We are looking for an exceptional and experienced Directorate  Manager to join our team at Tameside & Glossop ICFT NHS Trust. This post sits within our Intermediate Tier services  this is both a challenging and exciting place to work. Main duties of the job

The Directorate Manager will be responsible to the Deputy Director of Intermediate Tier Services for the leadership and direction of The District Nursing Service, Intermediate Urgent care team, Tissue Viability service & End of Life care team, to ensure the delivery of all relevant activity and performance objectives. To achieve this the post-holder will be expected to work closely with the directorate and divisional leadership team including the Head of Nursing, Matrons along with external stakeholders to meet agreed plans and priorities within available resources. 

The post-holder will be responsible for ensuring smooth running of the day-to-day operational management, demonstrating highly visible leadership skills, with the aim of maximising the delivery of patient-focused, modern, effective and efficient clinical services within the division of ITS and across the wider local health economy. They will also be responsible for the achievement of all relevant local and national performance targets and standards and will manage the delivery of health service policies to achieve sustainable operational and financial performance within the division.

The post-holder will be a key member of the ITS Management Team and may be required to deputise in the absence of the Deputy Director of Intermediate Tier Services as required.

Detailed job description and main responsibilities

To contribute to the Trust’s strategy and to lead the operational management of the Intermediate Tier services as outlined above, ensuring that priorities meet both corporate and Divisional objectives.

To provide visible and effective line management and credible leadership and direction to all department staff to ensure the delivery of patient-centred services and to enable the effective sharing of knowledge, ideas and skills through the development of a culture of continuous improvement.

 

To be responsible to the Director & Deputy Director of Intermediate Tier Services for the interpretation and implementation of all relevant national and Trust policies across the fore mentioned ITS Services to ensure policy translates into evidence-based practice.

To be responsible to the Director & Deputy Director of Intermediate Tier Services for the development of relevant policies, and to contribute to the development of policies where appropriate.

To promote positive working relationships with the Directorate based on the trusts values and behaviours, particularly in order to understand the implications of service developments or changes for other parts of the division.

Operational Management

Participation in the out-of-hours first on call Rota

To be responsible for the efficient management of all elements within the Services, ensuring timely and appropriate decisions are taken to deliver high quality patient care within the resources available.

To ensure that robust contingency plans are prepared to ensure business continuity within the Services.

To work closely with the Directorate’s lead clinicians and other professional/medical staff by supporting their individual operational plans, consistent with corporate objectives and priorities and ensure that individual priorities are determined within the Division.

To set and encourage the achievement of standards of excellence in managerial practice and lead the promotion of a management ethos in which high standards of performance and quality care are the ‘norm’. Promoting a culture which is underpinned by honest, open communication and team-working across all staff groups.

To be responsible for delivery of major and complex organisational and service delivery changes across operational, professional and/or organisational boundaries, to include workforce rationalisation and conflict resolution in order to promote staff acceptance and understanding.

Performance Management 

To provide strong leadership to staff within the teams, providing direct support, assessment and direction as required

To be responsible for the overall delivery of the Service’s contribution to the Trust’s agreed activity and performance objectives.

To participate in the Directorate Meetings, including the Governance and Finance meetings.

To play a key role in the development and the production of the Directorates prioritised plans and service improvements, ensuring ownership by clinicians and other staff in the services.

To manage the Services teams to ensure that maximum efficiency of resources is achieved.

To work proactively to ensure the highly efficient and effective operation of the Services, matching resources to service needs.

To lead the development and monitoring of key performance indicators and ensure appropriate corrective action is undertaken where necessary.

To undertake regular and systematic review of the processes and systems through which services are delivered, analysing problems and developing solutions to improve patient care.

In conjunction with the Head of Nursing and Deputy Divisional Director of ITS to ensure that objectives are devised and implemented for each element of the services.

 

Financial Management/Planning/Service Development

To be responsible to the Director of Intermediate Tier Services for the effective management of the Service’s capital assets, ensuring an effective and robust devolved budget management process is in place where appropriate. 

