On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
•    to improve outcomes in population health and healthcare
•    tackle inequalities in outcomes, experience and access
•    enhance productivity and value for money 
•    help the NHS support broader social and economic development.

North Central London’s population is incredibly diverse, and continues to grow and change. This brings pressure and challenges for the local health and care services that NCL ICB commissions – or buys – on behalf of residents. NCL ICB works closely with Councils, providers, general practices, voluntary, community organisations, and unions, to achieve our shared aims.

Job overview

To provide robust business support to the Continuing Healthcare service to ensure

a) all performance and financial targets are achieved

b) Robust plans are in place to drive transformation and recovery

c) Identification and address activities which are impacting on the organisations ability to ensure VFM

d) Lead the Continue Improvement Programme (CIP) programme for CHC, including the use of technology to improve efficiency.

Main duties of the job

Provide business support to the CHC service, to include:

 

• Analysis of data, trends, performance

• Identification of areas which may be impacting on performance or financial control

 

 

 

• Development, monitoring and reporting on recovery / action plans

• Development of business cases

• Create and lead the CHC Annual plan

• Management of complaints process and timelines (excluding clinical response)

• Resolution of provider queries in partnership with commissioning and finance

• Administrative systems and practices to ensure timelines and performance targets are achieved

• Implementation of Digital Referral, Assessment & Review (DRAR) and associated efficiencies

• Drive the use of technology to improve clinical and administrative efficiencies and performance

• Contract management (non-patient)

• Maintain governance arrangements to support decision making and business management

• Lead the CHC CIP plan and delivery

• Ensure recruitment is managed and monitored, avoiding unnecessary costs

Essential criteria
  • Educated to masters or equivalent level of experience
  • Evidence of continuing professional development
  • Business management qualification

Experience

Essential criteria
  • Experience in operationally managing CHC services
  • Significant experience of working at this level
  • Will need Experience of developing and delivering a business strategy
  • Experience of identifying and delivering CIP / transformation programmes related to CHC
  • Experience of developing, managing and monitoring recovery / action plans
  • Experience of negotiating with providers
  • Managing budgets and staffing

Knowledge/ Skills/ Abilities

Essential criteria
  • Extensive knowledge of National framework for CHC
