NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.

The organisation is part of the Norfolk and Waveney Integrated Care System. A system dedicated to working with partners in local government, the voluntary sector and others and helping the NHS to support broader social and economic development and to tackle inequalities in health outcomes.

Our main offices are based at 8th Floor of Norfolk County Hall, Martineau Lane, Norwich, NR1 2UE however we have a local office for the East of the region based in Beccles and another in the West of the region based in King’s Lynn, therefore travel across the Norfolk and Waveney footprint as well as out of county is required according to where our stakeholders are situated.

It is said that in today’s modern world data is a richer resource than oil.

As Healthcare becomes more complex, there is an ever growing need to understand and interpret large data sets to provide insight and support decision makers, ensuring we serve our communities in the most efficient and effective way. Businesses thrive by making the best use of their data, and the Norfolk and Waveney Integrated Care Board are no exception to this.

The Business Intelligence team is at the forefront of this. You will work with your colleagues to drive our analytical capabilities to supporting population Health Management as well as performance and demand reporting to all business areas.

At the heart of this strategy is the development of an Azure Data Lake and structured Data Warehouse. The Business Analyst will support our data engineering and analytical teams to clearly define use cases, operational processes and data specifications  and reporting requirements.

The post holder will be responsible for...

  • Supporting the development of detailed Use Cases for the ICS Azure Data Lake.
  • Ensuring all BI analytics products, both reports and data schema, are designed and developed in accordance with specifications describing customer and internal requirements by translating these into well-defined requirements for development and production.
  • Prioritising features and components and ensuring they are useful; usable and answer the problem statement defined by the customer.
  • The development of full and complete specifications and detailed use cases and will support UAT testing of products developed and delivered by the wider team.
  • Maintaining high levels of quality through management of an assurance process working closely with other members of the team, and the wider ICB Business Intelligence team.
  • Leading, managing and provide expert advice and support to the teams including setting and prioritising work plans and objectives making best use of available resources and embedding quality throughout the service.

You will be working in a small centralised team supporting the Integrated care Board (ICB) but with close collaboration with all our Health and social care partners across Norfolk and Suffolk.

The work is varied, dynamic and interesting, with an excellent team environment. The team now largely work from home with occasional requirements to attend the office, but agile working is available. There are flexible working opportunities.

Project Management

  •  Responsible for the operational delivery of assigned analytical products.
  • Contribute to performance management, identifying areas for improvement, identifying resolutions to any issues that may arise during product development.
  • Provide co-ordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested.
  • Working collaboratively with testing to ensure all reporting solutions are built to a high standard and create system documentation and user manuals.
  • To provide relevant and timely specialist complex advice and guidance to support projects where cooperation will be required and there may be significant barriers to understanding.
  • Identify and support customers understanding of analytics products and maintain an appropriately prioritised backlog for implementation.
  • Work closely with the product owner/management, senior management and the wider Data team on analytical product development.
  • Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions, taking the lead where appropriate.
  • Management of a risk and issues tracking mechanism and its proactive resolution and escalation process.

Financial and Physical Resources

  • The post holder will be required to contribute to the evaluation of the cost of delivering analytical products
  • To provide oversight and monitoring of all aspects of delegated team budgets.
  • Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
  • Evaluation of projects/functions with identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis.

Staff Management

  • To provide effective leadership, training, support, generate enthusiasm and motivation in the team members to ensure that they are appropriately empowered to carry out the responsibilities of their role.
  • Supervise staff, undertaking appraisals, recruitment including progressing any disciplinary or capability issues, as necessary.

Information Management

  • Develop, score and define backlog items that guide the team in analytical product enhancement or development.
  • Solve service-related problems, provide assurance, and make decisions to ensure business deliverable commitments.
  • Ensure the team have the information they need to support delivery of analytics solutions.
  • To feed into future planning of analytics solutions for customers to ensure that developments are not considered without due considerations taking place.
  • Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
  • Ensure timely and accurate information analysis and reporting to management on agreed areas of work.

 Research and Development

  • To interact with customers, data services and information analysts to ensure products are properly implemented.
  • To evaluate new products and technologies and consider their usage as solutions within the work program.
  • To read and understand complex material so that these can be further developed into specifications for information analysts.
  • Contribute to the development of key performance indicators for the successful assessment of individual and workstream success.
  • Increase an understanding of Agile practices, Lean, new technologies opportunities and other new trends.

Planning and Organisation

  • To develop analytics specifications with customers that lead to the development of new analytical product or enhance existing products.
  • Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments where necessary.
  • Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes.
  • Contribute to short, medium and long-term business plans, achieving quality outcomes.
  • To work autonomously, guided by national policy regulations or guidance to advise customers on the interpretation and impact of policies and initiatives.

Policy and Service Development

  • To continually strive to improve the effectiveness, performance, ease of access and understanding of existing analytics products, incorporating a mix of leading edge and legacy product.
  • Develop policies and procedures in the Team with an impact on the wider organisation, as required.
