Specialist Nurse for Looked After Children
Band 7
The North Middlesex University Hospital NHS Trust is a medium-sized acute and community trust with over 525 beds and over 600 community staff, serving more than 600,000 people living across Enfield and Haringey and the surrounding areas, including Barnet and Waltham Forest.
The hospital has been on its present site for over 100 years and was established as an NHS trust by statute in December 1990. The Trust’s services are provided on the North Middlesex University Hospital site as well as a range of community sites across the London Borough of Enfield, including at partner hospitals. They provide services in collaboration with a range of partners, including local GPs, acute, mental health and other community health service providers across North Central London.
In the year ending 31 March 2022, the Trust reported a turnover of £419.7m and employed almost 4,000 staff. Following the transfer of Enfield Community Services on 1st April 2023, this has increased as we have welcomed over 600 new staff including District Nurses, Community Matrons, Community Physiotherapists, Psychologists and many more across a wide range of adult and children’s community services in Enfield. It is an exciting time to join North Mid as we continue our journey to become an integrated care organisation to deliver high quality, seamless care in our local communities, with a focus on tackling health inequalities.

An exciting opportunity exists for a Band 7 Registered Nurse with current NMC Registration as a Specialist Community Public Health Nurse (HV) or Paediatric Nurse to work in our busy Looked After Children’s Service in Enfield. You will be an enthusiastic, innovative and highly motivated individual, eager to contribute to the leadership, development and implementation of a highly specialised quality service.

You will be based in a community setting, co-located with a multi-disciplinary team and managed by the Named Nurse for Looked After Children. The post holder is required to travel outside of Enfield, on a regular basis to attend meetings and provide a service to Enfield’s Looked After Children. This will include travelling long distances but only journeys that are achievable within the working day.
Health care professionals have an important role to play in enabling looked after children to overcome disadvantages and to reach their full potential. Our team works creatively with children and young people, in partnership with their carers, local authorities, other disciplines and agencies to deliver quality services to provide optimal health outcomes in complex situations.

North Mid is part of North Central London integrated care system – consisting of the NHS and Local authority organisations in Camden, Islington, Barnet, Enfield and Haringey. As with other ICS’s, we are working increasingly closely with partners and indeed many of our financial and performance objectives are measured at this system level. Whilst all organisations remain as standalone, statutory bodies we have an ICS infrastructure for making shared decisions and agreeing shared approaches.

The post holder will provide a direct clinical service for Enfield’s Looked After Children, across the age range (0-18 years) and will be required to travel out of Borough.
- The service will ensure all children have access to a good quality health assessment with all initial assessments being carried out by a Paediatrician and follow-ups of children being co-ordinated by the Looked After Children Nursing team, including Enfield children placed out of borough.
- To lead in implementing Government guidance on promoting physical, mental and emotional health of looked after children and young people through targeted health interventions including health promotion initiatives.
- To ensure operational policies and local procedures reflect best practice.
- With the Named Nurse develop policies and protocols for specific issues relating to the health of children and young people in care.
- To work jointly with the Designated Nurse and Named Nurse to maintain a co-ordinated, multi-agency approach to the improvement of outcomes for Enfield’s Looked After Children - ensuring services are delivered in a sensitive and age appropriate way that recognises the importance of choice and diversity.
- To ensure interventions to meet the identified health needs are carried out in a timely manner, identifying and overcoming any barriers to these, including support to Social Workers and carers as required.
- To take clinical responsibility for developing, delivering and auditing high quality evidence-based health services to children and young people looked after by the London Borough of Enfield.
- To provide specialist advice, training, and support to Children’s Social Care, Health Professionals and others on the health needs of Looked After Children.
- To participate in all areas of clinical governance, quality improvements, evidence-based practice, data collection, outcome measurement and key performance reporting for this area.

- Registered Nurse, RSCN, R/N Child Branch or SCPHN (HV) with current NMC registration
- Educated to degree level or equivalent
- Evidence of professional development in child protection and children in care

- Demonstrate a good understanding of the common problems affecting the physical/mental health of children and adolescents especially about Looked After Children
- To be able to work with a culturally/racially diverse population and recognise issues of equal opportunity and access to services
- Ability to communicate sensitive and complex information to young people, foster carers and other professionals of all levels and across organisations
- Ability to build networks which will support good working relationships across agencies
- Ability to work independently and effectively within a small team
- Ability to draw upon appropriate resources to be an advocate for children and support staff
- Ability to engage with disaffected young people who may be unwilling to cooperate
- Understanding of health promotion issues
- Ability to audit, monitor and evaluate systems and produce reports on the service
Experience

- Minimum 4 years relevant post registration experience
- Experience of working with vulnerable, hard to reach young people
- Experience of working with children and young people with a complex and abusive family history
- Experience of working with young people regarding their sexual health
- Experience of working with other agencies, especially social services and commitment to inter-agency working
- Experience of working with children, adolescents and their families in a wide range of health settings
- Experience of planning and delivering training and health promotion
- Knowledge of national/local child protection policy and legislation
- Experience of using clinical audit to review service delivery and support service changes within a community setting
- Knowledge of the national childhood immunisation programme
