1. Managing Activities

 

1. Directly line manages Portering Services and ensures that they are delivered in an efficient and effective manner. Ensures staff’s performance is acceptable and that safe and correct working practices are maintained at all times.

 

2. Draw up written work policies and procedures for each site. Carry out a yearly review of work policies and procedures

 

3. Ensures that national, regional and local policy directive and any statutory obligations in relation to waste and Portering services are implemented and strictly adhered to where appropriate, particularly in relation to Control of Infection, Health and Safety, COSHH, and Disposal of Clinical Waste. Identifying areas of non-compliance within the service area and recommend appropriate actions to ensure compliance.

 

4. Assists for developing policies relating to Portering services and contributing to group wide policies.

 

5. Responsible for undertaking regular audits and providing accurate information to identify opportunities for service improvement

 

6. Liaises with user departments and key stakeholders to ensure service requirements are being met and that staffing rosters and deployment are consistent

with the levels of service provided.

 

7. Have robust systems in place to constantly monitor, maintain and improve quality to ensure that the quality of service to users is maintained at all times. Ensure any complaints or reduction in service levels are addressed and rectified or amended where necessary.

 

8. Actively participates in the competitive tendering of services where applicable, ensuring that sufficient and accurate information is available and assists in the preparation of detailed service specifications.

 

9. Ensures that Portering and waste services are provided in accordance with the service specification and constraints, taking immediate remedial action when any deficiencies in the service are identified.

 

10. Provide fleet management of Portering and waste vehicles, maintenance, MOT, fuel and driver checks and training

 

11. Devises new work schedules and working practices for any new service or department requiring Portering input. Works closely with finance to calculate the cost of providing any new service.

 

12. Provide regular overviews of Portering and waste services for the facilities manager using data from the Pennine Portering Response System

 

13. Liaise and play a pro-active role within other departmental project meetings as required, working with key stakeholders including Health and safety, Infection Control and Fire Officers.

 

2. Managing Resources 

2.1 Assists in the Management of the budgetary resources and controls the department’s expenditure within the agreed financial allocation.

 

2.2 Analyse budget statements for the services and provide detailed monthly information to the Facilities Manager. Investigate options for efficiency savings. Authorise payment of invoices. Is actively involved in the budget setting process, by attending meetings as necessary and providing appropriate and relevant information

 

2.3 Maintains optimum stock levels of medical gas cylinders, bed pans and other disposable items.

 

2.4 Lead in developing waste recycling initiative within the care organisation and work with all departments to improve segregation

 

3. Managing People 

 

3.1 Line Manager for portering services within a care organisation. Understand and apply all HR Policies & Procedures appropriately

 

3.2 Actively participates in the recruitment, training, disciplining and welfare of staff in

accordance with the Trust’s Corporate Policies.

 

3.3 Arranges for induction and other associated courses for staff, providing on-the-job training where necessary, to ensure that staff are proficient and regularly updated with regard to any new developments and improvements in working methods and procedures. Also co-ordinate and prepares personal development plans for staff. Provide on-the-job training for areas of work with a high potential of risk for corporate liability. i.e Medical gases – transportation, storage and safe handling. Clinical waste, WEE, special waste and prescription only medicines, liaising with the environment agency, completing all necessary documents required by regulation.

 

3.4 Maintains staff attendance records, personal records, financial control and audit information as appropriate.

 

3.5 Maintains an awareness of appropriate professional and educational establishment and attends training courses, seminars and workshops where relevant to the post.

 

3.6 Ensures that effective communication systems are in place and to ensure team briefs and staff meetings are regularly carried out.

 

3.7 Effectively monitors and manages staff attendance

 

3.8 Responsibility for Individual Performance review (IPR) and Personal Development Plan (PDP), ensuring systems are in place to ensure that staff are supported to complete the PDP.

 

4. Managing risk

4.1 Responsible for ensuring that there is a clear process for all risk assessments, ensuring that they are up to date and undertaken as and when required.

4.2 Ensure accurate and timely investigation of all risk incidents putting in place measures to prevent recurrence

4.3 Support the Facilities Manager in ensuring that all Health and Safety regulations are complied with.

4.4 Ensure Portering staffs are aware of their duty and responsibility not only for their health but for the health and safety of colleagues and patients or clients within their care.
