Job overview

The North East London Integrated Care Board (NEL ICB) is recruiting to a permanent post of Primary Care Commissioning Manager within the Primary Care Commissioning Team.
 
The Primary Care Commissioning Manager will provide expert leadership and line management to the operations team and work in collaboration with primary care teams at Place, and other internal and external stakeholders within North East London Integrated Care Systems (ICS) to effectively manage general medical service contracts and support the development and delivery of primary care services within the NEL.

The post holder will play an integral role in working in partnership with ICB colleagues to reduce variation in general practice and ensure contractors’ compliance with regulatory and statutory requirements to mitigate patient safety risks and deliver value for money.  The post holder will provide subject matter expertise to effectively commission primary care and support services, manage contractual changes, support quality improvement across the primary care provider landscape and the delivery of system wide transformation change.

Main duties of the job

The Primary Care Commissioning Manager will operate effectively in a flexible and demanding environment to provide specialist, expert leadership in interpreting and managing GP contractual changes and supporting quality improvement across primary care and supporting primary care transformation change.

  • The post holder will be responsible for leading on a defined range of responsibilities. They will be expected to define processes, facilitate discussions and advise colleagues as to how best practice might be adopted, document those processes as they are agreed and oversee their delivery, ensuring effective communication and engagement throughout.

  • Manage and deliver appropriate projects and tasks for the procurement, commissioning, monitoring and decommissioning of primary medical service contracts (APMS/PMS/GMS), presentation of appropriate papers taken through the Primary Care Contracts Sub Committee for decision.

  • Undertake appropriate stakeholder and public consultation/engagement on the commissioning, and decommissioning of primary medical services (APMS/GMS/PMS) attending the provider site as necessary. 
    Undertake appropriate consultation/engagement with the Professional body (LMC).

  • Provide specialist, expert advice on primary care guidance, regulations and policy in relation to GMS, PMS and APMS contracts, in the context of delegated responsibility from NHS England.

Experience

Essential criteria
  • Significant experience of working in Primary Care contracting/commissioning
  • Experience of working in NHS environments that provide adaptable skills
  • Good working knowledge of administrative systems, process and procedures and information analysis
  • Demonstrates experience in project management skills
  • Experience of setting up and implementing internal processes and procedures at an appropriate level.
  • Excellent working knowledge of IT systems such as MS Office (Word, Access, Excel, PowerPoint and Outlook)
Desirable criteria
  • Demonstrates experience in advanced project/programme management skills

Skills and Abilities

Essential criteria
  • Ability to gather and analyse complex data and produce associated reports for presenting purposes
  • Skills for communication on complex information and administrative matters, requiring developed interpersonal and oral/ written communication skills
  • Ability to work effectively within a team and in partnership with other Stakeholders across organisational boundaries
