We handle over 1.9 million emergency calls from across the capital and attend more than 1.2 million incidents every single year as well as delivering a 24 hour NHS 111 Integrated Urgent Care Service in South East and North East London that we estimate will respond to around 1.4million urgent care calls by the end of the year.

We work closely with our NHS partners and are commissioned by 32 clinical commissioning groups spread across 5 sustainability and transformation partnerships (STPs) and NHS England for our specialist services. We work alongside London’s hospital, mental health and specialist trusts, as well as the five STPs across Greater London.

 

In addition we work in partnership with the other emergency services, London’s Air Ambulance and London’s Resilience Forums to make sure we are ready and prepared to respond to major incidents and ensure we keep Londoners safe. As the only pan-London NHS provider we have a unique opportunity to play a leading role in integrating access to emergency and urgent care right across London.

 

Job overview

An exciting opportunity has arisen for the right candidates to join the Resilience and Specialist Assets (R&SA) Directorate at the London Ambulance Service.   

The Directorate has a number of teams, which include the Specialist Operations Response Team (SORT), Emergency Preparedness Resilience and Response (EPRR), Tactical Response Unit (TRU), Hazardous Area Response Team (HART) and Business Continuity.

This post in based within the Special Operational Response Team and will support the  delivery of SORT training.

We are looking for motivated and enthusiastic individuals to join a dynamic team that is responsible for the development and delivery of specialist training to meet the national standards and service specifications for SORT. Working across the various R&SA sites you will provide educational support and guidance to staff and specialist commanders.  

The post holders will deliver these activities, as required to meet the demands of the R&SA programme. The post holders will be involved in promoting best practice across the service whilst maintaining compliance with local and national policies and standards.

You will also be required to attend meetings and workshops, both internal and external, to represent the Trust to support the development and delivery of SORT.  

Please note the assessment and interview dates will be 14th and 15th August 2024.

 

Main duties of the job

The post holder will be accountable for the delivery of education, providing expert knowledge, advice, skill and direction in the delivery of training interventions.

The post holders will deliver both clinical/technical related education, training and learning opportunities for SORT.

will undertake the role of subject matter educator on a full range of commander, resilience, major incident and special operations educational programmes for staff at all levels as required/directed.

Undertake the role of module lead, course tutor or personal tutor. Attend exercises, events, operational incidents and major incidents.

Undertake (if required) a specialist command function in relation to specific incidents such as a Marauding Terrorist Attack (MTA) or Chemical, Biological, Radiological or Nuclear (CBRN) Incident. Represent the Trust in delivering stakeholder, community and commercial engagement where necessary.

Detailed job description and main responsibilities

The Resilience and Specialist Assets (R&SA) Department has a number of teams, they include SORT (CBRN/MTA), EPRR, HART, TRU and Business Continuity. These posts will primarily be responsible for the delivery of SORT training and will be managed by the line manager responsible for SORT. 


The R&SA Tutor will be responsible for the development and delivery of the R&SA programme in line with National standards and service specifications to ensure LAS compliance. 


The post holder will be accountable for the delivery of education, providing expert knowledge, advice, skill and direction in the delivery of training interventions. The post holder will deliver both clinical/technical related education, training and learning opportunities.

The post holder will supply specialist educational support and guidance to staff and commanders in order to improve the dissemination of learning and facilitate the continuing professional development of staff.
Undertake the role of subject matter educator on a full range of commander, resilience, major incident and specialist operations' educational programmes for staff at all levels as required/directed.
The post holder will be responsible for ensuring the ongoing review, development and maintenance of quality and standards for clinical educational services and systems in relation to R&SA.

The post holder will work in collaboration with clinical governance and managerial colleagues to provide assessment and mentoring opportunities that will contribute to the improvement in the quality of patient care and clinical outcomes.

The post holder will, as required, attend training away from the base. 
Undertake the role of module lead, course tutor or personal tutor.

Monitor student performance in all aspects of command, resilience and major incident education including portfolio completion. Ensuring they comply with local, regional and national requirements. 

