Policy, Benefits Realisation and Research Senior Manager (x2)

On 1 July 2022, NHS North Central London Integrated Care Board (NCL ICB) was established. The ICB is part of North Central London Integrated Care System (ICS). The ICS is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our five boroughs: Barnet, Camden, Enfield, Haringey and Islington.

ICBs are statutory NHS bodies responsible for planning and allocating resources to meet the four core purposes of ICSs:
•    to improve outcomes in population health and healthcare
•    tackle inequalities in outcomes, experience and access
•    enhance productivity and value for money 
•    help the NHS support broader social and economic development.

North Central London’s population is incredibly diverse, and continues to grow and change. This brings pressure and challenges for the local health and care services that NCL ICB commissions – or buys – on behalf of residents. NCL ICB works closely with Councils, providers, general practices, voluntary, community organisations, and unions, to achieve our shared aims.

An exciting opportunity has arisen to appoint two WTE Policy, Benefits Realisation and Research Senior Managers on a permanent basis within NCL ICB.

 

The Strategy, Research and Communities function will lead, coordinate and progress the Population Health and Integrated Care strategy and its associated Outcomes Framework, benefits realisation and Delivery Plan in collaboration with its ICS partners and strengthen NCL’s position in Research & Development to improve outcomes for our residents.

 

Part of the Strategy includes addressing NCL’s health inequalities agenda, which includes oversight of projects to support the national Core20Plus5 delivery, through NCL’s Inequalities Programme, Inclusion Health initiatives and work on the levers of the Strategy. The latter includes issues such as addressing the wider determinants of health and includes work with a range of public-, private- and voluntary-sector partners (and residents and patients in under-served communities and groups) on digital inclusion, environmental and healthcare sustainability, role of the NHS as anchor institutions and reducing youth violence.

The Policy Development, Benefits Realisation and Research Senior Manager will enable the ICB’s work in becoming a learning system, a key lever for change in our Population Health and Integrated Care Strategy. The role will work with teams across the ICB, providers, the VCSE and academic partners to mobilise a programme that describes and seeks funding for projects that build and test new models of care that will support our strategic focus on improving outcomes and reducing health inequalities through prevention, early intervention and proactive care and the health economics that underpin these new models.  

 

The post holder will assist the Head of Policy Development, Benefits Realisation and Research to drive the ICB’s work to develop the principles and processes that enable us to build a comprehensive and consistent approach to benefits realisation, and their measurement that supports evidence-based resource allocation according to need and not demand.  

 

The post holder will provide support to the development of a framework for evaluation of projects and programmes within the context of an integrated health and care system, reflecting our system commitment to outcomes, alignment of resources to need, addressing health inequalities and the wider determinants of health, personalisation and a holistic approach to physical and mental health and care needs.

The role will focus on working with system partners and our world-class academic community to develop the ICS research strategy and the action plan for its delivery. They will also assist the Head of Policy Development, Benefits Realisation and Research’s work driving our ambition to widen access to research participation by the diverse communities across NCL and to scale-up research collaborations and evidence generation. Although NHS experience is desirable, we would also welcome applications from people who have experience of working in academic settings.

  • Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution.
  • Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales.
  • Strong provider stakeholder engagement skills, including the provision of high -quality written engagement material for external organisations including Local Authority or NHS Provider meetings.
  • Ability to work seamlessly across and between directorates and other organisations to create high - performing multi-disciplinary teams
  • Excellent written communication skills and attention to detail, including demonstrable ability to lead on producing high quality board level papers.

Education / Qualifications

  • Educated to Masters Degree level or equivalent level of experience
  • Evidence of post qualifying and continuing professional development.
  • A good understanding of current healthcare policy across London and nationally, with a particular focus on integrated care, population health and future direction in underpinning financial architecture
