Job overview

Job Purpose:

 To provide specialist advice to the Trust, it's Officers and Managers on all aspects of fire prevention and protection to ensure that the Trust is able to meet its statutory obligations under the Regulatory Reform Order (Fire Safety) 2005, Fire Safety Act 2021, Health & Safety at Work etc. Act 1974 and associated regulations in compliance with the Firecode suite of documents and other relevant fire safety legislation. 

 To ensure all fire risk assessments and audits are completed and maintained in accordance with Trust policy. To assist the Head of Risk and Assurance in the review of Trust policies and standards related to fire prevention and to assist Managers, Officers, and Responsible Persons in the development of local procedures relating to these policies and standards so that clients, the general public, staff and contractors are protected. 

To assist with the design a comprehensive training strategy for all staff across the Trust and provide training to specialist groups as identified and required. 

Main duties of the job

1) - To provide expert advice on the application and interpretation of fire safety legislation and fire safety guidance, providing technical expertise to the Regional Health, Safety and Fire Manager, and assisting with the development of Trust fire safety strategy.

2) - To implement a fire training policy and strategy which allows for the majority of training to be completed by external / third party contractor(s) 

3) - To monitor the completion and performance at fire drills and evacuation exercises, (to include planned observations at selected locations).

 

4) - To liaise with the Regional Health, Safety and Fire Manager and provide any assistance, advice or training necessary to enable the Responsible Person(s) to discharge their responsibilities in all owned and managed Trust properties. 

 

5) - To complete Fire Risk Assessments and annual Fire Safety Audits required under the Regulatory Reform (Fire Safety) Order 2005, and HTM Firecode suite of documents and Trust Policy on all owned and managed Trust properties. -

6) - The post holder will be required to liaise with all groups of staff, at all levels, throughout the Trust. 

 

7) - In the absence of such statutory/national standards for a particular situation, to lead the development of local standards, in professional dialogue with all other bodies having mandatory or advisory fire precautions responsibilities

 

Working for our organisation

South London and Maudsley NHS Foundation Trust (SLaM) provide the widest range of NHS mental health services in the UK as well as substance misuse services for people who are addicted to drugs and alcohol. We work closely with the Institute of Psychiatry, Psychology and Neuroscience (IoPPN), King's College London and are part of King's Health Partners Academic Health Sciences Centre. There are very few organisations in the world that have such wide-ranging capabilities working with mental illness. Our scope is unique because it is built on three major foundations: care and treatment, science and research, and training.

SLaM employ around 5000 staff and serve a local population of 1.1 million people. We have more than 230 services including inpatient wards, outpatient and community services. Currently, provide inpatient care for approximately 5,300 people each year and treat more than 45,000 patients in the community in Croydon, Lambeth, Lewisham and Southwark; as well as substance misuse services for residents of Bexley, Bromley and Greenwich.

Detailed job description and main responsibilities

1) - To provide expert advice on the application and interpretation of fire safety legislation and fire safety guidance, providing technical expertise to the Regional Health, Safety and Fire Manager, and assisting with the development of Trust fire safety strategy. - To ensure that Trust Fire Policy fully reflects mandatory / statutory compliance at all times. - To be responsible for and supervise the fire training policy to ensure that managers, staff, and contract personnel are conversant with the principles of fire prevention and are thoroughly familiar with the procedures to be carried out in the event of fire both within their department and the buildings that they occupy.

 

2) - To implement a fire training policy and strategy which allows for the majority of training to be completed by external / third party contractor(s) or e-learning and for the post holder to train specialist groups in the principles of fire prevention, protection and what to do in the event of a fire. - To organise and participate in as necessary a programme of specialist training sessions for identified staff and ensure records of attendance are kept centrally. Groups to include such as, but not exclusively, Emergency Teams, Lone Workers, those with additional responsibilities during evacuations (e.g. PEEP 'buddies'), etc. - To monitor and review existing E-Learning Training and contribute as the subject matter expert to the development of new fire e-learning initiatives.

