The Living Well System Lead will oversee the strategic development, implementation,
and management of initiatives to promote holistic wellbeing across the population.
Collaborating with health, social care, and VCSE partners, the postholder will ensure
the delivery of integrated, person-centred services that improve population health
outcomes and align with the NHS's core objectives.
This role requires exceptional leadership, expertise in system-wide integration, and the
ability to navigate complex stakeholder relationships to drive transformational change
in primary and secondary care mental health services

Education / Qualifications
Essential criteria
- Relevant professional qualification e.g. RGN / RMN / DipSW or equivalent senior leadership within the Health and social care system
- Evidence of further formal management study and/or management qualification
- Evidence of ongoing CPD
- Extensive knowledge of the Health and Social Care system including Mental Health services and primary care
Desirable criteria
- Formal management/ leadership qualification
Experience
Essential criteria
- Significant track record of employment at a Band 8a operational level delivering services
- Considerable experience in operational leaderships roles
- Extensive transformation and service redesign/ large scale change experience and related policy development
- Demonstrate success in delivering change and performance with and through your management and clinical teams
- Ability to analyse complex problems and to develop practical and workable solutions to address them
- Relevant experience of implementing strategic and operational planning with oversight of business operating model effectiveness/ be able to prioritise work programmes in the face of competing demands.
- Ability to collaborate constructively with internal and external partners to create the conditions for successful partnership working.
- Evidence of delivering successful strategic and operational performance management and clearly demonstrating improvement in the quality-ofservice delivery at a strategic level; including business case preparation, service initiation, contract negotiation, and the development and monitoring of outcome and output measures
- Experienced in developing both internal and external strategic partner relationships and alliances in progressing organization. operational issue resolution.
- Experience managing financial resources at a senior level, be able to work across organisations to challenge cost efficiency targets
- Experienced appraiser and supervisor of staff and proven experience in leading large clinical teams and a wide range of staff of different professions

Desirable criteria
- Primary Care mental health work experience
- Experience in the use of outcome measures such as CORE, PHQ9 and GAD7

Knowledge
Essential criteria
- Up to date knowledge of current national health agenda including the Community Mental Health Framework.
- A good understanding of wider NHS and social care strategies including substance misuse and homeless prevention and be able to work in partnership with public health to drive forward change
- A detailed understanding of the national agenda for Adult services– both legislative and direction of travel
- A good understanding of criminal justice system and the progression of Right Care Right Person implementation.
- Knowledge of business case development
- Sound knowledge of clinical governance and effective systems
- An understanding of the role and its contribution to the overall Trust agenda
- Knowledge and/ or experience of policy development at a national level
- Knowledge of management tools and organisational processes relevant to managing NHS resources
- Knowledge of clinical governance and quality improvement
- Good working knowledge of wider health and social care systems and structures
- Knowledge of national substance misuse strategy (i.e. Models of Care, DANOS)
- Understanding of current mental health legislation, Safeguarding and Child Protection
