Trosolwg o'r swydd

We’re in the process of finalising our new NHS Wales Joint Commissioning Team and recruiting to the Director of Commissioning for Ambulance Services and 111 working with the Chief Commissioner as part of the Senior Leadership Team.

We’re looking for an experienced senior leader, committed to improving health and health care for the people in Wales through the commissioning of Ambulance Services and 111.

This is an exciting time to join the NWJCC team where the Director of Commissioning for Ambulance Services and 111 will play a critical role in establishing the NWJCC as a centre for commissioning excellence, providing high quality services for the patients in Wales on behalf of the seven Health Boards.

The NHS Wales Joint Commissioning Committee (NWJCC) is a Joint Committee of the seven Health Boards acting collectively on their behalf.  The NWJCC has been established to commission a range of highly specialised, national and regional services for the population of Wales, with an expanding role in the provision of commissioning capability to support Health Boards and other NHS Wales partners. 

 

The NWJCC commissions the Welsh Ambulance Services NHS Trust (WAST) to provide Emergency Medical Services (EMS – Emergency Ambulances) and Non-Emergency Patient Transport Services (NEPTS) as well the Emergency Medical Retrieval and Transfer Service (EMRTS Cymru) working alongside the Wales Air Ambulance Charitable Trust.

 

Prif ddyletswyddau'r swydd

.  The Director of Commissioning for Ambulance Services and 111 will:-      

·      Be accountable to the Chief Commissioner for their performance as an employee of the host body (Cwm Taf Morgannwg University Health Board (CTMUHB)) and a member of the NWJCC Commissioning Team and have a relationship with the NWJCC Chair and the wider Committee, recognising the professional advice that this role will provide.

·      Lead on the development of commissioning service strategic plans for all Wales Ambulance Service, including the Emergency Medical Retrieval Service, and the 111 urgent care service and any other services included or added to the portfolio.

·      Lead service performance, service risk management, improvement and oversight for delegated commissioned services and lead on the development, engagement and enactment of the JCC’s Commissioning Framework, ensuring delegated services are commissioned effectively and clearly define high quality, affordable services that deliver improved outcomes for patients.

·      Provide leadership and support to the National and Regional Commissioning teams established by the NWJCC, and others established across NHS Wales, including strategic, clinical and operational delivery networks and where required, deputise for the Chief Commissioner.

The functions discharged to the NWJCC include, but are not limited to, the planning, securing and commissioning of ambulance services in Wales (Emergency Medical Services, Non-Emergency Patient Transport Services, Emergency Medical Retrieval and Transfer Services, NHS 111 services and Sexual Assault and Referral Centres (SARC).  The focus for this post is to ensure the commissioning plans and strategies result in the delivery of these high-quality services that meet the needs of the population and demonstrate excellent clinical, patient and operational outcomes that benchmark well.

 

·   To lead on the develop of commissioning strategies and plans designed to ensure people across Wales to have access to the range of emergency, urgent and planned care ambulance services which reflect the needs of the population, meets or work towards Welsh Government targets (as agreed) and meet agreed standards in respect of equity of access, quality, outcomes and value.

·   To work closely with health boards and WAST, to ensure commissioning strategies and plans align with health board service plans and WAST transformation plans.

·   To ensure that commissioning strategies and plans are based on robust assessment of needs, national and international benchmarking where appropriate, and are based on strong evidence.   

·   To provide leadership to and manage the Ambulance Services, 111 and SARC Commissioning Teams and their work programmes, ensuring these teams have the right skills and have a team plan with clear team objectives and an annual programme of work.

·   To provide specialist advice to the Chief Commissioner on strategy, operational delivery and clinical models of ambulance services and 111 call handling services, and will deputise for the Chief Commissioner at any fora pertinent to the role, as required.

·   To lead the development of an appropriate culture within the ambulance commissioning and the 111 call handling functions, focused on demonstrating good organisational ability, developing leadership and communication skills.

·   To lead on the quality assurance, improvement and oversight of commissioned services.

·   To lead on the development, engagement and enactment of commissioning frameworks for the provider services, and on the development of strategic commissioning intentions for all provider services, ensuring that they are aligned to the NWJCC Performance Management Framework, Escalation and Commissioning Frameworks and wider health and social care strategic direction.

·   To ensure emergency and ambulance services and other unscheduled care services, including the 111 call handling service, are commissioned effectively and clearly define high quality, affordable services that deliver improved outcomes for patients.

·   To work with the WAST senior managers and executives and external senior colleagues such as University / health board executives, senior managers, urgent and emergency care leads, Welsh Government and NHS Wales officials, as appropriate.

·   To lead on the planning and commissioning of a wider range of urgent care services on behalf of the NWJCC, these may include the SARCs and Major Trauma, Spinal and Neonatal Transport Operational Delivery Networks (ODNs).

  • Educated to Master’s Level or equivalent level of experience / knowledge, with evidence of developed knowledge in commissioning.
  • In-depth professional knowledge in a number of disciplines, e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period.
  • Highly specialist knowledge of political, legislative and policy frameworks underpinning the delivery of ambulance services and unscheduled care, and appropriate National Service Frameworks.
  • Knowledge about relevant pre-hospital care legislation, regulation, quality monitoring of services and patient safety initiatives across the UK.
  • High level of professional credibility with in-depth knowledge of the services included within the portfolio gained from an operational perspective and ability to translate this into commissioning activity.
  • Significant specialist knowledge and experience of strategy development, business planning, business case development and strategic planning.
  • Significant understanding and awareness of evidence base for new and emerging models of service delivery across the UK and international health arena.
  • Evidence of continuous professional development.
