On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
•    to improve outcomes in population health and healthcare
•    tackle inequalities in outcomes, experience and access
•    enhance productivity and value for money 
•    help the NHS support broader social and economic development.

Job overview

The Postholder will work to the Strategic Commissioning and Contracting Manager and will support the Operational Contract Management team. They will support the management of the portfolio of contracts and services in scope for the role and team, through supporting the creation, updating and timely issuing of all contract and other related documentation, support negotiations with organisations and individuals and assist with contracting for new services, service transfers and termination/changes of services. 

They will provide input and leadership to relevant procurements, strategic service developments and other high-level programmes of work as required. They will work collaboratively with other members of the directorate team and any managed staff to provide leadership, oversight and management of data related issues. They will be able to produce high quality reports and material for senior level meetings, including ICB committees and other subgroups. 

The postholder should be educated to degree level or equivalent level of experience of working at a senior level in an ICB or equivalent NHS organisation and they should evidence continuing professional development.

Main duties of the job

We are looking for an enthusiastic and bright individual who has the ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to projects, contracts, procurements or service developments. 

The post holder should also have the ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution.

They should be able to work without supervision, working to tight and often changing timescales. 

The post holder will be required to work in one of our central London offices at least once a week and will be able to work flexibly from home on other days of the week.

Detailed job description and main responsibilities

Support negotiations with organisations and individuals. Carry out contractual and performance management processes such as regular contract reviews, across the ICB portfolio.

Assist in reporting of activity, performance, quality and finances in collaboration with other teams and putting in place and enacting effective plans to tackle issues that arise.

Assist with contracting for new services, service transfers and termination/changes of services, often requiring the postholder to work in a matrix manner across teams, organisations and functions.

Support the implementation of efficiency or performance improvement programmes within the scope of the role or as required outside of it.

Provide input and leadership to relevant procurements, strategic service developments and other high-level programmes of work as required.

Support all related governance activities required to deliver the objectives of the organisation and the team.

Provide input to a wide range of strategic programmes including those related to consolidation, localisation, outcomes, efficiencies and other specific thematic reviews.

Produce high-quality reports and material for senior level meetings, including ICB committees and other subgroups.

Work collaboratively with other members of the directorate team and any managed staff to provide leadership, oversight and management of data related issues (including data quality).

Work across teams and functions in a matrix manner and work collaboratively with providers and other partners, departments and organisations as required. Provide cross-cover for other equivalent functions across the directorate/ICB as required.

  • Ability to provide high-quality written engagement material for use by external organisations including Local Authority or NHS Provider meetings.
  • Good interpersonal skills and ability to get things done through influence rather than authority.
  • Mental Effort, frequent interruption, intense concentration when reviewing/writing documents/data, presenting at board meetings, taking minutes.
