Job overview

This is an exciting opportunity to work within the NHS Kent and Medway Primary Care Commissioning Team, as a Senior Programme Manager.   We are looking for someone with expertise in primary care commissioning and a track record of delivery.

The ICB has delegated responsibility for all four strands of primary care (general practice, community pharmacy, optometry, and dentistry (POD)) and the post holder will lead the commissioning of primary care dental, with an initial focus on improving access to NHS dental services and, the rebasing of dental contracts and contribute to the delivery of the Primary Care Strategy. 
This role which will shape the future of primary care commissioning across the integrated care system and across the southeast.  The post holder will manage the ICB’s small POD Commissioning Team and will work closely with the SE POD Hub Dental Team. 

As a senior programme manager in the Primary & Community (Out of Hospital) Care Team, the post holder will work as part of a dynamic team in delivering an effective service supporting managers and staff across Kent and Medway to lead the delivery of primary care, commissioning, contracting and delivery assurance. and the Primary Care Strategy. 

The Senior Programme Manager, Primary Care Commissioning will be responsible for the safe and effective discharge of delegated primary care services, providing expert technical advice into the development and transformation of primary and community care

Main duties of the job

1. To provide leadership and oversight for the management of primary care contracts across all four strands of primary care commissioning (GP, Pharmacy, Optometry and Dental) and ensuring that appropriate processes, controls, and systems are in place to meet the ICB’s statutory and contractual obligations.

2. Ensure robust systems are in place to support the commissioning of primary care contracts (general practice, pharmacy, optometry and dental) and to enable oversight of contractual and transactional contract changes across Kent and Medway. 

3. Lead a functional area of primary care commissioning across Kent and Medway, ensuring the primary care delegated commissioning functions as set out in the delegation agreement are delivered ensuring any delegated commissioning assurance issues are escalated appropriately.

4. To establish and implement a robust contract rebasing process for dental contracts in line with new regulations, national policy, guidance, and relevant legislation.

5. To provide support to the ICB GP Contracting Team and/or POD Commissioning Team and provide direction to the SE Hub POD Commissioning Teams ensuring that all primary care programmes of work and contractual changes are effectively developed, delivered, and monitored.
