Alder Hey Children’s NHS Foundation Trust is a provider of specialist health care and has a presence in community outreach sites and, in collaboration with other providers, our clinicians help deliver care closer to patients’ homes by holding local clinics at locations from Cumbria to Shropshire, in Wales and the Isle of Man. Job overview

The primary purpose of the job role is to provide support to the Head of Campus Services and Compliance and the wider Estates and Facilities team to ensure that the Trust are compliant with all current legislation relevant to maintaining safe water systems across all hospital buildings, this includes:

The water Safety officer will provide expert advice and assurance on all matters of Water Safety, serving the needs of the Trust, and partner organisation's, ensuring that the needs and expectations of all stakeholders re met. 

Understanding the optimum running parameters for water systems across site and instructing contractors to undertake the correct actions when these fall out of normal operating parameters.

Investigating adverse water quality sample results and providing remediation solutions and helping to maintain communication between all relevant hospital departments to ensure work is planned in and completed to the correct timescales.

Undertaking duties in the absence of the Responsible Person for Water Safety and fulfilling their role as an Authorised Person.

 The role will contribute to Water Safety projects, Policies/Procedures, and Water Safety improvement initiatives. The post holder will be responsible for ensuring staff, patients and visitors are able to deliver/receive the required level of care in a safe and appropriate Healthcare environment.

Main duties of the job

The post holder will take a lead role with advising, auditing & reporting findings on operational water safety

Work with Trust Authorised Engineer & Head of Campus to develop water safety related risk assessments, audit programme (including monitoring of subsequent action plans), safe water strategy for the hospital.

Manage Trust’s water management information and produce complex monthly management reports on performance of water systems for the Trusts estate and to analyse reports produced by PFI Hard FM Co.

Contribute to Trust wide water safety maintenance, including water temperature monitoring, water sampling in line with the water safety plan for Trust and update as required.  

Responsible for producing data including site plans and the database. Comply with the Trust’s quality procedure and to ensure that all work is aligned to relevant HTM/HBN’s.  

Act as Deputy Responsible Person for water systems for the Trust. 

Provide technical advice and support including control of mechanical contractors appointed on major capital projects and minor upgrade works. Undertake fault finding on complex critical systems and equipment to diagnose and advise.  Advise on emergency repairs to water systems. Support the response to legionella/pseudomonas positives ensuring all remedial actions have been completed

Support response to water related emergencies. Chair Operational Water Safety Group reporting to Head of Campus Services and Compliance.

Detailed job description and main responsibilities

Main Duties and Responsibilities 

·       The post holder will take a lead role with advising, auditing & reporting findings on operational water safety within Trust buildings and the safe management of all water related services within. 

·       Work with Trust Authorised Engineer & Head of Campus Services Compliance to develop water safety related risk assessments, audit programme (including monitoring of subsequent action plans), safe water strategy for the hospital. 

·       Manage Trust’s water management information and produce complex monthly management reports on performance of water systems for the Trusts estate and to analyse reports produced by PFI Hard FM Co. 

·       Work with Health & safety Team to advise on flushing compliance to produce monthly reports. 

·       Contribute to Trust wide water safety maintenance, including water temperature monitoring, water sampling as per Trust water safety plan and water hygiene policy. 

·       Manage the water safety plan for Trust and update as required. 

·       Support Trust engineers with water safety  

·       The post holder will be expected to proactively and continuously update and review the required skills, knowledge and training for this role.

·       The post holder will be responsible for producing data to various estates managers and department’s metrics, data, cost data, key ratios and benchmark figures for financial performance indicator use.

·       Responsible for the continual update of all estates water related data including, site plans and the database when any changes occur on the hospital site.

·       Responsible for ensuring that all drawings and data collection material is kept up to date.

·       To comply with the Trust’s quality procedure and to ensure that all work is aligned to relevant HTM/HBN’s

·       Act as Deputy Responsible Person for water systems for the Trust.

·       To work in hazardous areas taking all safety measures to prevent danger, avoid injury and prevent damage to equipment.

·       Provide technical advice and support including control of mechanical contractors appointed on major capital projects and minor upgrade works.

·       Undertake fault finding on complex critical systems and equipment to diagnose and advise.

·       Witness contractors undertaking detailed commissioning tests on new and refurbished domestic water systems.

·       To advise on emergency repairs to water systems.

·       To support the response to legionella/pseudomonas positives ensuring all remedial actions have been completed; including liaison with IPCC, Mitie and testing contractors. 

·       To monitor the Trust sampling regime and implement change as required.

·       Support response to water related emergencies.

 ·       Chair Operational Water Safety Group reporting to Head of Campus Services and Compliance. 

·       Prepare reports for Water Safety Group as required. 

·       To input (with our designated A/E) into the design of Domestic Water systems as required.

Essential criteria
  • • Degree level, or equivalent professional qualification relating to Water Safety and/or experience in Built Environment/Trade qualification. • Understanding of Health & safety legislation and its application to a healthcare environment.
  • • Detailed experience of water systems guidance and safe practice • Previous experience of managing complex water systems • Working knowledge of closed water systems • Experience of Estates database information • Experience of auditing documents and procedures. • Experience of dealing with Health and safety issues. • Experience of writing reports and presenting them.
  • • Technical specifications Reviews inc. • Understanding of HTMs, HBNs and other relevant legislation. • Understanding of Borehole management. • Understanding of hot and cold water systems in large complex buildings. • Understanding of L8 and HSG 274 parts 1-3. • Understanding of water sampling procedures.

Desirable criteria
  • BTEC ONC/HNC qualified in Mechanical Engineering BTEC HTM 04 Responsible Person (Water) trained Associate Membership of recognised industry body (IHEEM)
  • Knowledge of NHS guidance and HBNs/HTMs. Experience in combining practical operational Water Safety; and experience in enforcement and risk assessment. Thorough knowledge of the application of current Water safety legislation to a range of premises. Experience in Healthcare specific Water Safety. Working knowledge of Water legislation and Agreed Codes of Practice Experience of healthcare engineering or estate management, or equivalent. Experience of preparing and delivering training courses Ability to create / modify computer aided design (CAD) drawings. Experience of managing staff. Experience of working in Water Safety within the Healthcare Sector. Experience of delivering Water Safety training at all levels. Understanding of Water Engineering principles.
