Job overview

The Head of E-commerce, Procurement Logistics and Transactional services teams are part of the Procurement Team at MWL. The potholder will be managing these teams and have a portfolio of projects to manage. The role will be reporting to the Assistant Director of Procurement,

Main duties of the job

The post holder will take responsibility for how E-commerce, Procurement Logistics and Transactional services will be optimised across MWL. The post holder will be shaping the design of the strategy for the services. The role will encompass all areas of the Procurement Logistics, Receipt and Distribution, Materials Management and Transactional Teams by taking ownership from the point of order as well as responsibility for the introduction of an efficient logistics service and implementation of policies, procedures and systems that will support its optimisation.

Detailed job description and main responsibilities

KEY DUTIES

·       Responsible for the delivery of E-commerce, Procurement Logistics and Transactional services across all relevant areas and all sites at the Trust, including all relevant distribution and handling services for the Trust.

·       Take responsibility for the development of the integrated E-commerce, Procurement Logistics and Transactional services service across all Trust sites and optimisation of such workstreams.

·       Provide strategic direction and management for the E-commerce, Procurement Logistics and Transactional services, which includes non-patient logistical activity such as receipt & distribution of goods, inventory management and GS1/Peppol.

·       Develop the parameters for optimal operation of the E-commerce, Procurement Logistics and Transactional services, including consideration of staffing levels, shift working, and areas covered, maximising the efficiencies created from the E-commerce, Procurement Logistics and Transactional Team • Establish the optimal schedule for operation of the Teams at MWL, working with stakeholders, suppliers and couriers to ensure backlogs do not develop.

·       Ensure the E-commerce, Procurement Logistics and Transactional services support optimal safe stock levels across all sites, with timely deliveries providing assurance on supply.

·       Working with the Assistant Director of Procurement to ensure effective operation and coordination between the Category Management Teams, Trust’s inventory and the supply chain. • Consider the E-commerce, Procurement Logistics and Transactional services across all Trust sites and make recommendations for improvement.

·       Effective communication and scheduling across the E-commerce, Procurement Logistics and Transactional services functions is essential, as well as with wider stakeholders inside and outside the Trust.

·       Attend MWL and also Cheshire and Mersey contract review meetings across the Integrated Care Board (ICB) area.

·       The post holder will have specialist professional logistics and warehouse knowledge/experience and will ensure full compliance with all relevant legislation relating to logistics, NHS logistics policies, Trust Standing Orders, Standing Financial Instructions and departmental policies and procedure.

·       The post holder will have a detailed knowledge of the operations, policies and procedures of the E-commerce, Procurement Logistics and Transactional team and will liaise with other procurement colleagues especially with Government Agencies (SCCL), Department of Health and other collaborative organisations to continually update this knowledge.

·       As a key role the post holder will be required to work closely with the Deputy Director of Procurement / Assistant Director of Procurement to advise and give guidance at executive level and to senior managers, clinicians, and service users to ensure compliance on all aspects of the E-commerce, Procurement Logistics and Transactional processes, to ensure the continuous supply of goods to the Trust and patients.

·       The post holder will identify, analyse, and seek to maximise the most cost-effective route to patient as a result of any Trust procurement activity, national or regional contracting arrangements through membership of various collaborative procurement or supply chain initiatives and ensure that any specific requirements of the Trust are taken into account, working closely with MWL Category Managers and the Assistant Director of Procurement

·       The postholder will engage and at times chair regional C&M groups on relevant subject areas that will enhance the MWL and C&M Procurement services.

·       To ensure the appropriate measurement of procurement activity in both resource allocation and the delivery of the Trust’s annual savings target, particularly in relation to stock efficiency and transactional savings. All cost savings opportunities must be recorded in an auditable manner (i.e., on Atamis). In identifying future cost saving opportunities, the post holder will advise directors and managers at all levels of the likely impact on overall financial projections.

·       Strategies will need to be developed and implemented for the introduction of alternative products and sources of supply to achieve high levels of rationalisation or standardisation. The postholder will work closely with the Senior Procurement Managers/Category Managers in sourcing and rationalisation. The post holder will be a key influencer and participate in user consultation mechanisms including user groups. e.g., Medical Devices Group

·       To further develop and maintain a sound knowledge of all relevant E-commerce, Procurement Logistics and Transactional technologies and supply markets the post holder will carry out market research. The role will be seen as the supporting focal point for high level commercial discussions and the development of strategic partnerships with companies and their sales executives where this relates to E-commerce, Procurement Logistics and Transactional services.

