The Chief Medical Officer (CMO) and team at Medway are responsible for supporting and enabling our highly talented medical colleagues to develop professionally at Medway.

Qualified to  Master’s degree qualification, equivalent academic or professional experience in relevant business area - the Job Description main issues are:
 
Chief Medical Officer’s Directorate
 
The post holder will have responsibility for providing an expert, high-quality overall management of the Chief Medical Officer’s Directorate to ensure the smooth running of the department. 
 
To be responsible for the delegated management of the Chief Medical Officer’s directorate budget ensuring adherence to Trust Standing Financial Instructions; including developing and delivering efficiency programmes and business case development.
 
Line Management of the Revalidation Support Manager and Administrative Officer including appraisal and performance management.
 
Lead on the annual National and Local Clinical Excellence Awards end-to-end process for senior medical staff, including finances, ensuring equality and inclusion, report writing and presentation to Board.
 
Leads on the development of policies and procedures for the CMO directorate including Job Planning policy, Revalidation policy and Clinical
 
Excellence policy impacting all medical and dental staff across the Trust.  To ensure the review and update of policies / procedures and working practices across the Chief Medical Officer’s portfolio to ensure standards of practice are maintained. To contribute to the update and rewriting of Trust wide policies. 
 
To ensure all Trust policies are adhered to within the Directorate.
 
Providing subject-matter expertise to enable the Chief Medical Officer to address all areas of portfolio including:
 
Professional Medical Standards (e.g. medical appraisal and revalidation, medical job planning, support of investigations utilising the Maintaining High Professional Standards in the NHS (MHPS) process, Advanced Medical Leaders Programme).
 
Clinical Effectiveness and Outcomes (including national and local audits and NICE Guidance, national Getting It Right First Time programme (GIRFT), Royal College and Specialist Society and other national best practice guidance)
 
Postgraduate and undergraduate training;
 
Research and Innovation;
 
Enabling CMO’s named roles of Caldicott Guardian; Designated Individual for the Human Tissue Authority; Professional lead for healthcare scientists, including Pharmacy, and Medical and Dental; Lead for national reporting and learning from incidents; Executive Lead for Mental Health; and
 
Executive Lead for Babies, Children and Young People.  This includes researching topics on the CMO’s behalf, report compilation, presentation and recommending options.
 
Responsible for the delivery of identified corporate projects for the directorate including project initiation documentation, business case development and presentation, stakeholder analysis and management, milestone monitoring, project financial monitoring, project reporting, project delivery and post-project benefits realisation.
 
To be responsible for the production of briefing documents and papers relating to areas within the Chief Medical Officer’s portfolio, for submission by the Chief Medical Officer to the relevant Committees, Trust Board or external stakeholders.  To effectively manage the implementation of agreed outcomes from submitted papers/reports.
 
Lead the CMO’s Service using Patient First quality improvement methodology and management system to ensure an effective, efficient service to deliver improvement to patient care.
 
This list should not be seen as exhaustive and the post holder is expected to be flexible in order to meet the evolving responsibilities of the CMO.
 
Medical Workforce 
 
To support the Chief Medical Officer with specific responsibility for leading on the strategic development of the Trust’s medical workforce to deliver an effective, productive, high-quality and safe healthcare by facilitating fair and robust management of the medical workforce contract framework across the Trust: -
 
The post holder will be required to oversee, develop and implement processes on all matters related to senior and junior medical staff (in conjunction with the Department of Medical Education for Deanery Trainees) including job planning, education, training, appraisal and revalidation and performance management.
 
To support the Chief Medical Officer in creating the performance management framework for Divisional Directors based on clinical quality, patient safety and productivity to enable the Divisional directors to embed these across their Divisions.
 
Liaising with Divisional leaders to resolve specific and complex individual issues. 
 
Create and maintain a central consultant and SAS doctor job plan database. 
 
Oversee and line-manage the process for the consultant appraisal and revalidation framework and ensure this occurs and is applied consistently across the Trust.
 
Undertake investigations, reporting action plans and archiving information of previous appraisals.
 
Ensure the Trust’s appraisal meets with the requirements of the GMC for revalidation and registration purposes. 
 
To support the Chief Medical Officer with specific responsibility for leading on the strategic development of the Trust’s medical workforce to enable delivery of a high quality and safe health care to its service users.
 
Support the Chief Medical Officer in creating the performance management framework for Divisional Directors based on clinical quality, patient safety and productivity and to ensure that, through the Divisional Directors, these are embedded across the Divisions.
 
Oversee, develop and implement processes on all matters related to senior and junior medical staff that includes performance management, job planning, education, training and appraisal.
 
To investigate / hear internal staff grievances / complaints from other Divisions as required. This will often involve difficult and sensitive meetings with staff, patients and relatives as part of this process. 
 
Medical Education
 
To work in partnership with the Director of Medical Education, Medical Education Manager and Divisions to ensure that the Trust provides a high standard of both postgraduate and undergraduate training for all doctors. 
 
Research and Innovation
 
To work in partnership with the Clinical Director of Research and Innovation Manager of Research and Innovation, and support the provision of a high standard of research and innovation which enables all staff and patients to be involved.

  • Experience of preparing and presenting reports for consideration at executive forums
  • Evidence of managing service redesign/organisational change
  • Experience of budget management and delivering cost improvement programmes

Knowledge
