Job overview

To manage the Digital Applications Team to ensure that all of the current supported applications are well maintained, developed and used to the best capability to ensure that the Trust has all required functionality and value for money.

The post-holder is directly accountable and responsible to the Chief Information Officer (CIO) and will be expected to show considerable initiative assisting the CIO to deliver excellent service to Trust users and the running of the Digital Services department.

The work will involve deputising for the CIO and other Senior Managers in Digital Services at key meetings and ensuring that key Digital Services projects are delivered to time and quality.

The Trust is also embarking on the procurement of an Electronic Patient Record (EPR) system in line with the national levelling up agenda and local ICS plans.

In line with new provider digitisation guidance from NHSE&I issued in February 2022, RNOH’s plans to implement a new EPR to align with our ICS (North London Partners) plans to work towards local managed convergence of EPRs over time. In line with the above ambition, experienced gained in supporting or implementing a mainstream modern EPR, as used within other North Central London Trusts, would be particularly beneficial.

It is envisaged that the post holder will utilise their experience to help the applications team transition from multiple legacy clinical systems towards a single EPR.

Detailed job description and main responsibilities

  • To manage the team of Digital Applications Specialists and Analysts supporting over 1400 users of business critical systems across the Trust.  Ensuring that all applications within the Trust are well managed and supported at all times.
  • To ensure that the Digital Applications Team are suitably trained in our legacy applications, but also have a plan to skill them up for EPR readiness tasks: Data Migration, Testing, Technical Readiness, Operational Readiness, and Ownership Readiness.
  • To ensure that the Digital Applications Team are suitably prepared for the migration from multiple legacy systems towards a single modern EPR.
  • Participate in the Digital Services Business Planning process and be responsible for the specification and development of costed proposals and business cases for Digital Services.
  • Working with external providers, Trust’s Service Managers and/or other NHS organisations, ensure that any changes, upgrades, new installations or system changes are managed in a controlled manner to minimise the impact to the business of the Trust.
  • To be a senior member of the Digital Services Team and, alongside two other senior managers, to deputise for the CIO when required.
  • To form the day to day operational Digital Services management team ensuring that all teams work effectively as one team.
  • To provide input to project planning of key systems and applications upgrades.
  • To provide input to business planning and Digital Services strategy.
  • To manage the operation, maintenance and development of the applications at both the technical level as well as the front end user interface.
  • To provide full application support in conjunction with the Digital infrastructure team.
  • To Maintain and manage high performing Application support functions in line with ISO 20000:1 using ITIL processes and the SDI service delivery framework.
  • To be an advocate for all applications and promote the correct usage of applications to staff of all levels within the Trust.
  • To develop, maintain and implement policies and procedures for the use of the application within the RNOH.
  • To liaise with key suppliers to manage and implement future upgrades to applications including thorough testing to maintain system integrity.
  • To ensure the Applications Team develop, maintain and implement the applications operations manuals, training materials and business continuity plans.
  • To act as a point of escalation for Application Team members to ensure maximum functionality, utilisation and availability.
  • Routinely assess the current use of the applications, to see if improvements can/need to be made in response to any changes to the external environment.
  • Proactively manage the investigation and resolution of complex problems affecting the applications in liaison with the relevant team members and departmental managers.
  • To proactively manage the portfolio of projects related to the use and development of the applications and associated information systems.
  • To keep relevant managers informed of significant problems affecting the functionality or availability of the application.
  • To liaise with the system suppliers to ensure an appropriate level of support is maintained by them and that they implement agreed changes/developments.
  • To be responsible for maintenance of appropriate access rights for system users.
  • To undertake risk assessments on the applications to ensure the Trust is aware of all risks and recommendations to reduce the risks are made.
  • To advise relevant managers on and implement policies required to maintain data quality.
  • To adhere to the Data Protection Act and all NHS and Trust policies regarding security and confidentiality of information.
  • To undertake other duties as agreed commensurate with the grade of the post or as part of agreed development plan.
  • To work within an ISO 20000:1 certified management system and ensure all appropriate actions are undertaken including change and release management, problem management and incident management.
  • To lead the development of new internal processes and procedures to improve the Digital Services management plans.

Communication

  • To liaise and communicate effectively with all staff and with all Divisions within the Trust and partners.

 

  • To effectively communicate and negotiate priorities on Digital Services and clinical developments with non Digital Services managers.

 

  • Representing Digital Services and the Trust at internal and external meetings, events and conferences relating to Digital Services and liaison with other local or national NHS bodies

 

 

Education and Training

 

  • Maintain up to date knowledge of developments in Information Management and Technology within the NHS and its applications.

 

  • Responsible for ensuring that staff participate in the Trust’s Annual Personal Development Planning process, to identify training and development needs within the team.

 

  • Be responsible for setting clear aims and objectives for staff within the team aligned to Trust objectives and policy.

 

  • To be responsible for own personal education and continued professional development, maintaining a continuing professional development portfolio.

All Digital Services staff may be required to work on Digital Services projects.  A dynamic project team will be appointed for each project with the required team members, ensuring that the necessary skills for successful completion of the project are adequately resourced.
