Job overview

Role Summary:

To act as a Duty Manager on site for the operational management of the Trust, including the flow of patients through the system as well as providing support and advice to all trust employees.

To participate in and co-ordinate the Trust’s emergency response to Fire, Security and any other untoward emergency and to be responsible for the co-ordination and first line Management of Major and Serious Incidents as required.

To communicate with the Senior on call team as required keeping them fully apprised of all situations.

Main duties of the job

Bed Management:

To co-ordinate the movement of patients through the in-patient system to allow for adequate capacity and safe placement of emergency and elective admissions across the working site with the maximum utilisation of beds.

Ensure timely admission and discharges across all areas to promote delivery of a high quality resource to all patients.

To assist in the achievement of the Trust related target of reducing Emergency Department waiting times in line with national targets.

Site / Duty Management:

Ensure the smooth, efficient and effective operation of the Trust “out of hours” and to liaise effectively with 2nd/3rd tier on call as required..

Detailed job description and main responsibilities

General:

The Duty Manager will be required to work flexibly to meet the needs of the service.  This will involve rotating between other sites as required.

 

To maintain a high standard of professionalism at all times

To contribute to the formulation of hospital policy and procedures and dissemination of revised policies to staff.

To ensure that standards of patient care are maintained, identifying any issues, which may need addressing with the relevant Clinical Management Group.

To ensure hospital information is communicated to the relevant bleep holders.

Influences people and events, formally and informally, at all levels through successful communication, negotiation and persuasive skills.

 

Develops and maintains constructive relationships whilst reconciling or resolving conflict or resource allocation issues.

 

Implement formulated plans within timescales; monitoring progress regularly to ensure that deadlines and targets are met of a ‘commonly owned vision’.

 

Identify work required and allocating own time and that of appropriate staff to each task.

 

Consider resources available and how they can be most effectively deployed to achieve objective.

 

In the absence of Senior Manager on call/ Senior Duty Manager to chair the capacity and flow  meetings and ensure appropriate actions are delivered.

Person specification

Training and Qualifications

Essential criteria
  • Educated to Degree or equivalent level of experience.
  • Minimum of 2 years proven experience in an operational/patient care management post within the NHS
  • Experience of directly line managing staff.
  • Demonstrate evidence of post graduate study equivalent to Masters level.
Desirable criteria
  • Recognised management qualification

Skills and Experience

Essential criteria
  • Minimum of 2 years proven experience in an operational/patient care management post within the NHS
  • Evidence of excellence innovation and achievement in management practice
  • Detailed knowledge of the NHS in the acute sector with up to date knowledge of CMG specialities

Analytical and Judgement skills

  • Logical thinker with evidence of delivery
  • Effective problem solving skills utilising team when appropriate
  • Ability to understand complex financial and clinical data
  • Sensitive to clinical and political demands
