Job overview

We are seeking a confident and self-motivated Violence Prevention & Reduction (VPR) Professional to lead and promote a positive violence reduction culture where our NHS colleagues feel supported, safe and secure at work.

The VPR Lead will also act as the subject matter expert on violence reduction and lead on implementation of national standards and guidance across the organisation and build and maintain positive working relationships (internally and externally) to support and improve the violence reduction culture.

Main duties of the job

The post holder will be responsible for leading and taking responsibility in the preparation and development of a strategic framework to address violence & aggression within the workplace, co-ordinating and ensuring performance management of the Health Board’s action plan, acting as the organisational lead supporting the Head of Health, Safety & Fire and Executive Champion, providing specialist advice on policy, legislation and service developments.

The post holder will be responsible for the long-term planning, development and implementation of policies and strategic plans which will impact across the whole of the organisation.

The post holder will be required to work with all the Divisions within the Health Board and also engage with a range of statutory multi-agency partners and the Third Sector.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Detailed job description and main responsibilities

To lead on the development and implementation of complex and detailed planning, business continuity and violence reduction policies and plans across the Health Board.

To develop, implement, review and evaluate strategies, policies and services relating to the violence prevention & reduction.

To work in partnership with senior leaders and other key stakeholders to enable Violence Prevention and Reduction agendas and strategies.

To support initiatives to design out crime associated with a crowded place / soft target environment.

To provide expert advice, guidance and leadership to the Health Board on all planning and delivery of key measures to manage violence prevention & reduction in the workplace, using highly developed specialised knowledge.

To work with a wide range of internal and external stakeholders to clearly understand national, local and organisational drivers and violence reduction and prevention priorities To lead on the development and implementation of the Health Board Violence prevention & reduction Priority Improvement Plan.

To carry out research within the specialism of violence prevention & reduction , implementing and managing projects identified by the Anti-Violence Collaborative (AVC).

To lead/support project teams in the development of new initiatives, projects and programmes to support the violence prevention & reduction within the Health Board.

To develop a programme of risk assessments for all areas within the framework of the Health Board’s risk assessment process to identify strengths and weaknesses that could affect the safety of staff, patients and visitors, the protection of property and assets, and formulate action plans for improvement.

To liaise with service teams in the investigation of incidents relating to violence & aggression, develop and implement specialist action plans for dissemination of learning from incidents, supporting managers through this process, with the ability to prioritise and provide expert guidance and facilitation.

To represent the Health Board at All Wales level in regards to Violence prevention & reduction.

To establish and maintain excellent working relationships with lead clinicians, and other clinical and non-clinical staff at all levels to encourage participation and confidence in ongoing collection, analysis and reporting of high quality data in accordance with local and nationally agreed policies.

To provide specialised advice and post incident support to staff who have been a victim of a violent episode and act as a co-ordinator in terms of initiating a case conference for victims of assault and consider appropriate interventions, sanctions and controls. These incidents can be of a highly distressing nature.

To provide assistance to all staff members within the Health Board dealing with aggressive patients or relatives. High level communication skills are required as these cases can be very hostile.

To make judgements involving highly complex violent cases or situations which require analysis, interpretation and comparison of a range of options.

The ability to analyse sensitive and confidential data, using departmental software, to create reports and initiate training priorities based on results of analysis, using persuasion and specialist expertise to influence negative areas.

To lead on planning and provision of the training programme relating to violence prevention & reduction

To be responsible for ordering equipment and supplies to support the delivery of education programmes.

Authorised signatory for the approval of expenses.

To provide specialist violence prevention & reduction training to staff within high risk areas. This will require moderate physical effort.

To provide strategic leadership and facilitate decision making for the Health Board’s Violence Prevention & Reduction Group.

To lead, direct and supervise the Violence Prevention & Reduction Advisor.

To prepare reports for the Health Board and associated governance groups on violence prevention & reduction policies, strategies and performance.

To have an understanding of the requirements of health and safety legislation, codes of practice and standards to ensure the Health Board meets it legal requirements

To act independently, decisively and effectively, managing own workload.

To deliver timely plans that can be delivered across the Health Board.

To effectively and appropriately deal with criticism, challenging behaviour and situations.

To review own working practices in order to develop more effective ways of working.

To establish and manage networks / project group to create and maintain engagement of stakeholders in current approaches and long and medium-term planning.

Qualifications

Essential criteria
  • Educated to Masters level or equivalent demonstrable knowledge and experience
  • Level 4 Award in Violence Prevention and Reduction for Strategic Specialists or equivalent demonstrable knowledge and experience
  • Evidence of CPD in relation to Violence Prevention and Reduction Leadership or Management Qualification
Desirable criteria
  • Teaching Qualification e.g. Level 3 Award in Education and Training
  • Restrictive Intervention / PMVA / PBM / GSA Training
  • Health and Safety Qualification (NEBOSH General Certificate)
  • Project Management qualification i.e. PRINCE2, AgilePM etc.

Experience

Essential criteria
  • Demonstrable experience of Violence Prevention and Reduction at management level in an organisation of relevant scale and complexity Experience of strategic leadership in working with a range of partner organisations
  • Evidence of leading successful Violence Prevention and Reduction Initiatives
  • A clear understanding of utilising data and data analysis to form projects and improvement plans
  • Experience in the development and delivery of training programmes
  • Substantive experiences of the criminal justice process with enforcement agencies including victim/witness support and attendance in court
  • Experience of delivering audits and inspections
  • Project management resulting in demonstrable outcomes
  • Experience of positive change management within a large and complex organisation
  • Experience of developing, implementing and monitoring strategies and policies
  • Demonstrable success in building, leading, motivating teams and as a highly effective people manager
