An exciting opportunity has become available to join Liverpool University Hospitals NHS Foundation Trust as Deputy Head of Patient Access and Validation, as part of the Corporate Operations Team.  The post holder will be pivotal in the establishment,  development and day to day management of a centralised Patient Pathway Team (RTT) Team who will become the Trust experts in the application and management of the RTT pathway delivering subject matter expertise across the trust.

Alongside this, the post holder will support the implementation of standardised waiting list management processes, validation processes and patient administration processes across the patient journey  working closely with the Admin Academy to ensure compliance with national rules and guidance on waiting lists and elective care management,  and will be joining the trust at a really exciting time in our Elective Care Recovery Journey.

Main duties of the job

Working alongside the Head of Patient Access and Validation to ensure all elective care administration activities are undertaken in line with local and national guidance, 

Offer subject matter expertise around elective care administration and waiting list management.

Supporting Care Groups in the management of PTLs ensuring targets are achieved and support the  development of action plans to manage any variances

Responsible for the the day-to-day management of the Patient Pathway Team, including budgetary management and ensuring that internal KPIs  are met,

Assist Care Groups in assuring sustainable systems and processes are in place for waiting list management and elective care activities.


Support the  Head of Patient Access and Validation in the production of the annual business plan for the Team providing specific support in relation to the services for which they are operationally responsible for. 

Support the Admin Academy, as a subject matter expert in the development and delivery of Referral to Treatment Training for the Trust, working autonomously to manage RTT validation for services, HR issues and managing specific service development projects.

Deputise for the Head of Patient Access and Validation and be expected make decisions when necessary.

Detailed job description and main responsibilities

General Responsibilities
1. To support the Head of Patient Access and Validation to develop and maintain excellent working relationships with the Care Groups and their teams and offer expert advice on elective care administration.
2. Develop and record patients, alongside clinical teams to ensure RTT pathway recording is correct.
3. Support the Head of Patient Access and Validation to complete capacity and demand modelling for RTT validation delivery leading on individual specialty validation plans. 
4. To be responsible for the RTT validation performance for all specialties providing assurance to the Head of Patient Access and Validation that the appropriate KPIs are being met and escalate areas of concern and to
both the Corporate Operations and Divisional Teams.
5. To support the Head of Patient Access and Validation to develop Cost Improvement Programmes (CIP) for delegated cost centres working with departmental leads to identify savings opportunities 
to provide financial sustainability for the service. 
6. Represent the Senior team at internal and external forums as and when required. 
7. Support divisional teams in leading specialty specific projects or corporate projects related to service improvement and development. 
8. Responsible for managing delegated Service Level Agreements within your portfolio, including accuracy and efficiency.
9. Prepare regular update reports for the Corporate Operations Team to report on progress against quality and compliance targets.
10. Responsible for planning and implementing systems and process to ensure local and national guidance on elective care are adhered to in line with the Patient Access Policy. 
11. Participate as required in the development, monitoring and delivery of specialty business plans to support elective care standards. 
12. To undertake any other duties which may be determined by the Head of Patient Access and Validation.
13. Monitoring of activity against national standards and supporting the development of recovery plans.

Clinical Governance / Quality
1. To ensure and deliver robust audit arrangements in relation to waiting list management.
2. Work closely with the Information Quality Team and Admin Academy to identify Data quality themes and support the delivery of training required.

Education and training development
1. To ensure mandatory training requirement remain in date for self and team.
2. Be an active participant within the appraisal process.

Person specification

Qualifications

Essential criteria
  • Management or Professional Qualification at Postgraduate level or equivalent relevant experience
  • Evidence of continuous professional development
Desirable criteria
  • Project Management Professional Accreditation e.g. PRINCE, PMP, or Significant relevant experience.
  • Qualified to Masters level or equivalent operational experience in an associated field

Experience

Essential criteria
  • Demonstrable experience of target management
  • Demonstrable experience service improvement methodology in a healthcare setting
  • Experience in presenting & communicating complex, sensitive and/or contentious information to groups of staff
  • Experience in developing and implementing procedures and change control processes
  • Demonstrable experience of interpreting legal / national guidance and requirements and implementing appropriate
  • Experience working in healthcare management
  • Experience of financial and budgetary management
  • Experience of people/HR management
  • Experience in using patient administration systems and all applications of Microsoft Office
