Job overview

We are delighted to offer an exciting opportunity for an ambitious, focussed and proactive Head of Workforce Planning and Systems, to join Dartford and Gravesham NHS Trust.  This role will effectively lead the delivery of all aspects of activities within the following functions: Workforce Information, Workforce Systems, and e-Rostering and will act as the deputy to the Deputy Director of People and Organisation Effectiveness. 

The successful candidate will lead the delivery of programmes, projects and plans to drive improvements in organisation effectiveness that delivers efficiencies for the Trust, focusing on workforce planning, establishment controls, data quality and insights. This will include improvements to systems to improve optimisation and maturing in adoption and usage to improve data quality and decision-making, which is pivotal to the delivery of the Trust People strategy and NHS People plan priorities.

 

 

Main duties of the job

They will support the Deputy Director of People and Organisation Effectiveness to deliver the wider operational/strategic objectives of the Trust, effectively leading and directing all the teams within the scope of People Operations, to drive value, improvements and innovation in the delivery of services. This includes, strategic workforce planning and design, utilising a data-driven approach to identify trends and forecast future staffing requirements.

The post holder will lead the production and delivery of meaningful Workforce analytics, comprehensive data insights for all aspects of the people strategy, development of dashboards and BI and the use of Bots and AI to drive optimal scheduling and automation of transactional People services; in support of the Trust People Strategy, as well as NHS returns.

Detailed job description and main responsibilities

Specific Responsibilities:

 

Leadership

Deputise for Deputy Director of People and OE as required, including at TLT, People and OD Committee and other leadership meetings.

 

Be the strategic lead for the operational people services, overseeing the development and implementation of workforce service level agreements and KPI’s across all operational services.

 

Ensure that all Operational People Services provide a consistently high quality service to the Trust, which constantly delivers compliance to all statutory obligations.

 

Work with the People Senior Leadership Team to develop a prioritised plan (based on business value and impact) for the improvement of people processes, policies, systems and contact channels.

 

Lead key areas in the development of the Trust’s People Strategy to ensure it aligns with and makes a significant contribution to the strategic aims of the Trust.

 

Directly line manage and supervise the People Operations management team, including; Workforce Information Manager and e-Rostering Manager.

 

Provide effective leadership, vision and direction for the operational HR teams, ensuring that a high-quality service is provided to our customers.

 

Sit as a key member of the Senior People Directorate Management Team, working alongside and presenting to members of the Trust Executive when required

 

Support Deputy Director of People and OE in  financial planning and budgets for all the People Operations

 

Facilitate the personal and professional development of the People Operations teams, ensuring training and development needs are identified and appropriate objectives are set

 

Workforce planning and analytics

Proactively contribute to the development of operational workforce plans, ensuring that they are consistent with the aims of the Trust People Strategy and that there is alignment between the workforce and business objectives. 

 

Act as the Trust Workforce Planning expert and represent DGT at K&M workforce planning groups.

 

Support the operational and strategic decision-making process through ensuring the accurate and timely provision of Workforce intelligence.

 

Ensure best practice in terms of information and business intelligence provision, working closely with all major stakeholders and the wider NHS information community.

 

Identify innovative ways of undertaking data analysis, report production and dissemination – to improve workforce insights and decision making.

 

 

Person specification

Education and Training

Essential criteria
  • Master’s degree or equivalent level experience.
  • CIPD Level 7 qualification or equivalent HR experience.
  • Evidence of relevant continuing professional development.

Knowledge and Skills

Essential criteria
  • Excellent oral and written communication skills with proven ability to work with, gain confidence of, and influence and negotiate with people at all levels, both internally and externally of the organisation.
  • Ability to work on own initiative as well as plan and organise own and team’s workload.
  • Ability to use Word, Excel, Access, ESR and HR databases to an advanced level.
  • Ability to effectively manipulate large datasets, in order to provide meaningful workforce information and analysis.
  • Ability to work within cross functional groups.
  • Knowledge of Workforce planning approaches and methodologies

Experience

Essential criteria
  • An understanding of the NHS modernisation agenda and demonstrable ability to manage change.
  • Knowledge of Rostering systems and their functionality.
Desirable criteria
  • An experienced user of ESR, Healthroster and Trac.