Identify education and development needs of Trust staff and compile action plans as necessary. Undertake special projects as determined by the line manager. 

Compile reports as required on education, development and training activity, training needs, opportunities and risks associated with command and resilience education. 

With the support of other managers, plan, develop, and deliver the recruitment and selection of new staff. 

Attend exercises, events, operational incidents and major incidents. 
Undertake (if required) a specialist command function in relation to specific incidents such as a Marauding Terrorist Attack (MTA) or Chemical, Biological, Radiological or Nuclear (CBRN) incident. 

Represent the Trust in delivering stakeholder, community and commercial engagement where necessary. 

Attend security sensitive meetings requiring “Security Clearance” (SC Level).

You will be required to work across all days of the week, including weekends to deliver R&SA training. Weekend working will attract unsociable hours payment.

Development and delivery of effective education and training plan and packages for R&SA.

To be responsible for the ongoing development of R&SA training for all staff within the Trust.

Supporting the writing of learning outcomes for training to ensure compliance with quality standards, both local and national.

Developing the indicative content, teaching and learning strategies and the assessment strategy to ensure staff are able to achieve and demonstrate competence.

Undertaking the teaching of the content, responding to questions and ensuring the complexities of the processes are clear and understood.

Assessing learner understanding and ensuring the development of the required competence. 

Evaluating the training to assess the degree of learner satisfaction and impact, reviewing evaluations and making any required adjustments whilst ensuring neither learning outcomes nor content are compromised.

Maintaining own competence in the subject area by regular engagement with professional guidance.

Preparing lesson plans and resources for the delivery of specific training packages.

Responsible for the delivery of agreed core training on a range of subjects as directed by the line manager to groups of 20+, and to maintain training records in appropriate data systems such as ESR, GRS and Microsoft Excel.

This includes setting up and dismantling of training materials several times a week, e.g. carrying equipment and decontamination tent and manikins.

Undertaking annual reviews of learning outcomes and indicative content or in response to significant changes in national and/or local guidelines.

Support the planning, design and then deliver learning and development courses to support the training plan and departmental objectives. 

Research, develop and implement blended learning opportunities such as e-learning, workplace learning, distance learning, coach/mentoring as well as traditional learning methods to support statutory, and mandatory training and to support the knowledge and skills required by the workforce to enable them to meet the requirements of their jobs and 
career progression.

Manage training resources and materials to ensure value for money and a good return on investment.

Select, train, educate and develop R&SA staff.

Undertake the full range of clinical duties on an ambulance at least once a month. 

The assessment centre and interview will take place week commencing 22nd July 2024. 

Person specification

Qualifications

Essential criteria
  • Educated to degree level or equivalent professional qualification
  • Level 3 Award in Adult Education or specialist knowledge within the field of R&SA with a commitment to successfully complete the Level 5 award within 12 months of commencing the role
  • Level 3 Award in Adult Education or specialist knowledge within the field of R&SA with a commitment to successfully complete the Level 5 award within 12 months of commencing the role
  • Two years current experience of working as EAC/EMT or Paramedic qualification with relevant HCPC registration
  • Full, current UK valid driving licence with C1 with no more than 3 penalty points
Desirable criteria
  • Qualified Ambulance Tutor or equivalent (Cert.Ed, PGCEd etc)
  • Health EPRR Diploma (or be in the process of completing or able to study towards)
  • Certificate in Practice Education

Experience

Essential criteria
  • Currently practising within a clinical role with two years’ experience and professional registration where appropriate
  • Experience in teaching / education
  • Developing staff within a team context
Desirable criteria
  • Experience of Incident Management
  • Currently SORT qualified

Knowledge

Essential criteria
  • Knowledge of legislation appertaining to R&SA
  • Understanding of LAS operational policies and procedures including the Incident Response Procedure

Personal Abilities

Essential criteria
  • Working to deadlines without compromising performance
  • Extensive experience in the design, adaptation and delivery of training packages commensurate with regulations, legislation, policy and procedure