 

3) - To monitor the completion and performance at fire drills and evacuation exercises, (to include planned observations at selected locations) to determine the effectiveness of procedures and training, and improve where necessary in consultation with the Responsible Person(s). - To ensure records of fire drills are appropriately completed including staff and contract personnel attendance at fire drills and provide statistical information into local and Trust reporting systems and forms part of the routine reports to the Fire Safety Management Group. - To provide fire prevention advice and specialist training, as required, to contractors, stakeholder organisations and volunteers providing services to the Trust.

 

4) - To liaise with the Regional Health, Safety and Fire Manager and provide any assistance, advice or training necessary to enable the Responsible Person(s) to discharge their responsibilities in all owned and managed Trust properties. - To manage the Fire Risk Management System, to monitor compliance with the policies and standards and to initiate where necessary actions and reports to maintain such compliance. - To provide operational advice for the development of policies for new services and changes in the use of existing facilities.

 

5) - To complete Fire Risk Assessments and annual Fire Safety Audits required under the Regulatory Reform (Fire Safety) Order 2005, and HTM Firecode suite of documents and Trust Policy on all owned and managed Trust properties. - To maintain and publish a programme of fire risk assessments and fire safety audits for all owned and maintained Trust properties and to maintain and publish a programme of risk assessments and audit reviews for all other premises where a duty of care by the Trust exists. - To ensure that adequate fire safety precautions are in place for all areas where Trust staff are based (in non-owned and non-maintained buildings) and where clients are placed by the Trust and a duty of care exists. – To monitor Estates and local management completion of actions arising from fire risk assessments and audits and provide compliance and assurance reports to the Fire Safety Management Group.

 

6) - The post holder will be required to liaise with all groups of staff, at all levels, throughout the Trust. The post holder may, therefore, be required to attend formal management groups, project teams or technical committees both within and external to the Trust. - To attend, and report as required at, the Trust Health and Safety and Fire Safety Committee and Fire Safety Management Group meetings. - To help develop appropriate Fire Safety Policies and Procedures to provide a framework in which Directors, Managers, Contractors, and Responsible Persons can maintain the agreed standards. To be conversant with all statutory fire prevention requirements and national standards of good practice, to advise on how these should be met to provide safe premises and working procedures. To assist Capital and Estates as fire subject matter expert to ensure effective fire strategy and precautions are taken into account in all new builds, re-developments and large scale refurbishments.

 

7) - In the absence of such statutory/national standards for a particular situation, to lead the development of local standards, in professional dialogue with all other bodies having mandatory or advisory fire precautions responsibilities - To regularly and routinely monitor fire prevention standards in the Trust by inspections of premises and reviews of working practices. - To report shortfalls to the Regional Health, Safety and Fire Manager, Directors, Managers and responsible Persons and to advise on the remedial action required to achieve an acceptable standard. Make recommendations on the priorities of improvement schemes for funding.

 

8) - To investigate incidents and alarms of fire, including false alarms and to identify the cause and relative contribution of the physical environment across the Trust and to advise the Trust of any actions necessary to minimise future risk and unwanted fire signals. - To co-operate with the London Fire Brigade Officers in the routine inspection of buildings and the post-incident investigation of outbreaks of fire and untoward incidents. - To present to the Regional Health, Safety and Fire reports on incidents highlighting matters of concern and indicate action(s) taken / to be taken. Also, to investigate whether correct fire procedures were followed in the management of the incident and review the effectiveness of such procedures, developing changes that may be required in the light of experience, in consultation as necessary with Directors, Managers, Responsible Persons and the London Fire and Emergency Planning Authority.

 

9) - To produce statistics on fire incidents and unwanted fire signals via Datix, together with any other required data, as requested, and not available from Datix / Trust systems. - To assist Capital and Estates as fire subject matter expert in the technical planning of new buildings, alterations and refurbishments, etc, to ensure fire strategy and precautions are taken into account to achieve agreed standards, and to provide the technical requirements of specific fire improvement works. – Responsible for assisting Capital and Estates in the monitoring and maintenance of the Trust Fire Services. - Responsible for assisting Capital and Estates to ensure the building fabrics and fire integrities are maintained and that the maintenance of fire compartmentation is carried out. Provide specialist advise on maintenance contracts.

 

 

10) - To produce an annual report for the Trust via the Health and Safety and Fire Safety Committee on all aspects of fire prevention performance.
