmacist.

The post holder will be a member of both pharmacy clinical trials and R&D teams at Hampshire Hospital NHS Foundation trust. They will work with both teams to ensure the smooth running of clinical trials delivered at HHFT.

This role involves an emphasis on project management and meeting deadlines. You will be responsible for creating and maintaining bespoke pharmacy specific documentation for each trial. This involves reviewing sponsor documents and collaborating with sponsors, contract research organisations (CROs) and research teams. These bespoke documents serve as instructions for anyone involved in the receipt, storage, dispensing, labelling, accountability, and destruction of IMPs for the trial. A high level of attention to detail is essential as requirements of the sponsor and good clinical practice (GCP) must be met.

Main duties of the job

Participate in all aspects of Pharmacy Clinical Trial from setup to close down. This encompasses, but is not restricted to:

  • Feasibility review to determine if trial can be supported by clinical trials pharmacy.
  • Present costings to sponsors for pharmacy operational expenses during the trial .
  • Setup and update study documents .
  • Process amendments in a timely manner.
  • Proactively address challenges to ensure progression of trials, maintaining patient safety and data integrity.
  • Provide updates on pharmaceutical aspects of trials to ensure alignment with project goals.
  • Accuracy check dispensed IMPs as required.
  • Co-ordinate and deliver Pharmacy support to Researchers at HHFT.
  • Work with the dedicated Clinical Trial Team, to plan workload for Pharmacy Services for the Trust and ensure operational implementation.
  • Ensure that Pharmacy procedures relating to clinical trials involving (IMPs) are in accordance with existing regulations and with Research Governance Framework.
  • Provide highly specialised professional expertise to Researchers in the development of clinical trial protocols involving medication and related substances and to provide advice & information regarding the application for Clinical Trial Authorisation certification from the MHRA.
  • Support other members of the clinical trial pharmacy and R&D teams.
  • To participate in any 7-day shift pattern as required by the service which may include weekend and Bank Holiday rotas.
  • Deputise for Lead Pharmacist when required.

Detailed job description and main responsibilities

•Support for the day to day management of the clinical trials service, monitoring key quality and performance indicators and service pressures, recommending and implementing actions to address them.

•Maintaining or improving effective lines of communication between the Pharmacy and Research teams

•Ensuring necessary/appropriate medications are available for assessment and treatment needs of the speciality. Reporting on workforce requirements for meeting service demand.

•Senior Pharmacist, line managing designated pharmacy staff. Responsible for staff supervision, annual appraisal, managing attendance and performance, identifying and facilitating staff training needs.

•Support the Business Unit through regular monthly reports and face to face interaction; involvement in the BU as a senior health professional in a variety of roles/functions, by agreement with the business manager.

 CUSTOMER CARE FOR PATIENTS AND/OR SERVICE USERS

Corporate and Clinical Governance

•To support the achievement of quality standards within the services and the design processes to support them, including GCP and GMP where appropriate and clinical audit.

•To ensure the clinical trials service is proactive in risk management, specifically using information from audits, inspections as well as incidents, complaints and risk assessments to learn and improve.

•To ensure compliance with the Trust’s complaints procedure.

•To deputise for the Lead Pharmacist at business unit level meetings.

•Work with the corporate Clinical Governance Team and Research Department to ensure robust systems and programmes are established within the services to monitor and deliver clinically effective high quality services.

Provision of Clinical Service

•Support, lead and develop staff through personal and professional interaction as a positive, effective and credible role model.

•As an advanced practitioner to comment on policies and procedures to ensure that legal and ethical requirements of the clinical pharmacy service are fulfilled and to write prescribing guidelines and standard operating procedures.

•Provide an accessible and authoritative source of support to patients and their families, a senior clinical professional who they can easily turn to for assistance, advice and support.

•To support the organisational management of service improvement projects or initiatives for the service, development of project plans, and delivery of aims and objectives of each individual project.

•Retain professional competence and credibility through continuous practice and education, providing expert advice where required, internal and external customers of the Trust.

•As a professional supporting the management Pharmacy Clinical Trials Service to the Research Department, provide strong, clear and consistent leadership for clinical staff, maintaining a visible presence within each clinical area.

•Support systems in place to continuously monitor, review and reset clinical standards of care, ensuring that wherever possible clinical practice is research based and in line with nationally recognised “best practice”.

•To be aware of and apply relevant legislation such as the H&SAWA, COSHH, Medicines Act and Misuse of Drugs Act.

•As clinical pharmacist, be responsible for providing leadership to and development of staff within the defined clinical areas to ensure that patients receive a positive care experience that meets the standards laid out in current and future national and professional guidance such as National Institute of Clinical Excellence (NICE) guidelines and clinical network recommendations.

•Working with the clinical staff to ensure staff are professionally developed in order to comply with Trust policies and procedures of practice.

•Monitor and act upon all reports of adverse events that are a result of patients entering clinical studies, ensuring necessary changes in practice, re-education of staff and sharing of the experience takes place within the investigating team and Trust to help prevent similar events from taking place.

•Work with the Patient Advocacy Liaison Service (PALS) to support patients and relatives in the speedy and satisfactory resolution of queries and complaints about the service.

