The Head of Programme Delivery is a pivotal role which will oversee the governance and delivery process for all projects within the agreed delivery plan. These projects may span across organisations in all sectors within Lancashire and South Cumbria including providers, commissioners and third sector stakeholders. They will be critical to the development of business case propositions where a transformational approach contingent on financial investment and return may be required.

Main duties of the job

  • Formulate and execute the portfolio business strategy working in conjunction with the R&T leadership team
  • Strategic management of the planning, resourcing, and delivery of the R&T portfolio
  • Deliver cohesive and complex programme management plans in conjunction alongside R&T function and portfolio leaders as required
  • Drive forward delivery programmes / projects that require intensive focus to deliver the R&T plan
  • Lead the implementation of service improvement and transformation projects, ensuring that key milestones are achieved, and the required outcomes are met
  • Ensure compliance with NHSE service change guidance where there are potential changes to patient services
  • Support delivery of health economy savings opportunities and working collaboratively with senior leaders across the portfolio to deliver these
  • Lead the development and production of business cases and funding bids to secure financial support from external sources.
  • Support delivery of business change outcomes developing and implementing benefits realisation plans
  • Support programmes within the portfolio to navigate through the project lifecycle providing specialist advice on a proportionate approach to completion of project documentation
  • Provide timely programme progress updates on status of projects as part of portfolio / system governance
  • Lead and attend regular work stream / portfolio meetings to provide progress updates, inform planning and highlight key risks and issues

Detailed job description and main responsibilities

The R&T programme is a high profile large and complex system programme of work that requires a proactive and tenacious laser light focus on delivery in both recovery and transformation projects and schemes to achieve the financial recovery plan, and the longer-term transformation leading up to 2035.

The R&T Senior Programme Manager will be a significantly experienced and skilled individual with specialist knowledge and ability to work across several disciplines and functions to drive forward delivery of the complex and high-profile R&T agenda.  This involves ‘plugging in’ to programmes or projects to accelerate pace and delivery to areas of need.   

The R&T Senior Programme Manager is integral to the R&T function working alongside with the R&T Programme Director to manage the entire R&T portfolio through matrix management of multiple and complex assignments by providing intensive programme management expertise and grip to areas of priority, accelerating action, unblocking issues, solving problems and proactive risk management that may impede delivery. 

The R&T Senior Programme Manager will provide leadership to key areas of priority for the ICB in delivery of the R&T agenda as directed by the R&T Programme Director, translating complex discussions at groups and forums into clear action that is implemented at pace.  This requires significant emotional intelligence and stakeholder and relationship management at all levels including liaising with and working alongside CEOs, executive and leadership teams across the ICB, Trusts and the Provider Collaborative to ‘join dots’ so that strategies align across the system, and interdependencies are effectively managed to achieve delivery plans across the R&T portfolio.

The R&T Senior Programme Manager will function within the parameters of the R&T agenda working closely with the R&T Director and will be a multi-skilled individual with the ability to work in an agile and dynamic way to provide a corporate service and functional responsibility for driving the end-to-end process of identification, implementation, and evaluation of transformation, cost improvement, productivity, and business development initiatives as part of the R&T agenda.

The R&T Senior Programme Manager will support and manage the work of the Recovery and Transformation Programme Board translating discussion at each meeting into a clear set of actions working with Senior Responsible Officers and Portfolio Directors to respond to the ‘asks’ of the Board maintain pace and focus on delivery.

The post holder will lead on the delivery of key initiatives, helping to deliver system-wide change and transformation across the R&T portfolio and work to optimise programmes and projects within the portfolios, balance capacity against demand in terms of project resources, and connect plans and resources to project execution in line with the project lifecycle and national / ICB strategies and priorities. 

The post-holder will demonstrate a methodical and structured approach along with extensive project management and leadership skills, working withing the parameters of the ‘PMO Operating Model’ to ensure consistent and proportional project management methodologies are applied.  Working closely with the R&T Programme Director, Head of PMO and other ICB Executives and Directors to oversee and manage the entire portfolio to ensure that project delivery reflects and achieves objectives set out in the recovery and transformation plan.    

The post holder will use extensive programme management skills, a strong background knowledge and experience of delivering or directing health and/or care services in the community. They will need to be skilled in the analysis and interpretation of highly complex information and the ability to translate strategic information to operational deliverables, linked to the delivery of this transformation programme.
