Job overview

We have a vacancy in an exciting and developing team to lead on identifying and delivering robust and innovative transformation and/or commissioning plans for Children and Young People in Sutton, understanding the wider strategic vision and plans for Sutton Place. 

The overarching focus is to improve outcomes, access and lived experiences across health and care for children and young people and their families/carers in Sutton.

Main duties of the job

The post holder will:

  • deliver transformation programmes and improve strategic commissioning and procurement and contract management practice to deliver good service outcomes for children and young people and sustainable efficiencies.
  • identify, harness and develop every opportunity for the development of integrated care across health and care services.
  • support the development of a Children’s Integrated Commissioning Service Team, Sutton Place and contribute to the Place team’s integrated objectives and deliverables

The post holder will be a member of the Sutton Place Team and contribute to the Place team’s objectives and deliverables.

We are looking for those with significant experience of transformation and/or commissioning services for Children and Young People, including understanding  of the SEND agenda, experience of relationship and stakeholder management alongside excellent project management skills.

 

Integration, engagement and collaboration are at the core of what our team provides, as such we are looking for an excellent team player who is willing to work within the local health, social care and education landscape. As such there will be a requirement to be based on site (Sutton Civic Centre) or in Sutton partners offices at least 2 days a week alongside hybrid and remote working.

NHS South West London Integrated Care Board works with partners from across the South West London Integrated Care System (ICS) to develop plans to meet the health needs of the population and secure the provision of health services, and is directly accountable for NHS spend and performance in South West London.  

Integrated Care Systems (ICSs) are partnerships of health and care organisations that come together to plan and deliver joined up services and to improve the health of people who live and work in their area. Each ICS consists of two statutory elements.

  • Develop high quality integrated children’s and young people’s services, ensuring parity of access to services are available for the whole population, whilst adapting for local need, using health insights from population health tool
  • Provide strategic contract management support and ensure that contracts are compliant and performing in line with performance indicators specified and remain strategically relevant in line with national, South West London and local strategic priorities.
  • Work closely with Sutton partners to implement national, South West London and Sutton strategies and priorities. This will require working with colleagues across the system to translate national and ICS programmes into local schemes, developing business cases and project plans, allocating tasks as appropriate, identifying risks, issues, and dependencies, considering best practice and options and monitoring the progress of programmes
  •  Lead on the management and delivery of key transformation and commissioning projects within the Children and Young People’s portfolio, ensuring that results are delivered within deadlines and to a high standard.
  •  Adopt a strong performance management culture that supports continuous improvement, professional curiosity to demonstrate best value and best practice. 
  • Provide strong project management, producing clear plans, setting direction and ensuring successful delivery on time, to high quality standards and in a cost-effective manner.
  •  Plan, develop and evaluate methods and processes for gathering, analysing, interpreting, and presenting accurate and timely data and information.
  • Ensure flexibility of the programme to meet conflicting/changing requirements if required.
  • Demonstrate effective stakeholder management across the system and at all levels, with in-depth knowledge to be able to respond to and resolve conflict between different providers when this arises, through facilitation or other appropriate mechanisms.
  • Consider the impact of any change on existing contract arrangements and oversee any necessary changes, ensuring full ownership and buy-in of providers at senior and executive levels.
  • Work closely with a wide range of stakeholders including, including Sutton Council, Epsom and St Helier University Hospitals Trust, Community Care, Primary Care, Education and Sutton based voluntary, charitable, social enterprise and faith group organisations
  • The role is designed to build a combination of subject matter expertise and technical skills to develop strong service delivery.

Education / Qualifications

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Evidence of continued professional development

Knowledge and Experience

Essential criteria
  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
  • Significant experience of transformation and/ or commissioning services for Children and young people
  • Knowledge of working within Children’s services or related experience
  • Significant experience of successfully operating in a politically sensitive environment
  • Problem solving skills and ability to respond to sudden unexpected demands
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
  • Demonstrated experience in a Healthcare environment
  • Experience of setting up and implementing internal processes and procedures.
  • Experience of managing and motivating a team and reviewing performance of the individuals.

Skills and Abilities

Essential criteria
  • Ability to analyse complex issues where material is conflicting and drawn from multiple sources;
  • Numerate and able to understand complex financial issues combined with deep analytical skills;
  • Intermediate (or advanced) Keyboard skill – ability to use Microsoft Office package at intermediate (or advanced) level.
  • Ability to prepare and produce concise communications for dissemination to a broad range of stakeholders as required;
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly;
  • Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