•In addition, work closely with the clinical staff, Research Department and the Divisional Management Team in the investigation of complaints and breaches and supporting the agreement, organisation and implementation of effective action plans to ensure the service has improved.

•Responsible for supporting the appropriate assessment, development, implementation and evaluation of care are provided in service areas.

COMMUNICATION

•Communicate with service users, managers and other health professionals by use of formal and informal methods, including written reports, business cases and presentations.

•Work with communications colleagues to utilise available expertise and develop good practice in terms of communications strategy and delivery.

PLANNING AND ORGANISATION

•To support delivery of the Clinical Trial Pharmacy Service to the Research Department

•To work with the Research Department and Pharmacy Team, internal & external customers to ensure effective planning, scheduling, delivery and monitoring of service access, activity and quality targets. To identify reasons for deviations and support service development and implementation of potential solutions.

BUDGETARY AND RESOURCE MANAGEMENT

•To be aware of and adhere to the trust’s Standing Financial Instructions
•To support an annual programme of cost improvement within the service to ensure that the programme identifies ongoing cost reduction opportunities.
•Ensure that there is a proactive approach to increasing income opportunities at HHFT.
•To participate in the Local Delivery Plan process in identifying budgetary requirements to deliver required access, activity, finance and quality targets.
•To take responsibility for identifying and minimising areas of financial risk within the services.
•To support the review of the skill mix, balance and deployment of all types of resource.

Workforce Planning, Management and Development

•Ensure development and training requirements identified through the appraisal process are fed into the Trust Training & Development Programme.

•Assess services/facilities and ensure that job roles are reviewed in light of any changes.

•Assist in the selection of staff by means of selection interview in line with Trust procedures.

•To ensure the effective management and development of staff within their section.

TEACHING, TRAINING AND RESEARCH RESPONSIBILITIES
Education & Training

•To ensure new staff receive a full induction, and those in training positions have the necessary training provided to ensure they achieve the competencies required for the qualification for which they are studying

•As a clinical leader, be responsible for providing leadership to and development of staff within the area of Research to ensure that patients receive a positive care experience that meets the standards laid out in current and future national and professional guidance such as National Institute of Clinical Excellence (NICE) guidelines and clinical network recommendations.

•To motivate and inspire other staff within Pharmacy

•To develop strategies to meet the training needs of staff, ensure managed staff undergo continuing training and evaluate the training provided

•To provide training to Pharmacists, pre-registration pharmacy graduates, pharmacy technicians, summer students and other healthcare professionals with respect to the care of patients and medicines optimisation within clinical trials

•To identify own training needs

•To maintain a portfolio of practice of practice to fulfil the mandatory continuing professional development requirement of The General Pharmaceutical Council

•To promote a career in hospital pharmacy by participation in the summer student placement scheme.

Training & Qualifications

Essential criteria
  • • M.Pharm or equivalent (4 years) • Registered with the General Pharmaceutical Society • Post graduate Certificate in Clinical Pharmacy or equivalent • Evidence of continuous professional practice and education, clearly recorded in current professional profile
Desirable criteria
  • • Diploma / M.Sc. in Clinical Pharmacy • Education Supervisor / Train the trainer or equivalent • In-house management training • Specialist higher degree (Masters) in Technical Services (e.g. MSc in Pharmaceutical Technology & Quality Assurance) or working towards • Specialist Technical Service short courses attended such as: ●University of Leeds – Aseptic Preparation and Dispensing of Medicines (APDM) •University of Leeds – Aseptic Services for Managers (ASFM). •University of Leeds – Cleanroom Behaviour for Aseptic Services

Experience & Knowledge

Essential criteria
  • • Experience of working in an Aseptics Unit • Knowledge of Good Manufacturing Practice (GMP), and Quality Control / Quality Assurance. • Knowledge of guidance and legislation within Aseptics Services • Experience of managing individuals or a team within pharmacy, such as dispensary or on the ward • Advanced communication skills, including the ability to liaise and negotiate effectively at all levels • Ability to present a high level of personal credibility • Ability to work as an inspirational leader to pharmacy and other clinical staff, inspiring confidence in others • Able to understand, disseminate and present complex information using both verbal and written disciplines • Fully understands the context in which complex problems arise and can co-ordinate multi-disciplinary unit wide interventions
Desirable criteria
  • • Experience as an Authorised Pharmacist (authorised to final release aseptically prepared products for patient use) in an Aseptic Unit. • Experience of working within a service implementing regulations and standards required for Aseptics Product Manufacture such as the Section 10 exemption, Good Manufacturing Practice (GMP), Quality Assurance and Aseptics Processing • Experience of Pharmacy Aseptics or Technical Services Pharmacy Quality Management System (PQS) such as processing deviations, Change Controls, and CAPA processing • Significate post-registration hospital pharmacy experience • Possesses relevant clinical knowledge in hospital pharmacy • Knowledge of national initiatives and guidelines e.g. NICE, NSF. • Demonstrates good current knowledge of hospital clinical pharmacy issues • Previous experience of delivering training and education at post graduate level • Membership of the RPS Faculty • Politically astute, an understanding of the stakeholders involved in the service • Demonstrate awareness of healthcare research • Project Management
