An exciting opportunity has arisen for a highly motivated individual to join our dynamic Medical Workforce team. We are looking for an experienced and forward-thinking professional to join us at this exciting time to advise on all aspects of the Medical & Dental Terms and Conditions of Service for all grades of doctors.

The post holder will work across the Trust, liaising with Clinical Business Units and medical staff at all levels to deliver a reliable, customer focused service. The ideal candidate will have keen attention to detail, customer service orientated and will be committed to providing a first-class service to managers and candidates. You will assist with delivery of medical workforce changes, provide a key source of expert knowledge and understanding of national medical workforce agendas, including Medical & Dental Terms & Conditions of Service.

Supporting the Head of Medical Workforce, the post holder will supervise a small team to co-ordinate and administer the rotation of all medical staff joining the Trust. To prepare and issue all employment documents for new starter trainee doctors including appointment letters, work schedules and contracts of employment. Carry out the end to end recruitment process for all grades of non-training grade doctors. Provide HR advice to all grades of doctors who join the Trust including Locally Employed Doctors. You will have a strong team ethic, sense of accountability, accompanied by an ability to work under pressure.

Main duties of the job

The Medical Workforce Team Leader will support the Medical Workforce team with the management of Medical and Dental recruitment for the Trust. The role will involve working closely with medical workforce officers to agree and deliver on SLAs with the service, and internal colleagues as appropriate to provide a consistent and responsive service. 
 
The Medical Workforce Team Leader will bring professional knowledge and expertise to the role. They will develop Standard Operating Procedures (SOPs) for the delivery of the relevant HR services and monitor delivery against these. They will be responsible for continuous service improvement, ensuring governance standards are met, including implementation of audit recommendations. 
 
The post holder is expected to understand medical staffing issues and the impact of this within the clinical divisions, working closely with the Medical Workforce team to develop clear processes for service delivery in line with the current and future KPI’s, streamlining processes and devising SOP’s, as well as delivering all aspects of recruitment services (including honorary contracts) in line with both internal and external KPIs.

  • To be the primary contact for all managers; allocating and overseeing recruitment administration at a task level. 
  • To manage the leave requests of the Medical Workforce Officers, ensuring that the department is appropriately covered at all times. 
  • To be the senior medical workforce team lead for appraisals and revalidation, ensuring all queries are escalated appropriately. 
  • To ensure that all Job Plans are undertaken yearly and recorded accurately.
  • To produce monthly medical vacancy reports for all CBU Head of Service and ensure the Medical Workforce Officers are meeting regularly with the department to review progress and resolve any issues. 
  • To ensure that all job advertisements are accurate, appropriately worded and in line with our recruitment and selection policy.

Essential criteria
  • Postgraduate level diploma or equivalent experience
  • Commitment to continuing professional development
Desirable criteria
  • Associate Membership of Chartered Institute of Personnel and Development (CIPD)

Experience

Essential criteria
  • Experience of working in recruitment/ administration
  • Experience of Medical HR and the terms and conditions for Doctors
  • Experience of providing expert advice to senior medical staff/Directors
  • In depth experience of designing and leading effective processes for a service
  • Experience of IT systems including Electronic Staff Record (ESR), Allocate, TRAC, DRS and Medics Online
  • Experience of resourcing
  • Experience of E-rostering
  • Rota design and hours monitoring for junior doctors, advise and support

  • Ability to communicate clearly and effectively on a range of highly complex resourcing issues.