To review and monitor financial performance and to hold delegated budget holders to account.

To establish systems (to include information systems) to ensure continuous cost improvement in the delivery of Services in order to deliver a balanced budget and delivery of all schemes agreed within the business plan.

To develop and promote the department’s understanding of the financial regime in order to ensure opportunities to maximise the benefits and maximise clinical engagement.

Operate within the Trust’s Standing Orders, Standing Financial Instructions and Scheme of Delegation.

 Governance

To lead on the governance arrangements across the Services outlined above, to ensure appropriate systems are in place to address any governance issues that may arise.

To ensure that appropriate systems are in place to comply with current guidance in relation to the CQC, NHS Litigation Authority, NICE etc. To ensure that management support is available to the Deputy Divisional Director, Head of Nursing and other staff groups to ensure a robust and active Clinical Governance program is maintained within the agreed Services.

To ensure that the Services complies with Health and Safety requirements and all relevant legislation, including staff attendance at all mandatory training e.g., Fire, Manual Handling and Health & Safety.

To investigate accidents, complaints and untoward occurrences and initiate appropriate follow-up action within the requirements of the Trust and other statutory bodies e.g., NHSLA.

To review and implement recommendations from external, statutory and professional inspections e.g., Royal Colleges, Health & Safety Executive.

To ensure that the Patient/Public Involvement agenda is addressed by the Services in accordance with Trust policy and close work with the Head of Nursing as required.

To support the Director & Deputy Divisional Director by participating in relevant Directorate Governance, Finance & Performance Meetings and presenting reports as required to the Divisional Board.

To promote the use of research and audit within the Services and encourage all staff to participate.

To maintain health and safety standards within the Services, adhering to all external standards.

To ensure that all staff have an annual appraisal, personal development plan and complete their mandatory training in line with Trust policy.

To ensure that all staff attend induction and mandatory training sessions as required by the Trust and to take action when this requirement is not adhered to.

The post holder will review, implement and develop local policies within the Services as required.

SECTION 2- KNOWLEDGE AND SKILLS

 Information and Communication

To ensure effective communications within and between all elements of the Services and across the Division and wider organisation.

To manage the collection and analysis of complex information relating to general performance, contract activity, patient safety, experience and quality, taking corrective action where appropriate to meet standards and ensuring that staff have appropriate information (e.g. activity, waiting times, financial) in accessible formats to take management action. 

To provide relevant, succinct and clear information in a timely manner on own initiative (including highly sensitive, confidential, complex and/or urgent information) to a variety of stakeholders both within and external to the organisation.

To establish effective communications and working relationships with other Services, Departments and external agencies.

To establish and maintain effective and appropriate communication with individuals and groups about sensitive or highly complex matters that might contain controversial information.

Frequently expected to effectively deal with staff/patients/families/public that may challenge explanations given; and show empathy to those who are upset.

To communicate effectively with staff at all levels to motivate, support and advise on achieving high standards of care.

Where necessary, to communicate with people whose first language is not English and refer to interpreter service as per assessment needs.

To deal with all complaints in accordance with Trust policy, which may require communicating with highly distressed or highly emotional individuals.

SECTION 3- EFFORT AND ENVIRONMENT

The postholder will be required to produce original reports using power point excel and word that are of sufficient quality to be received at the Executive Management Committee and the Trust Board.

There will be a requirement of the post holder to work for periods of concentration of up to four hours and there will be a requirement to be able to work flexibly and understand the priorities of the service demands.

The post holder will be the nominated lead for the services and will need to deal with verbal and written queries, so should be smartly dressed and articulate and able to communicate with a range of people.

  • Previous experience in an operational management role in an NHS acute service provider organisation with a proven track record of achievement.
  • Evidence of extensive (and successful) staff and budget management experience (with control) in an operational environment.
  • Evidence of successful management of change in a large complex organisation.
  • Evidence of personal responsibility for improving operational efficiency and delivering savings from the reorganisation of services.
  • Experience of developing and delivering business plans to support corporate objectives.
