Job overview

This is an exciting time to come and work as part of the Blackpool Teaching Hospitals Finance Team as we continue our improvement journey. In taking on this important role, you will bring energy, talent and innovation to the team and help support the further development and implementation of the Trust's financial sustainability plan.

This is an excellent opportunity for a financial professional with drive, ambition, and a passion for excellence to work as the Head of Financial Services. Reporting to the Associate Director of Finance, you will manage and lead the Financial Services Team.

As a member of the Senior Finance Team you will have responsibility for the provision of Financial Services to the Group including the subsidiary Atlas Ltd and the Trust’s charity.

You will have proven financial services experience in a senior role of 3 or more years with expert knowledge of NHSFT financial accounting and reporting including the preparation and submission of the annual statutory statements and monthly, quarterly, and annual accounting/performance returns.

All NHS Trusts in Lancashire and South Cumbria (LSC) are bringing their Corporate Functions together to form One LSC which will be a shared service run by the NHS for the NHS. One LSC will be one NHS team serving LSC in a joined-up way providing responsive and innovative central services.

This development will improve career opportunities and enable the sharing of skills and learning and provide access to system-wide jobs.

Main duties of the job

The post holder will be the specialist lead on all financial statutory returns and statutory reporting and specialist lead on the completion and submission of the NHS England monthly, quarterly, and annual accounting/performance returns.  The post holder is also the lead for the external audit of the Trust, subsidiary and charity accounts.  The post holder will also have day to day responsibility for cash planning, management and monitoring, capital accounting, VAT, and subsidiary accounting.

The post holder will also have a key role supporting the development of the finance team with a culture of continuous improvement and a reputation for innovation and excellence.

The post holder will work closely with the Trust’s two Associate Directors of Finance, Head of Financial Management, Head of Finance Transformation and Head of Financial Planning and deputise, when required, for the Associate Director of Finance – Operational Finance.

Detailed job description and main responsibilities

JOB SUMMARY

Provide a complete range of technical financial services to the Group, Trust, Atlas and Charity, ensuring integrity of all income, expenditure and control account transactions and preparing the Annual statutory statements.

To ensure the Annual Report and Annual Accounts for the Group, Trust, Atlas and Charity are reported free from material misstatement as a result of error or fraud and that the Group, Trust, Atlas and Charity receive unqualified audit opinions on their Annual Reports and Annual Accounts.

Lead on the co-ordination and delivery of all relevant statutory financial reporting duties.

Lead on the Trust’s compliance with the International Financial Reporting Standard (IFRS) 16 on accounting for leases.

Manage the Group liquidity including debtors, creditors and cash management to maximise BPPC performance whilst minimising risk to cash balances.

Have day-to-day responsibility for the management, monitoring and reporting of the capital programme for the Group, Trust and Atlas.

Responsible for the completion and submission of the statutory VAT returns for the Trust and Atlas and ensuring that they are sent to HM Revenue and Customs (HMRC) by the required dates.

Have day-to-day responsibility for the provision of the Group’s financial systems and management of those systems.

To manage the Financial Services Team.

  • Proven financial services experience in a senior role of at least 3 or more years
  • Expert knowledge of NHS Provider financial accounting and reporting including the preparation and submission of the Annual statutory statements and preparation and submission of NHS England monthly, quarterly and annual accounting/performance returns
  • Expert knowledge of International Financial Reporting Standards, UK Generally Accepted Accounting Practice and charity sector accounting
  • Expert knowledge of relevant aspects of charity legislation and VAT legislation including the completion and submission of statutory VAT returns to HM Revenue and Customs (HMRC)
  • Expert knowledge of treasury and cash management
  • Expert knowledge of capital accounting
  • Expert knowledge of developing and maintaining financial policies, procedures and systems including financial ledgers, reporting tools and asset management systems
  • Experience and knowledge of NHS Commissioning and payment mechanisms
  • Experience and knowledge of building short, medium and long term finance and business plans
  • Experience of developing robust I&E, capital expenditure, balance sheet and cash flow forecasts
  • Experience of using complex financial models for informing decision-making
  • Experience of undertaking a project management role and implementing change
  • Experience of working with senior managers/professionals and Executives
  • Evidence of track record of achievement at a senior level
  • Sound knowledge of the current NHS Financial Regime