·       The post holder will support in presenting options and making recommendations, based on their judgement for consideration. This will be in a format which is clear and concise aiding understanding. To support in preparing all necessary reports required for approval purposes, including adjudication statements, and supporting documentation for submission to the Trust Board or relevant Committees.

·       Ensuring that Social Value and the sustainability agenda is a key part of the role and is influential in decision making.

·       To support in the undertaking of both NHS and external cost to serve benchmarking. To support the Deputy Director of Procurement / Assistant Director of Procurement in presenting data to all key stakeholders and monitor progress in reducing the cost to serve for the Trust. Use this data to make informed decisions on the best route to market for the Trust.

·       Maximise and monitor on time in full (OTIF) deliveries to customers. Report on progress made to all key stakeholders on a monthly basis, with clearly defined plans/action points for any area’s not achieving target.

·       Implement a culture of continuous improvement throughout the trust by developing the Head of E-commerce, Procurement Logistics and Transactional services team's knowledge of principles such as Six Sigma and Kaizen principles.

·       Ensure the Trust’s stock-holding levels are optimised in terms of efficiency and as to not impact the effective operations of the Trust on a daily basis, utilising storage at ward, hub, warehouse and off-site warehousing as appropriate.

·       Manage and optimise the delivery scheduling for key suppliers in order to ensure the efficient operation of the E-commerce, Procurement Logistics and Transactional services, working closely with the wider Procurement team.

·       Establish and publish Daily/Weekly/Monthly KPI’s for every team. Ensure all areas of responsibility are audited monthly and publish findings and create clear action plans for improvement if required which clearly define responsibility for improvement.

·       Responsible for co-ordinating regular and annual stocktakes, reducing inventory and minimising losses where possible.

·       The post holder will be expected to deliver innovation by leading on projects assigned by the Deputy Director of Procurement / Assistant Director of Procurement. Has significant discretion to act within each task and a key role in the achievement of the Trust’s Procurement Strategy

·       Approaching tasks in a creative and innovative manner to identify and pilot strategies and different approaches, the post holder must be sufficiently able and confident to challenge the status quo in a constructive-non confrontational manner and as a result, have the ability to influence others to adopt alternative viewpoints and solutions and stimulate change, creating a culture of excellence and collaboration for the patients and hospital sites within the trust.

·       The post holder will take a lead role in the function for the initial planning, development, successful implementation and on-going management of a portfolio of typically larger, more complex and high risk projects.

·       There will be a need to have a clear understanding and knowledge of the Trust’s overall objectives and strategic direction to agree the prioritisation of key projects identifying potential barriers and resource requirements and to take responsibility for the areas designated to them by the Deputy Director of Procurement / Assistant Director of Procurement as part of any improvement plans or initiatives.

·       The involvement in certain key projects that will often require planning well in advance of implementation. The post holder will, based in conjunction with the Deputy Director of Procurement / Assistant Director of Procurement and use their judgement to design structured project plans, setting and delivering target milestones, prioritising tasks, establishing project teams when required, identifying and managing risks, and evaluating and communicating outcomes and benefits. Reviewing and re-evaluating project plans to take account of influencing factors.

·       Working to recognised Project Management principles, there will be a need for early identification and resolution plans to avoid potential failures/barriers/opportunities to raise the professionalism and profile of both the Procurement department and the Trust will be taken at all opportunities. This will include arranging and promoting various marketing events such as arranging supplier road shows for major projects and supplier presentations where key decision makers/stakeholders both internal and external are expected to participate.

  • Professional Logistics qualification at Masters level or equivalent comparable experience
  • Educated to Degree Level

  • Significant experience of working within a large NHS or FMCG logistics environment
  • Experience of managing and delivering major projects of strategic significance in Procurement
  • Able to demonstrate significant savings / efficiency delivery in a challenging environment
  • Experience of performing at a senior level and influencing managers and leaders within a large organisation
  • Experience of writing papers and reports capable of being presented to Exec Boards within a large organisation
  • Experience of managing, training and mentoring Procurement and Logistics staff
