Job overview

There has never been a more exciting time to join the Primary Care and Community Division, and as Head of Primary Care you will be pivotal in providing vision, strategic leadership and direction of independent contractor functions to ensure the delivery of innovative patient focused pathways across the Health Board, which maximise the benefits of the specific contracts to meet national and local priorities.

This key role will ensure the effective and efficient delivery of Primary Care Services by providing leadership for service development through contractual management to maximise the contribution to patient care by Independent Contractors, across Health Board.

Main duties of the job

·         Provide vision and leadership for the strategic development of Primary Care independent contractor functions. Lead the development of, and act as advocate for ABUHB strategies 

·         Strategically lead effective working relationships with the independent contractors, Professional Bodies, Llais, and officers from Welsh Government

·         Provide strategic leadership support to the Divisional Director, Deputy Medical Director, Clinical Director of Pharmacy, Dental Director, the Clinical Directors and Professional Advisors for Primary Care, NCN’s, Heads of Service and other senior managers to ensure that all contracts with independent contractors address the Healthcare Standards for Wales and Professional standards. 

·         Engage actively with the National and ABUHB service priorities, and agree with the above stakeholders that these are incorporated into the continuum of service improvement. 

·         Lead on the development of a performance management dashboard system, to incorporate quality and patient safety. 

·         Provide highly specialist advice to the Health Board on all aspects of Primary Care contracting 

·    Professionally, operationally and strategically lead and manage a team comprising of Primary Care Development Managers and Support Officers and work closely with the Divisional Director Primary Care and Community Services

The post holder will be required to participate in the Health Boards on call arrangements

·         Provide vision and leadership for the strategic development of Primary Care independent contractor functions, to ensure the delivery of an innovative, patient focused service across the Health Board, which maximises the benefits of the specific contracts and enhanced services to meet national and local priorities. Lead the development of, and act as advocate for ABUHB strategies for each of the independent contractor professions this may include highly contentious information and challenge and meet with significant barriers to change. 

·         Strategically lead effective working relationships with the independent contractors, Professional Bodies, Llais, and officers from Welsh Government to ensure a collaborative approach, in engaging with a range of key stakeholders, is paramount. 

·         Provide strategic leadership support to the Divisional Director, Deputy Medical Director, Clinical Director of Pharmacy, Dental Director, the Clinical Directors and Professional Advisors for Primary Care, NCN’s, Heads of Service and other senior managers within ABUHB to ensure that all contracts with independent contractors address the Healthcare Standards for Wales and Professional standards. 

·         Engage actively with the National and ABUHB service priorities, and agree with the above stakeholders that these are incorporated into the continuum of service improvement. 

·         Lead on the development of a performance management dashboard system, to incorporate quality and patient safety.

·    Professionally, operationally and strategically lead and manage a team comprising of Primary Care Development Managers and Support Officers and work closely with the Divisional Director Primary Care and Community Services to lead on innovation and effective delivery of the independent contractor functions across ABUHB.

The post holder will be required to participate in the Health Boards on call arrangements

Person specification

Essential criteria
  • Masters Degree or equivalent
  • Extensive experience of working at a senior level in a large complex organisation
  • Ability to interpret complex Primary Care strategy and policy, quickly identifying organisational and political implications, and fit with other ABUHB priorities
  • Politically aware, able to anticipate areas of potential significant resistance or potential areas for collaboration and to develop positive strategies to maximise achievement of key objectives
Desirable criteria
  • Prince or other relevant project or programme management qualification

  • Evidence of continuing professional development
  • Professional or managerial qualification or equivalent experience
Desirable criteria
  • Ability to work flexibly travelling locally and nationally and able to attend meetings, occasionally out of normal working hours
