Job overview

We are currently seeking an experienced Medical Staffing HR Manager to work within our busy Medical Staffing Department.  This role is based in Hatfield, it is envisaged that the role will be on a Bank contract but fixed term secondment will be considered. 

The post holder will provide specialist support and advice to managers and staff within the Trust, working closely with the Head of Medical Staffing and Senior Management team to support the delivery of the wider HR Strategy and objectives as outlined in the Job Description.

The post will also include a Project to review and ensure the accurate reflection of the medical workforce establishment which will support with the reduction in agency spend.  It I expected that the successful candidate will work in partnership with the other HR colleagues to deliver a high quality, comprehensive HR service to the Trust in relation to medical staff

Main duties of the job

KEY AREAS:

  • Acting as the expert in medical staffing employment issues providing expert advice to HR team members and Managers as and when necessary across the Trust.
  • To Lead on the Medical Workforce Establishment Project – This project will review the Medical Establishment for all Divisions working with key stakeholders to ensure an accurate reflection of the Medical Establishment.
  • Provide flexible and proactive support to the Chief Medical Officer, Deputy Medical Directors, Clinical Directors, Medical Leads and managers in all matters pertaining to the management of the medical staffing workforce.
  • Provide senior level of expertise and guidance on all medical and dental policies and awareness of all employment law changes to reflect all Medical and Dental Terms and conditions for all grades of Medical Doctors.   
  • Ensure excellent communications and governance arrangements are in place and work well in relation to the GMC, PPA  and other external bodies.
  • Provide support to the Joint Local Negotiating Committee, developing excellent relationships with key stakeholders and ensuring good attendance and actions following the meetings are undertaken and cascaded to the Medical and Dental workforce.
  • Produce timely relevant reports, information and statistics and contribute to the development of appropriate Key Performance Indicators relating to medical staffing

Detailed job description and main responsibilities

MORE KEY AREAS:

  • Advising and supporting managers and staff on the interpretation and application of the Trust’s HR policies and procedures and NHS conditions of service as they apply to doctors.
  • Support the Head of Medical Staffing with managing employee relations situations involving doctors, working with the Medical Director, managers and doctors throughout the Trust to achieve satisfactory outcomes in a timely manner.  
  • Attending and participating in meetings as appropriate. These include (coordinating where appropriate) the LNC (Local Negotiating Committee), Medical Managers, Rota Working Group. Medical On Call Rotas Working Group, the Postgraduate Medical Education Committee, and any other meetings as appropriate.
  • Generating and presenting HR reports to the Medical Director, Clinical Directors, Senior Management, and NHSI as required that relate to medical workforce matters.
  • Generating board level report for Guardian of Safe working quarterly report.
  • Raising exception report concerns with Guardian of Safe working.
  • Responsible for implementation of change to national contract and liaising with BMA and group of medics affected in order to discuss changes to contract.
  • Providing specialist advice to Trust management on salary, funding and budgetary issues that specifically relate to medical staff

POLICY AND SERVICE DEVELOPMENT

  • Developing and implementing medical staffing policies and procedures as required with support from the Head of Medical Staffing and in line with Trust guidelines
  • All process maps are to be developed and updated as per changes within the service.

  • Monitor and ensure that the team are meeting all KPI’s and objectives.

FINANCE/AUDIT

  • Checking and approving all contracts of employment for doctors

  • Ensuring that all appointments and variations to appointments are made in accordance with the Trust’s agreed arrangements for financial management.

  • Checking and approving Invoices relating to the service.

  • To ensure Recruitment and Locum recruitment audits are conducted and measures put in place following recommendations.

  • Attend SBU finance meetings.

  • Dealing with and leading on complex pay queries.

  • Approve Relocation/ Recruitment and retention payments.

HR MANAGEMENT

  • Responsible for one to one meetings and appraisals of staff in Medical Staffing including setting their performance targets.

  • Develop and maintain the team morale and motivation through effective leadership, ensuring views and decisions are communicated effectively

  • Responsible for the efficient running of the Medical Staffing team on a day to day basis

  • Overseeing and monitoring the rotation of junior doctors

  • Provide support and leadership on the management of rotas and identify and implement  ways in which HPFT can improve its attraction and retention of trainees and equivalent Trust doctors in high quality jobs so that the Trust is seen as the centre of excellence

  •  Overseeing the Locum processOverseeing and ensuring data on to the HR/Payroll system (NHS Electronic Staff Record (ESR) system) is input correctly to ensure that all appointments and changes to appointments are properly recorded and reflected correctly in salary payments.

  • Responsible for overseeing the management of the GMC and Deanery interfaces with ESR working closely with the workforce information team.

  • Oversee production of doctors rota’s and ensure they are sent out in set timeframes.

  • Managing all contractual changes for doctors, including changes in hours of work, maternity, paternity, family and special leave

  • Producing monthly reports on fixed term contracts, locum expenditure, GMC registration, Section 12 and Work Permit expiry dates.  Identifying where renewals and extensions are required to support service delivery.

  • Ensuring team are correctly advising employees on maternity and paternity leave entitlements, and processing the relevant paperwork to ensure that the leave is paid in accordance with national terms and conditions and relevant local policies

  • Responsible for production of reports for NHSI

  • To be a level 1 user for the UK Border Agency and  issue Certificates of Sponsorships for overseas Doctors  assigning Certificates of Sponsorship and maintain an up to date knowledge of all immigration and visa updates as required to advise on general immigration queries

  • Lead on bi- weekly with Junior doctor representatives and Deputy/ Directors of Medical Education to discuss any issues pertaining to Junior doctors

  • Lead on ensuring all junior doctors receive adequate equipment ahead of them commencing work with Trust

  • Produce and present Medical Staffing presentation at Junior doctor induction

  • Raise sickness absence concerns with line managers and take forward with line managers in line with absence management policy.

  • Point of contact for risk assessment questions/ queries

  • Ensuring Clinical Supervisors have correct Allocate access for exception reports

  • Review COC, contract information for Medical Staffing Assistants

  • Lead for salary review, analysing experience and recommendations to Clinical Director.

  • Good working knowledge, gained through a combination of experience and training, of Microsoft products, including Word, Excel, Outlook and PowerPoint
