An exciting opportunity has arisen to support the delivery of our key priority programmes for the safeguarding function of Lancashire and South Cumbria ICB.

This vacancy is only open to Deputy Designated nurses and professionals within the ICB.

The role is to join up health and care services, improve people's health and well being, and to make sure everyone has the same access to services and gets the same outcomes from treatment. We also oversee how money is spent and make sure health services work well and are of high quality. 

The Designate Nurse / Professional will play an integral role in supporting the Director of Safeguarding in shaping the future of Health and Social Care across Lancashire and South Cumbia. Through previous experience, knowledge and skills, the post holder will build credibility with partners to enable the ICB to discharge its statutory responsibilities in relation safeguarding. They will motivate, inspire and work collaboratively to support the development and deliver ICB safeguarding function.

The post holder will be committed to delivering the vision of the ICB and Place based Safeguarding Partnerships and will maintain credibility with the wide range of stakeholders. They will bring impressive knowledge and experience, complimenting to support the delivery of integrated working and transformational change in a complex and dynamic public sector environment and across organisational boundaries.

Main duties of the job

The Designate Nurse / Professional will work with the Heads of Safeguarding to provide specialist advice and guidance to the ICB Directors of Safeguarding on all matters relating to safeguarding, and on health-related safeguarding matters to other agencies. S/he will inform the vision and strategic plan for safeguarding and will be directly involved with other key commissioners such as NHS England and Public Health in the development and monitoring of safeguarding standards.

The post holder will be responsible for developing and maintaining strong place based relationships with provider partnerships, other professionals, primary care, healthcare providers and commissioners, social care, the constabulary and other key multi-agency partners and Safeguarding Partnerships/Boards. Where appropriate the post holder will develop relationships across the ICB locally and with colleagues in NHS E regionally and nationally.

The post holder will act as a point of contact for place based safeguarding escalations and contribute to and implement the ICB safeguarding strategy at a local level. The Designate Nurse / Professional will provide leadership and supervision within the ICB and with local NHS commissioned services and outreach into the health economy to ensure services effectively safeguard our population.

Detailed job description and main responsibilities

The Designate Nurse / Professional will carry a portfolio of responsibility across one of the following areas:

  • Adult Safeguarding and MCA
  • Children
  • Children in Care 

This role is for the Safeguarding Adult and MCA portfolio and will be responsible to ensure delivery of the designated function as set out in the appropriate statutory guidance, and all associated safeguarding functions. Working closely with the Heads of Safeguarding, the Director of Safeguarding, Deputy Director of Safeguarding, Designate Doctors and Named GP’s, the Post Holder will form part of a wider extended management team and will carry responsibility to identify and escalate risks and provide safeguarding leadership in the management and response to risks identified. The post holder will be accountable to the Director of Safeguarding, and management responsibility will sit with the appropriate Head of Safeguarding.

This will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions:-

  • Provide designated expertise, support and advice into the safeguarding leadership team in overseeing delivery of the ICB statutory Adult Safeguarding functions and undertaking of statutory reviews
  • Present the findings of reviews to the ICB and NHS England as well as other relevant partners ensuring recommendations are implemented
  • Where necessary be contact point for statutory partners (Local Authorities and the Police)
  • Attend strategic meetings across the safeguarding partnership arrangements  representing the ICB and be the recognised as part of the system leadership for safeguarding
  • Manage agreed local and system wide work areas, working with other designated and safeguarding professionals
  • Support deputy designated professionals in their statutory delivery of the safeguarding agenda in each Place and reiterate approach to working in an integrated and collaborative way with key partners
  • Work with the Heads of Safeguarding to oversee the delivery of safeguarding in commissioned Providers at place, providing assurance to and Directors of Safeguarding and the Chief Nursing Officer and key Safeguarding governance groups, escalating concerns and risks as necessary.
  • Prepare and, when required, deputise for the leadership team and present board reports
  • Alongside the Heads of Safeguarding deliver an integrated approach to safeguarding with statutory partners at place, including supporting a culture of continuous learning and ensure voice and lived experience of adults at risk and children are at centre of the ICB
  • When appropriate, align to the regional and national NHSE work streams for safeguarding embedding quality practice standards
  • Continually assess and escalate any risk in relation to safeguarding arrangements
  • Effective reporting into the ICB Place Based Assurance meetings and ICB Quality Committee of the effectiveness and barriers to safeguarding and MCA practice
  • Contribute to an annual safeguarding report and regular assurance as required
  • Work with and support preparation within local health services for regulatory body inspections of safeguarding and lead on improvement action plans arising
  • Be a visible clinical leader in the provision of quality safeguarding arrangements
  • Provide safeguarding supervision across the health economy both within and outside the ICB
  • Ensure population health is understood and integral in the delivery of our safeguarding statutory functions

Person specification

Qualifications

Essential criteria
  • Educated to degree level or equivalent level of experience of working at a senior level in specialist area.
  • Evidence of post qualifying and continuing professional development
Desirable criteria
  • First level registration with professional body
  • Relevant professional qualification at post registration level

Experience

Essential criteria
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training in safeguarding, including context and legislation.
  • Experience of presenting to Boards, including multiagency partnerships
  • Experience of working in a system role delivering an agenda across a wide range of organisations and partnerships
Desirable criteria
  • Experience of high exposure to working within a multi-agency environment
  • Experience of leading case reviews / critical incident reviews
  • Experience of safeguarding audit, reviews and regulatory activity to support practice improvement
  • Experience of identifying and interpreting National policy in respect of Safeguarding
  • Experience of researching best practice, and advising on policy reform and implementation

Skills

Essential criteria
  • Knowledge of NHS statutory Safeguarding responsibilities and proven experience in quality oversight and assurance functions
  • Proven ability to develop effective relationships with a wide range of partners
  • Ability to provide and receive highly complex, sensitive or contentious information, negotiate with senior and present complex and sensitive information to large and influential groups
  • Negotiate on difficult and controversial issues including performance and change.
