To provide effective leadership on behalf of the Procurement Department and the Trust in all aspects of all procurement activities, supporting the delivery of relevant Cost Improvement Plans (CIPS) and overseeing the formation, implementation and delivery of all relevant FTS (Find a tender service) tenders/further competition, whilst working to Trust SFI’s.

  • To ensure that the RNOH becomes a commercially focussed, dynamic organisation which delivers innovative solutions to achieve significant and sustainable cost improvements 
  • Strategically lead and effectively manage the procurement work plan for all products and services across the Trust. Ensuring compliance with the Trust’s standing financial instructions.

     

  • Ensuring compliance to Procurement Act 2023 and have sound knowledge of the procurement process.

     

  • To provide strategic and policy guidance procurement matters to the Head of Procurement and the Trust Board as appropriate. 

     

  • Management of Senior Buyers and Buyers, systems, processes and controls to ensure accountability, probity and compliance with external legislation and internal governance 

     

  • Develop and implement systems and procedures that deliver best value from supplier expenditure 

     

  • Manage the effective purchasing of goods and services ensuring delivery of best value for money. 

     

  • Be responsible for the provision of a robust procurement process, with specific emphasis on security of supply, best value for money and compliance with all regulatory legislation. 

     

  • Working to develop and update procurement procedures and guidance; Commercial Continuous Improvement Assessment Framework.

     

  • Developing and training procurement staff and ensuring compliance to mandatory training and annual appraisals.

The Royal National Orthopaedic Hospital (RNOH/the Trust) is the UK’s leading specialist orthopaedic hospital. We provide a comprehensive and unique range of neuromusculoskeletal healthcare, ranging from acute spinal injuries to orthopaedic medicine and specialist rehabilitation for chronic back sufferers.

RNOH also plays a major role in teaching. Over 20% of all UK orthopaedic surgeons receive training at the RNOH. Our patients benefit from a team of highly specialised consultants, many of whom are nationally and internationally recognised for their expertise. This broad range of neuro-musculoskeletal services is unique within the NHS.

 An exciting opportunity has now arisen for a Procurement Manager.

We are looking for a self-motivated and qualified procurement professional with a good understanding of NHS procurement best-practices to effectively procure goods and services as required on behalf of the RNOH in order to help the Trust achieve significant savings .

 You will be MCIPs qualified and have experience in managing a team of procurement staff.

Good communication skills and the ability to build strong working relationships are essential - as you will need to engage with staff at all levels across the Trust in order to promote understanding, influence buying behaviours and provide an effective procurement service.

You will report directly to the Head of Procurement and have line management within the Procurement Department.

MANAGEMENT AND STAFFING

 

  • Management of Buyers and Senior Buyers and ensuring meet the trust requirements for all mandatory training.
  • Provide training on all procurement matters and ensuring compliance to Procurement Act 2023
  • Appraisals to be undertaken in line with trust protocols and endorsement of all trust policies and procedures.
  • Data analysis and working towards product standardisation and rationalisation programmes.
  • Supporting the team to manage and participate in cost improvement programmes.

Person specification

Education and Qualification

Essential criteria
  • Degree level qualification or equivalent experience
  • Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent
  • Evidence of CPD
Desirable criteria
  • Transforming Public Procurement Certificate (TPP) Procurement Act 2023
  • Project/Programme Manager qualification such as PRINCE2
