Job overview

We’re in the process of finalising our new NHS Wales Joint Commissioning Team and recruiting to the Director of Commissioning for Specialised Services working with the Chief Commissioner as part of the Senior Leadership Team.

We’re looking for an experienced senior leader, committed to improving health and health care for the people in Wales through the commissioning of Specialised Services.

This is an exciting time to join the NWJCC team where the Director of Commissioning for Specialised Services will play a critical role in establishing the NWJCC as a centre for commissioning excellence, providing high quality services for the patients in Wales on behalf of the seven Health Boards.

The NHS Wales Joint Commissioning Committee (NWJCC) is a Joint Committee of the seven Health Boards acting collectively on their behalf.  The NWJCC has been established to commission a range of highly specialised, national and regional services for the population of Wales, with an expanding role in the provision of commissioning capability to support Health Boards and other NHS Wales partners. 

The NWJCC commissions the Welsh Ambulance Services NHS Trust (WAST) to provide Emergency Medical Services (EMS – Emergency Ambulances) and Non-Emergency Patient Transport Services (NEPTS) as well the Emergency Medical Retrieval and Transfer Service (EMRTS Cymru) working alongside the Wales Air Ambulance Charitable Trust.

 

Main duties of the job

The Director of Commissioning for Specialised Services will:-      

·      Be accountable to the Chief Commissioner for their performance as an employee of the host body (Cwm Taf Morgannwg University Health Board (CTMUHB)) and a member of the NWJCC Commissioning Team and have a relationship with the NWJCC Chair and the wider Committee, recognising the professional advice that this role will provide.

·      Lead on the development of commissioning service strategic plans for services included within the remit of the role or added to the portfolio.

·      Lead service performance, service risk management, improvement and oversight for delegated commissioned services and lead on the development, engagement and enactment of the NWJCC’s Commissioning Framework, ensuring delegated services are commissioned effectively and clearly define high quality, affordable services that deliver improved outcomes for patients.

·      Provide leadership and support to the National and Regional Commissioning teams established by the NWJCC, and others established across NHS Wales, including strategic, clinical and operational delivery networks and where required, deputise for the Chief Commissioner.

Leadership:

·         Lead and develop the NWJCC Specialist Services Commissioning Teams, ensuring they have the right skills and expertise to discharge the specialist services commissioning function.

·         As a member of the NWJCC Senior Leadership Team, demonstrate visible leadership in respect of equality, diversity, inclusion and belonging, NHS Wales and NWJCC values and behaviours. 

·         Contribute to the leadership in respect of the development of commissioning as a discipline in Wales, demonstrating expert knowledge and experience in relation to specialist services commissioning.

·         Represent the NWJCC on Wales and UK wide national bodies, committees, working groups to support policy development in relation to the development of specialist services. 

·         Demonstrate application of best practice in relation to outcome based commissioning.

·         Hold corporate responsibility jointly with other executive members for the strategic direction, corporate policy development and delivery of specialised services within NWJCC objectives.

·         Assess the respective current and future workloads of team members and redistribute resource as appropriate within the team to ensure maximal productivity from the team whilst maintaining a positive workplace culture.

 

Commissioning:

·         Be accountable for the development of commissioning arrangements for new specialised services falling under the remit of the NWJCC, which will include providing and receiving highly complex, highly sensitive or highly contentious information where there are significant barriers to acceptance to overcome using the highest level of interpersonal and communication skills, such as would be required when communicating in a hostile, antagonistic or highly emotive clinical and commissioning atmosphere e.g. delivery of the  of commissioning frameworks / service specifications for provider services and delivery of the NWJCC Commissioning Framework .

·         On behalf of the NWJCC provide representation on national groups and committees as required, at Wales and UK wide levels.  

·         Provide expert advice on commissioning for national, regional and local projects to the NWJCC, NHS Wales, Local Authorities, Regional Collaborative Commissioning Groups and Welsh Government.

