Job overview

An exciting opportunity has arisen for Head of Procurement (Non-Clinical) who will be responsible for proactively and consistently ensuring that an effective and efficient procurement service covering non-clinical is provided across the Trust. This role is an integral part of the Procurement Department Senior Management Team. 

Whilst the role of Head of Procurement (Non-Clinical) requires the individual to work with and lead others, it also requires an element of autonomous working to continuously drive the department forward. The post holder is expected to contribute to the sharing of best practice within the Procurement department, required to adopt a flexible attitude and develop skills to enable them to fulfil the responsibilities set out below.

Main duties of the job

The post holder will be expected to lead their team to undertake the proactive procurement of goods, services and works to achieve the best value solutions taking into account the requirements of legislation, policies, local Standing Financial Instructions and the operational requirements of the NCA. 

 

Contributing to the development and achievement of the procurement strategy and work plan, the post holder will support on procurement issues and lead on key procurements and other projects.

 

The post holder will provide a service that is sensitive, responsive, and flexible to the changing needs of the organisation. They will work closely with stakeholders to influence choice, prioritise change and deliver value for money, added benefits, standardisation process improvement and improvement to Trust services.

 

Currently predominately home based - the role requires flexible working from Trust Offices and Home location with flexibility to meet the demands of the role (due to the nature of the role you may be required to work on various NCA sites from time to time).

Qualifications

Essential criteria
  • Qualified or part qualified MCIPS (Level 4 / Diploma upwards)
  • A good standard of general educational incl. GCSE Maths and English or equivalent
Desirable criteria
  • Leadership or postgraduate qualification
  • Evidence of Continuous professional development (CPD)

Experience

Essential criteria
  • Significant experience working within a Procurement function in a large organisation
  • Experience of delivering projects with a proven track record of success in delivering benefits
  • Experience of competitive tendering and awarding contracts that are compliant with internal governance and the Public Contract Regulations
  • Experience of delivering large complex collaborative procurement projects with a proven track record of success in delivering benefits and savings
  • Experience of managing various stakeholders including third party organisations to deliver results through influence and persuasion
  • Line management experience including setting objectives, conducting appraisals
Desirable criteria
  • Public sector Procurement experience
  • Experience of managing, developing and leading teams of staff

Knowledge

Essential criteria
  • Demonstrable knowledge of Procurement, Customer Care and Supply Chain Management to a high level
  • Knowledge and understanding of all legislation, policy and guidance associated with competitive tendering, contract awards and compliance.

Communication

Essential criteria
  • Excellent communication, interpersonal, and customer service skills.
  • Ability to communicate at all levels both internally within the organisation and externally outside of the organisation
  • Ability to demonstrate skills of persuasion and influencing.
