The post holder will be responsible for the operational delivery of performance and governance for a large portfolio of clinical services. The services may run across both hospital and community sites and cover services within and out of the hospital setting of care. Lead directorate teams to ensure the efficient and effective delivery of patient centred
services, strategic planning, service development and change programmes, driving innovation, modernisation and high levels of staff and patient satisfaction. Responsible for establishing and maintaining internal controls to assure delivery of financial management and the deployment of resources in line with the Trust’s financial plan and in accordance the Trust’s financial governance requirements. This will include delivering contracted activity levels and managing related pay and non-pay expenditure within agreed budgets, achieving required levels of cost improvement and underpinning service line profitability.

Key responsibilities
Ensure that the services meet relevant contractual and performance requirements, including on-going assessment of future demand and capacity requirements.
Accountable for the effective performance of service, demonstrating achievements against national and local requirements.
Responsible for multiple pay and non-pay budgets across the directorate
Ensure the optimum management of resources within the Trust’s corporate governance framework and ensure the directorate fully complies and demonstrates value for money in all transactions.
Have responsibility for the implementation of workforce management and planning across the directorate considering the needs of the local community.
Lead, manage, motivate, and develop staff to maintain the highest level of staff morale and to create a climate within the agreed portfolio of clinical services, characterised by high standards and openness.
Ensure that systems are in place within these services to enable compliance with the organisation’s complaints procedure.
Monitor and update the operational policies of these services and take account of risk management needs.

- Proven experience of effective performance and budgetary management and control, including achieving annual targets on a regular basis for a large group of clinical specialities

- Educated to degree level or equivalent
- Evidence of continuing professional development including management studies to masters level or above or equivalent experience
- Significant experience working on both strategic and operational matters
- Significant NHS/ public sector experience and knowledge, including up-to-date knowledge and understanding of NHS system reform policy and other key policy
- Ability to ensure patient safety by assessing and managing risks associated with service developments
- Well-developed IT skills to manage and report on complex performance management information
- Ability to perform well under pressure and manage unpredictable workload with conflicting priorities
- Significant experience in Theatre Utilisation, 6-4-2 and Scheduling.
