Job overview

The post holder will undertake the role of the Named Nurse Safeguarding Adults in accordance with Government legislation and guidance, on behalf of Mersey and West Lancs Teaching Hospitals NHS Trust (MWL). The post holder will oversee the safeguarding adult activity, DoLS/ Liberty Protection Safeguards activity, Mental Health Detentions activity and support the Learning Disability / Autism  agenda. Line Management will be part of this role.

A high degree of effective communication, liaison and networking is required to maintain good working relationships within the Trust and external partners such as integrated Care Boards, Social Care and the Police. In addition, the post holder as lead specialist must be able to challenge poor practice, influence and negotiate with health and external partners to improve standards and reduce the likelihood of discriminatory practice.

Main duties of the job

Support the Assistant Director of Safeguarding to ensure the Trust meet its statutory duties to safeguard adults at risk of abuse

Support and provide supervision to staff in relation to safeguarding adult issues across the Trust

Direct line management responsibility of the Specialist Nurses/Professionals within the Safeguarding Team, ensuring the team remains compliant with mandatory training requirements and appraisal

Detailed job description and main responsibilities

KEY DUTIES

Support the Assistant Director of Safeguarding to ensure the Trust meet its statutory duties to safeguard adults at risk of abuse

Support and provide supervision to staff in relation to safeguarding adult issues across the Trust

Direct line management responsibility of the Specialist Nurses/Professionals within the Safeguarding Team, ensuring the team remains compliant with mandatory training requirements and appraisals

Deputise for the Assistant Director of Safeguarding at internal and external meetings, the post holder will represent the Trust with multi agency partners

Prepare chronologies and management reviews for Safeguarding Adult Reviews and Domestic Homicide Reviews on behalf of the Trust providing critical analysis of clinical practice and the development of recommendations and appropriate action plans

Collaborate with Trust managers, Complaints and Human Resources in conducting investigations of safeguarding related incidents, complaints and Serious Incidents

Manage and support the Safeguarding Team in working closely with clinical staff to ensure that decision making is supported by expert safeguarding advice.

Facilitate delivery of high-quality safeguarding services for adults, children and young people to agreed quality standards which comply with national legislation and local policy and guidance

Work alongside the Assistant Director of Safeguarding to ensure there is a robust training strategy and training programme to meet all educational needs. This will include supporting staff to work effectively within the Mental Capacity Act/Deprivation of Liberty Safeguards / Liberty Protection Safeguards and domestic abuse agenda in addition to safeguarding adult, children, and young people

 To lead on development of the safeguarding adults audit calendar and oversight of the completion of the safeguarding adult audits, subsequent analysis and action plans.

Identify and implement learning from Safeguarding Adult reviews and similar processes.

 Monitor, analyse and report on activity identifying trends and themes which may require training provision to be amended.

 

Clinical and Professional Responsibilities

Provide effective leadership on all aspects of the safeguarding agenda maintaining clinical / professional competence and credibility

Have an excellent understanding of relevant safeguarding legislation and provide expert advice to clinical staff

Challenge colleagues, both internally and externally, where decision making is not in line with local and national guidance or standards for best practice, ensuring that the process remains patient/client focused at all times

To provide advice and support to all practitioners and empower them to fulfil their safeguarding duties

Advise staff and liaise with appropriate representatives from the Local Authority and  / or Police (i.e. Channel) in response to concerns raised regarding radicalisation and counter-terrorism

Ensure  safeguarding documentation for patients is appropriate, accountable and defensible

Maintain own clinical / professional competence and credibility

Support the safeguarding nurses/professionals to develop their competencies through training, appraisal, supervision and shadowing

Support and guide the safeguarding nurses/professionals to oversee cases where safeguarding concerns are raised against the Trust

Provide expert advice to professionals when departments are requested to contribute to investigations, safeguarding reports, Court of Protection reports

Further develop safeguarding data collection tools to enable improvements in quarterly safeguarding reports and commissioning requirement 

 

 

Managerial/Leadership

To act as a role model within the speciality field

 

Maintain a high profile across the Trust to promote the safeguarding agenda

 

Assist the Assistant Director of Safeguarding to develop, act upon or make changes to safeguarding policies, procedures, work plans and reports

 

Produce regular reports/data as requested by the Assistant Director of Safeguarding

 

Lead on behalf of the Trust, any Individual Management Reviews (IMR’s) which may have been requested as part of a Domestic Homicide Review (DHR), Safeguarding Adult Review (SAR) or Serious Case Review (SCR).

 

Support the Assistant Director of   Safeguarding in coordinating action plans following Domestic Homicide Reviews / Safeguarding Adult Reviews / Serious Case Reviews ensuring implementation of all recommendations and audit as required to provide evidence to complete action plans

 

Deputise for the Assistant Director of Safeguarding as required.

 

Take a lead role in ensuring that the Trust engages its multi-agency partners to provide robust safeguarding services that are coordinated and collaborative.

 

Represent the Trust at professional safeguarding interagency forums and sub groups of Local Safeguarding Boards.

 

Working with clinical teams and directorates, ensure that appropriate arrangements for the dissemination and access to policies, practice guidelines and procedures in relation to safeguarding are available.

 

Undertake regular audit of safeguarding services, recommending and implementing changes to improve quality of services provision.

 

Develop process within the safeguarding team to ensure ward managers and other key staff are supported to develop skills to meet the responsibilities of safeguarding.

 

Provide line management of the safeguarding nurses /practitioners / team ensuring appraisal and ongoing professional development is in place.

 

To provide an innovative and progressive attitude to the personal and professional development underpinned by research and evidence based practice.

 

To participate in regular clinical supervision sessions in order to receive professional support.

 

To work with the Assistant Director of Nursing for Safeguarding to develop training needs analysis relating all aspects of safeguarding and development of teaching materials / training packages.

 

To contribute or deliver educational sessions to staff groups, liaising with other agencies and service uses in order to gain their participation in the education delivery.

 

To provide regular updates to nominated leads across the Trust including safeguarding champions

 

To develop and deliver ward based training and education to continuously develop the workforce to support the safeguarding agenda.

 

Maintain Professional Registration

Administrative Responsibilities

Keep accurate and detailed records

Prepare reports for Court of Protection as required

To have a robust data collection system that reflects Trust activity and supports key performance indicator returns

Teaching and Training Responsibilities

Ensure robust training packages are in place and delivered for the safeguarding adult agenda,  mental capacity, Deprivation of Liberty Safeguards and PREVENT.

Bespoke training to be developed and delivered as required

Ensure training uses evidence based practice, NICE guidelines, updated legislation

Maintain own knowledge and skills as per Intercollegiate Document for Safeguarding  Adults requirements as per role

Responsible for monitoring and review of the Trust safeguarding Adults training strategy and plan

 Responsible for monitoring compliance and putting actions in as required to maintain compliance

 

Line Management Responsibilities

Line Management of Safeguarding Adult Specialist Roles practitioners and administrative support

Supervision requirements as per key performance indicators

Completion staff appraisals and performance reviews

 

RESEARCH & AUDIT

Develop a safeguarding adult’s audit programme for each financial year and ensure audits are completed, shared using assurance governance structure and actions plans developed as required with feedback provided as required

  • NMC Registered Nurse
  • Evidence of further professional development in Adult safeguarding / Mental Capacity at Masters level or equivalent experience
