Then look no further – we are looking to recruit an ambitious Senior Project Manager (Capital) to join our great team here at Cwm Taf Morgannwg University Health Board.

We are looking for a candidate who has a strong track record of managing and delivering capital projects in a highly complex environment, preferably in healthcare. The successful candidate will be responsible for supporting major capital projects as well as delivering smaller capital projects where the quality of service, a safe patient and staff environment, strong financial management and statutory compliance are the key drivers within all areas of the service.

This is a key role within our capital team, and we are keen to recruit a motivated individual who will help us to provide the levels of service that we continually strive to meet for our patients and clinical colleagues.

The role is critical to the delivery of the organisation’s capital plans and had has line management accountability for associated capital staff to ensure appropriate support and performance management arrangements are in place.

Main duties of the job

This is a key post within the organisation, responsible for the management of the Estates related Capital functions for Cwm Taf Morgannwg UHB including all associated planning and estates development work and requires highly specialist engineering/construction knowledge across a range of work procedures and practices underpinned by theoretical knowledge and extensive relevant project management experience. 

There are two Senior Project Manager posts within the structure, this job description covers both roles however individual line management responsibilities will be assigned to each. These roles, in conjunction with the Senior Projects Manager, will develop and ensure arrangements are in place for all major and discretionary estates related and service development capital investment business cases to support the UHB Capital Programme.  They will ensure that the impacts from Capital Programme activities are maintained within the agreed financial envelope and the associated timescales and that delivery of clinical activity is effectively and appropriately maintained at all times. 

As a Senior Manager, the Senior Project Manager will be responsible for delivering the capital projects contained within the investment strategies from the Annual and Integrated Medium Term Plans and will ensure appropriate workforce and performance management arrangements are delivered.

The post holder will :

·      Support the Senior Projects Manager in the development of the Health Board’s annual and three yearly capital plans including all major investments to support the Health Board’s strategic service modernisation plans.

·      Continually update the Health Boards Estates capital plans, developing and reporting on required actions to ensure a balanced year end position on the Capital Resource Limit (CRL).

·      Lead on estates matters for allocated major and discretionary capital business cases in line with the Health Boards and Welsh Governments capital planning regulations, to demonstrate appropriateness of major capital plans and the value for money impact of each scheme. 

·      In conjunction with the Senior Projects Manager develop major capital project resource plans to secure capital investment from Welsh Government through the major capital allocation process and lead the development of major capital projects business cases to meet resource plans.

·      Ensure excellent programme and project management skills are developed throughout the capital functions.

·      Chair as appropriate capital project groups and Project Boards.

·      Ensure the provision of support and secretariat to specific capital projects groups.

·      Deliver accurate and timely information on the status of all capital expenditure programmes including projects, IT, medical equipment etc against agreed expenditure profiles.

·      Provide regular reporting and advice on the Health Board’s Capital Projects to the Head of Capital and Senior Projects Manager.

·      Lead and/or participate in post project evaluations on all major capital projects.    

Ensure strict financial control and be responsible for multi million pound projects.

Essential criteria
  • Educated to Degree or HNC Level or possess skills, knowledge and experience to equivalent level. Extensive specialist knowledge across a range of disciplines, including specifically capital planning, major project delivery and operational service planning acquired through post-graduate courses and experience. Knowledge of both NEC and JCT forms of contract.
Desirable criteria
  • A project and/or programme management qualification. Knowledge of current developments in contracting and procurement of construction projects. Awareness of NHS Property guidance and management.

  • Knowledge of both NEC and JCT forms of contract. Extensive knowledge of building design and construction. Knowledge of Health Board and Welsh Government planning, capital and management processes. Knowledge of operational and strategic estates issues.
Desirable criteria
  • Knowledge of the strategic issues facing capital and estates in NHS Wales. Full Membership of a relevant Chartered institution including, for example: • Royal Institution of Chartered Surveyors. • Chartered Institution of Building Engineers. • Royal Institute of British Architects. • Chartered institute of Builders.

  • Evidence of experience of working in a complex healthcare or public sector organisation with proven experience of direct delivery of major complex capital development schemes or programmes. Experience of managing projects on multiple sites.
Desirable criteria
  • A good understanding of estates and capital priorities, challenges and funding in the NHS. Experience of the role of Project Manager in developing successful business cases and delivering a wide range of major capital projects.
