The Estates Shift Team is responsible for providing 24-hour on-site emergency cover and a comprehensive electrical and mechanical engineering, and building maintenance service, to the plant and equipment on the Blackpool Victoria Hospital Site.  This will involve working with trade groups and contractors’ staff to provide a professional, efficient and cost-effective maintenance, repair and installation service, which is responsive to the user’s needs and will involve the planning and organising of maintenance activities.  Out of normal working hours the Estates Shift Team has sole responsibility for ensuring that all departments essential services are maintained at all times, or an Estates Manager informed.  These services include: Electricity, Steam, Heating and Domestic Hot and Cold water, Piped Medical Gas and Vacuum, Air Conditioning and Drainage.  The Estates Shift Team also provides a 24-hour emergency response to any incident and carries out duties of all trades, including:  Mechanical, Electrical, Plumbing, Joinery and building.

The Estates Shift Team also provides a first line emergency response (out of normal hours) to all Estates functions and emergencies.

Main duties of the job

The post holder will provide an effective and efficient maintenance repair service to a high quality on the full range of building fabric, electrical and mechanical engineering and electro medical services, plant and equipment to the above stated properties within their trade discipline and other disciplines within their capability and will involve maintenance of complex systems and the use of fine instrumentation and equipment. (e.g. Steam raising plant, Boilers, Heating and Domestic Hot Water (DHW) systems, air conditioning systems, building management systems, Low Voltage (LV) systems, switch rooms and emergency generators.  Fire, security, medical gas and vacuum systems and all other alarm systems.  Medical plant and equipment, lifts, heat exchangers, catering equipment, plant and equipment contained within the mortuary, operating theatres, and other hospital fixed plant and equipment.)

Detailed job description and main responsibilities

Responsible for duties as a key member of the Trust Fire Team, to attend the fire incident and the activated fire panel.  Assist and liaise with the fire brigade and inform fire chief of any technical information required such as location of services to be isolated and to carry out isolations as required.  Silence and reset the fire alarm panel as directed by the fire chief and issue ‘stand down’ on completion of the incident.  Also to assist and liaise with the Senior Nurse on call and other members of the fire team, providing technical information, assist with evacuations and making decisions in unforeseen circumstances (ie. during fire brigade industrial action).

.    Responsible for duties as a key member of the Trust Chemical Incident Team, including setting up of the fixed decontamination unit and assist / liaise with the emergency services, medical staff and Trust managers, providing technical information as required.

 

Carry out special projects for management, as requested, including surveys, developing procedures and plant history records.

Out of normal hours ensure supervisory duties are met, to include, monitoring of contractors, raising defect / new work jobs on CAFM system, previewing jobs and ordering spare parts.  Responsible for accessing stores and maintaining stock control out of normal working hours.  Writing of reports as required.

Responsible for the maintenance of the hardware for the door access on the PAC system (site wide electronic security locking system) out of normal working hours.

Liaise with Estates management to assist in organising maintenance shutdowns, which may involve major interruption to services.

Inspect and test the Hospital Emergency Standby Electricity Generator sets on a regular basis.  Also responsible for attending any mains power failures on site, to ensure continuity of electrical supplies to critical and non-critical units.

Attend any emergency situation that affects the health and safety of any patients, i.e. where patients are trapped in hospital equipment or a clinician requests assistance.

Respond to emergency situations and assist/liaise with the emergency services as requested by the Senior Nurse on site, out of normal hours.

Work in accordance with the requirements of statute, technical guidance and codes of practice and Trust and Departmental Policies and Procedures.

Be conversant with the latest edition of the electrical safety code for Low Voltage (LV) systems for competent persons. BS7671 & HTM06-02

The post holder will be required to work on drainage systems, including the clearing of blockages in drains, Bed Pan Macerators, and other sanitary equipment, which may lead to contact with raw/infected sewage and hazardous chemicals on a regular basis and as such will be expected to take all necessary health and safety measures to prevent danger and avoid injury.

Carry out planned preventative maintenance inspections and commissioning tests in accordance with Trust Procedures and schedules.

Inspect patient personal electrical equipment and advise them on the safety and suitability for use in the hospital out of hours.

Undertake fault finding and testing of complex (LV) installations, critical systems and equipment. 

Maintain Steam, condensate, heating and DHW and all associated plant and equipment and dismantle and rebuild when required.

Carry out maintenance and repairs to ventilation plant and equipment, medical gas pipeline services, laundry equipment, catering equipment, steam raising plant and equipment etc.

Have an extensive working knowledge in relation to all site Electrical and Mechanical Engineering and Building services.

Have an extensive working knowledge of domestic portable and non-portable[JC1]  Water systems including all maintenance and testing regimes in connection with the Trust Prevention of Legionella Policy.

Carry a pager and telephone / radio (2-way communication) tool to provide response any incident or emergency situation, whilst working on site.

Refer to and understand all Building/Engineering/Technical drawings and specifications.  Interpret technical detailed manuals, carryout both routine and non-routine fault diagnosis and carry out repairs, assist in commissioning, problem solving in new technical services and communicate technical knowledge to others.
