The Estates, Facilities and Capital Projects Team have an exciting new role and are looking to recruit an Estates Officer to provide support to the Head of Governance + Compliance Manager and assist in ensuring estates requirements meet current guidance and compliance to HTM and HBN standards with particular emphasis on hard FM services.
The ideal candidate will be able to offer prior experience working in an estates and facilities environment and be responsible for ensuring that all building and estates maintenance, minor works projects and contracted works are carried out to appropriate legislative standards and guidance.
The candidate will be able to provide expert specialist and professional estates expertise to staff throughout the Trust, to the technical committees and provide guidance to the capital projects team and external consultants on all schemes and to the Trust partners. In addition, the right candidate will be responsible for ensuring that all buildings, plant & infrastructure are maintained safely and cost effectively within agreed statutory requirements, in accordance with NHS and Trust policies and procedures.
This position will not be supported for visa sponsorship. All applicants are expected to have valid right to work document to work in the UK when applying for this position.
Main duties of the job

Responsible for ensuring that all building and estates maintenance, minor works projects and contracted works are carried out to appropriate legislative standards and other guidance notes and within the resources allocated.
Provide expert specialist and professional estates expertise to staff throughout the Trust and technical committees.
Provide expert specialist and professional estates advice and guidance to the capital projects team and external consultants on all schemes and to PFI staff within the organisation.

Detailed job description and main responsibilities
Administration responsibilities:
Undertake a critical analysis and prioritisation of estates planned maintenance routines e.g., medical gases, pressure systems, sterilization etc, taking into account current legislation guidance and the needs of patients, public and staff. This will involve actively seeking new working methodologies and best practices both within the health service and other public sector bodies and within the private sector.
Act as co-ordinator for designated services and co-ordinate all maintenance contracts relating to these services. This will include the determination of the contract specification, terms and conditions, payment arrangements, ensuring the contractors competency to undertake such works and auditing their performance.
Monitor estates planned and reactive works and report on performance against agreed indicators. Investigate significant non-compliance and determine methods of improving performance. This will require the extraction and evaluation of complex information from the Estates databases.
Manage the undertaking and co-ordination of condition surveys of estates plant and services using the data collected to prepare planning programmes for capital investment, statutory compliance and backlog maintenance.
Ensure all necessary action is undertaken in relation to hazard notices, safety action bulletins and medical device alerts and other such safety notices, as they relate to estates services.
Responsible for ensuring that all delegated minor works schemes are designed, costed and delivered on time and within budget. This will require close liaison with project staff and external contractors and consultants; negotiating with and organising contractors, suppliers, statutory agencies or utility companies; analysing and evaluating a range of complex multi-disciplinary options whilst working within organisational, financial and statutory parameters.
Act as Authorising Officer and / or AP for delegated activities e.g., LV working, medical gases, working at heights, working with asbestos, confined spaces etc.
Responsible for the preparation and implementation of departmental policies and procedures as directed.
Assist in the preparation of estates strategy and business planning processes, which will determine how the division implements corporate and local objectives in the delivery of healthcare services.
Responsible for the selection of new estates equipment within the division. This will require the post holder to research current availability of best available equipment and to evaluate the most cost-effective option available.
Provide relevant specialist and professional expertise to estates staff, capital projects, senior managers, directors, and external companies and negotiate as required with suppliers and contractors.

Education and Training
Essential criteria
- Professional knowledge acquired through an appropriate degree in an estate or building discipline.
- HNC/HND or Management with specialist knowledge acquired through courses and experience
Desirable criteria
- Management course or equivalent experience relevant to area of work and role functionality
- PRINCE2
Knowledge and Skills
Essential criteria
- Advanced knowledge of Microsoft Office
- Specialist knowledge of hospital buildings construction and estates services including but not limited to high voltage electrical systems, medical gases & vac systems, ventilation and air conditioning, boiler plant, sterilization and disinfection plant etc.
- Detailed knowledge of but not limited to relevant Hospital Technical Memoranda (HTM’s), Hospital Building Notes (HBN’s), all current statutory and regulatory guidelines.
- Knowledge to determine the condition of estates services taking due account of legislative, health and safety, remaining lifespan etc.
- The knowledge to determine accurate budgetary estimates for the remedial and or upgrade works necessary to bring the estate to an acceptable standard.
- Must have a working knowledge of health & safety and contract law.
- Familiarity with long term planning process for building services maintenance and replacement.

Experience
Essential criteria
- Previous experience in working at a senior level
- Experience of maintaining buildings building structures or building services within large, complex sites and working with senior technical staff.
- Must have some experience of designing and delivering capital and revenue schemes.
- Must have experience in preparing departmental policy and procedures.
Desirable criteria
- Previous NHS administration and clerical experience
- Experience in the maintenance of specialist hospital services e.g., medical gases, sterilization, standby generation etc
- Undertaking building services surveys facilitating long term planning processes