·         Establish collaborative working relationships with key stakeholders to ensure a shared understanding of issues relating to commissioning including, clinical and operational delivery strategies, planning, financial performance, governance and risk management.

·         Use the highest level of negotiating, persuasive, motivational, reassurance skills which will often take place in an environment which will be emotional and antagonistic with service stakeholders and providers having conflicting views, and where there are significant barriers to acceptance or understanding and the post holder has to overcome significant barriers to acceptance in the management of major change proposals e.g. negotiations in excess of £680m of service delivery with stakeholders having diverse/opposing views.

·         Present highly complex information to large groups (including regularly at NWJCC), including professionals and the public, through conferences, workshops or forums, where groups may have limited understanding of commissioning and/or pose barriers to acceptance or understanding.

·         In collaboration with the Director of Planning and Performance, attend Commissioning meetings as required to update and offer expert advice on the operational and strategic planning of commissioned services, regularly chairing groups.

·         Nurture relationships with key staff at all levels of NHS England, Welsh Government, Health Boards / Trusts, Llais and with local authorities and understand perspectives and expectations of the specialised commissioning agenda.

·         Collaborate effectively with senior managers and clinicians in neighbouring commissioning organisations, including Health Boards, Trusts, NHS England and Local Authorities, such that the redesign and commissioning of NHS Wales services can take a population and system-wide approach.

·         Develop and use communication channels with relevant regional and national leads to stay abreast of latest evidence of best practice, details of national guidance and implementation of policy.

·         Produce and deliver high level reports and reviews for consideration at a national and ministerial level, and generate and implement policies for commissioning.

·         In the event of high-profile issues arising within the system, will ensure accurate and appropriate briefing takes place within the system, paying regard to the potential for media interest / need for ministerial briefing.

·         Maintain awareness of current advances in specialised service delivery models to support position as expert advisor and leader for  commissioning.

·         Develop and maintain a thorough understanding of the national policy, guidance and regulations relating to specialised services.

·         Demonstrate a good understanding of the legislative and policy framework underpinning the delivery of specialised services such as, NHSE Commissioning Frameworks, Joint Royal Colleges and NICE Guidelines.

·         Identify priorities for efficiency in the provision of specialised services in Wales and work with providers to realise agreed benefits.

·         Be agile and respond to queries, questions and reasonable demands at short notice in a clear and well-informed manner, these could include from Welsh Government, media and public.

·         Exercise judgement involving highly complex facts, figures and situations that require analysis, interpretation and comparison or a range of options relating to commissioned services.

·         Ensure commissioning decisions are within scheme of delegations and are based on sound evidence.

·         To make judgements which have unique characteristics and often in situations where there are conflicting opinions and / or solutions.

·         In line with the JCC Performance Management and Escalation Frameworks, organise and co-ordinate responses and recommendations to information gleaned from analysis of audit data, clinical standard achievement, staffing levels, and staff interviews, to develop Quality Improvement Plans or Remedial Action Plans for each provider, in collaboration with the Director of Nursing and Director of Planning and Performance.

Qualifications and Knowledge

Essential criteria
  • Educated to Master’s Level or equivalent level of experience/ knowledge, with evidence of developed knowledge and experience in commissioning specialist services.
  • In-depth professional knowledge in a number of disciplines, e.g. financial management, performance management, information systems, staff management acquired through training and experience over extended period.
  • Highly specialist knowledge of political, legislative and policy frameworks underpinning the delivery of specialist health services, and appropriate National Service Frameworks.
  • Detailed understanding of Specialist Health Services.
  • In depth knowledge about relevant legislation, regulation, quality monitoring of services and patient safety initiatives across the UK.
  • Detailed understanding of the provision of health services.
  • Politically literate with a good understanding of the external political environment in Wales and beyond and its impact on NHS Wales.
  • Significant understanding and awareness of evidence base for new and emerging models of service delivery, new treatments and therapies and new evidence across the UK and international health arena.
  • Evidence of continuous professional development.
