Alder Hey Children’s NHS Foundation Trust is a provider of specialist health care and has a presence in community outreach sites and, in collaboration with other providers, our clinicians help deliver care closer to patients’ homes by holding local clinics at locations from Cumbria to Shropshire, in Wales and the Isle of Man. The Trust also provides inpatient care for children with complex mental health needs at our Sunflower House building newly relocated, and opened on the hospital site.

Job overview

The post-holder will undertake the statutory role as Named Nurse for Safeguarding Children, Young People and Adults for the Trust in accordance with the role and competencies outlined within ‘Working Together to Safeguard Children’ (2023), Safeguarding Children and Young People: Roles and Competencies for Healthcare Staff Intercollegiate Document (2019) guidance and Adult Safeguarding: Roles and Competencies for Health Care Staff (2024). The post holder will be required to demonstrate substantial clinical leadership, innovation and independence in a professional context and can problem solve in a multi-disciplinary, multi-agency framework.

Main duties of the job

The Post Holder will:

  • Undertake the statutory role as Named Nurse for the Trust in accordance with the role and competencies outlined within ‘Working Together to Safeguard Children’ (2023) and Safeguarding Children and Young People: Roles and Competencies for Healthcare Staff – Intercollegiate Document (2019).
  • Where appropriate undertake the statutory role as Named Nurse for the Trust in accordance with the Care Act (2014) and the role and competencies outlined within Adult Safeguarding: Roles and Competencies for Health Care Staff – Intercollegiate Document (2024).
  • Provide expert advice, support, training, and safeguarding supervision to health staff across the organisation.
  • Work with the Associate Director Safeguarding & Statutory Services to ensure that the organisation meets its safeguarding responsibilities, and that children, young people and adults are effectively safeguarded contributing to the multi-agency partnership working arrangements for safeguarding.
  •        To support and facilitate safeguarding support to specialist services within the Trust who commission an enhanced safeguarding service such as the Children and Young People Gender Service, Children and Young People Community Mental Health Services and Major Trauma Team.

  • Will ensure the key functions of the Named Nurse for Safeguarding Children, Young People and Adults are undertaken for the Trust through.

Working for our organisation

The Rainbow Centre within Alder Hey is situated on the ground floor near the Emergency Department and provides a ‘hub’ for the co-ordination of Safeguarding and Statutory Services. 

We provide child protection medical examinations for children who have been physically harmed as well as a Sexual Assault Referral Centre (SARC) for children requiring forensic medical examination following sexual assault. We also provide Initial Health Assessments (IHAs), Adoption Medicals and provide the Medical Advisor role for Fostering and Adoption.

Alder Hey has a large catchment area and provides secondary health care for the boroughs of Liverpool, Knowsley, and Sefton.  It is also a tertiary referral centre for specialist services with a specialist Paediatric Intensive Care Unit which receives patients from the local and regional areas. 

The team works closely with a range of specialities such as Burns and Plastics, Critical Care, Ophthalmology, Radiology, Major Trauma, Children and Young People Gender Service and CAMHS colleagues. The team works in partnership in the management of some of the most complex child protection investigations within the country.

We work closely with Local Safeguarding Children Partnerships (LSCPs) and Local Safeguarding Adult Boards (LSABs).

Detailed job description and main responsibilities

Job Purpose

  • The Named Nurse role will support the ongoing development and implementation of best practice in relation to safeguarding children, young people, and adults across Alder Hey which includes the acute and community settings where services are delivered from.
  • To act as the Named Nurse for Safeguarding Children, Young People, and Adults for the organisation, supporting the Associate Director of Safeguarding  and Statutory Services in advising the Trust Board of their corporate responsibilities for statutory services setting the safeguarding goals and standards for the organisation.
  • Be responsible for directing and supporting the work in relation to safeguarding children and young people and providing advice across the Trust. This may include contributing to multi-agency strategies pertaining to safeguarding children.
  • Be responsible for directing and supporting the work in relation to safeguarding adults at risk and providing advice across the Trust. This may include contributing to multi-agency strategies pertaining to safeguarding adults.
  • To support the Associate Director of Safeguarding and Statutory Services in leading and line managing a Specialist Safeguarding Nursing Team and associated health and social care professionals.
  • To provide expert advice and support on a daily basis to a wide-ranging workforce on all aspects of safeguarding where matters can be highly complex and in difficult, sensitive and emotive situations.
  • To work with the strategic leads for safeguarding, Children in Care, and others to monitor statutory performance indicators, ensuring all of the Trust’s safeguarding policies are robust and reflect national, regional and local policy.
  • To represent the organisation as a member of the relevant Local Safeguarding Children Partnerships (LSCP) and Local Safeguarding Adult Boards (LSABs), their subgroups and other inter-agency forums, providing expert advice.
  • To work collaboratively with other Named Professionals, Designated Professionals, and other agencies within secondary and primary care in support of all activities necessary to ensure that the Alder Hey meets its responsibilities in statutory services.
  • To ensure that safeguarding is incorporated into the strategic plans for the organisation.
  • To provide safeguarding supervision to the Specialist Safeguarding Team and other health professionals employed by the organisation.

Applicants please note:

In line with the International Organisation for Standardisation (ISO) 15189 all employees who work within a forensic setting are required to provide a DNA sample as part of the Staff Elimination Database (SED) for the purpose of eliminating their DNA from any forensic samples taken at the SARC. The Named Nurse for Safeguarding Children, Young People and Adults would be required to provide a DNA sample.

The post holder may be required to work over 7 days per week. The post holder will be willing to participate in the out of hours on call rota if required and offer flexibility around shift pattern to best suit the needs of the service. Working outside of the service core hours may require a more active coordination role with multi-agency partners and the doctors on call.

Qualifications and Specialist Training

Essential criteria
  • Registered Nurse currently on NMC Register.
  • Registered Children’ Nurse/ Specialist Community Public Health Nurses (Health Visitor or School Nurse) currently on NMC Register.
  • Evidence of relevant continuing professional development.
  • A minimum three years’ experience of children and young people safeguarding services.
  • • A minimum two years’ experience of education and training including course design, delivery, and evaluation
Desirable criteria
  • Relevant master’s degree or equivalent experience.

Knowledge, Skills & Abilities

Essential criteria
  • Proven leadership skills and the ability to motivate self and others.
  • The ability to influence service development and delivery both
  • Extensive knowledge of Safeguarding Children / adult legislation and policy.
  • Evidence of protocol development, formulation, and implementation of policies.
  • Evidence of teaching and training clinical and non-clinical staff.
  • Ability to undertake full range of safeguarding case work understanding of audit and research methodology.
  • Extensive knowledge of the legal framework to include Children Act, Care Act, and MCA
Desirable criteria
  • Assisted in Local Child Safeguarding Practice Reviews, Internal Management Reviews or Root Cause Analysis Investigations.

Experience

Essential criteria
  • Experience of managing risk/risk assessment
  • Experience of audit, evaluation, and action planning
  • Experience of formulating policies, procedures, and practice guidance.
  • Experience of working within a multi-professional environment and with other agencies involved in safeguarding practice.
Desirable criteria
  • Experience of assessing training needs, planning, and delivering multi-disciplinary/multi-agency training. Development and delivery of training programmes and strategies both single and multi-agency, and experience of pre and post registration training/inter-agency child safeguarding education, training and development.
  • Involvement in and experience of court proceedings/preparation of reports/statements.
