Job overview

The post holder will work as an employee of the NHS Lincolnshire Integrated Care Board as a Project Support Officer within the Primary Care, Communities and Social Value directorate and will support the Community programmes.

To support the Integrated Community Care Team with timely, efficient and effective deliver of projects and programmes in line with Primary Care, Communities & Social Value.

To support and be the first point of contact for the team with stakeholder engagement work to support the development of key strategies, including taking the day-to-day lead on agreed initiatives.

To manage elements of the project and provide administration support for project management processes, policy, procedures, tools and techniques to the Integrated Community Care Team in the Primary Care, Communities and Social Value Directorate.

To track and report progress and performance of a number of projects to task and finish groups and other associated meetings.

To support the development of service improvement programmes as required.

Main duties of the job

This post holder will:

  • Support the ICB team in the development of Primary Care commissioning plans that will inform the development of the Local Plan and delivery of strategic objectives
  • Develop a working knowledge and understanding of the integrated community teams; its culture, people, communities and services
  • Work proactively under own initiative to ensure the delivery of project milestones
  • Undertake information/project analysis
  • Contribute to effective information management within the team
  • Lead specific projects or work areas as agreed with the Programme Lead
  • Maintain effective data collection systems as required by the team.
  • Analyse data and produce reports for the Integrated Community Care Team
  • Work under own initiative to promote Primary Care and Community engagement work with Stakeholders
  • Organise meetings or event and assist in the diary management requirements of individuals in connection with portfolio of work.
  • Responsible for delivering communications, reports, and updates on project phases in terms of the programme portfolio as appropriate and update of ASPYRE PMO.

Working as a part of  our Primary Care, Communities and Social Value team you will actively support programme activities as part of the Integrated Community Care team. 

NHS Lincolnshire Integrated Care Board (ICB), is a new statutory organisation bringing the NHS together locally to improve population health and establish shared strategic priorities within the NHS.

The ICB is part of a wider Lincolnshire Integrated Care System which has four key objectives:

Detailed job description and main responsibilities

The post holder will work as a member of the NHS Lincolnshire Integrated Care Board’s Primary Care, Communities and Social Value Team. 

The post holder will:

Skills Required for the Post:

Analytical and judgment skills

  • Ability to analyse a wide variety of information and present accurate and coherent analyses to assess the facts and range of options to ensure the success of the projects.

Communication and relationship skills

  • Excellent interpersonal skills and presentational skills with an ability to give effective presentations.
  • Ability to communicate with key stakeholders in a variety of forms, to provide complex information and can persuade others of the benefits of the project and receive relevant timely information on progress of projects. Identifying the risks and reporting of within established team systems.

Planning and organisation skills

  • Ability to contribute to the production of robust service plans and business cases for service change, including adjustment of plans in line with the stakeholder needs and changing priorities of the projects.
  • Ability to lead complex projects across organisational boundaries.

Physical skills

  • Standard keyboard skills required
  • Standard driving skills required.

Patient Care

  • No direct patient care responsibilities.
  • Effective engagement with stakeholder groups and representatives will be required.

Policy/Service Development

  • Undertaken specific projects relating to the implementation of policy.
  • Contribute to policy development as may need to implement policy and propose changes to practices and procedures for own area of activity.

Financial & Physical Resources

  • Manage any budgets delegated by the Director of Primary care, Communities and Social Value.

Human Resources

  • Provides training on activities to other healthcare professional and team members.

Information Resources

  • Managing any project management software and systems i.e. utilising ASPYRE to meet the needs of the service

Research & Development

Participate in any appropriate R&D projects as agreed by the ICB.

Person specification

Qualifications (Academic, Professional & Vocational)

Essential criteria
  • Educated to degree level or equivalent through a range of experience/qualifications in a relevant subject to support Workforce Transformation knowledge and activities e.g. HR or Business Management.
Desirable criteria
  • • Project Management Qualification or equivalent through experience • Working in the NHS or other complex environment • An appreciation and understanding of issues facing the NHS at local and national level

Previous Experience (Nature & Level)

Essential criteria
  • • Experience of supporting implementation and aftercare of a project with multiple stakeholders • Advanced IT skills – Microsoft Office including Excel, Email, Microsoft Teams or equivalent • A high level of knowledge in systems and the ability to learn new systems e.g. ASPYRE PMO. • Ability to plan and manage own work, working independently, taking full responsibility for own activities and high-quality outputs. • Knowledge of developing & maintaining accurate record keeping and data base systems. • Experience of providing and analysing data.
