Job overview

The ICB Primary Care Finance team is looking for an individual to join our successful finance team due to internal promotion.

This role will be involved with Primary Care finance, and specifically the areas of Primary Dentistry, but also involved with general practice.

Main duties of the job

The post holder is a key member of the Primary Team. The main aims of the post are to provide support to ensure the successful delivery of the Primary Care finance team objectives.

Involvement with the management accounting within Primary Care, most specifically within the newly delegated areas of Dentistry.

Ensure robust financial management systems are in place to support the proactive contract management of primary care providers (GP's & Dentists).

Ensure payments are prepared, validated and delivered to the requirements of the Primary Care contracts, through use of bespoke systems and liaison with external NHS organisation such as PCSE, NHSBS.

Play a full part in the month end financial reporting process, through supporting finance leads and others to deliver to the month end timetable.  During the year end play a full part to ensure delivery of the timetable and complete with all external audit requests.

 

Working for our organisation

The Primary Care Finance team, work to support the delivery of Primary Care services within Norfolk and Waveney.  There are currently 9 members of the team focussing on Prescribing, Locally Commissioned Service, GP IT, delegated primary care and DOP. 

 

Detailed job description and main responsibilities

·       Support the Primary Care Finance Team to ensure that the portfolio of tasks/projects is planned, managed and delivered effectively.

·       Support and inform the targeting of resources, monitoring, implementation and evaluation of the tasks/projects by providing high quality support including complex information and analysis, communications and stakeholder management.

·       Ensure accurate and open communication and co-ordination with a range of organisations and individuals, researching and drafting correspondence and papers and ensuring the management of specific tasks, lead reporting and analysis across a range of specialties, functions and projects.

·       Be a key member of the team as well as supporting effective communication and stakeholder management, both internally and externally.

·       Ensuring robust financial management systems are in place to support proactive contract performance monitoring that enable activity and financial variances and trends to be monitored.

·       The job description and person specification are an outline of the tasks, responsibilities and outcomes required of the role.  The job holder will carry out any other duties as may reasonably be required by their line manager. 

·       Provide high quality project, service, initiative and administrative support including information and analysis.

·       Ability to work on own initiative and organise own workload with minimal supervision working to tight and often changing timescales.

 

The post holder may be required to work at home or any establishment at any time throughout the duration of his/her contract, normally within the location of the Cluster or Sector, or as set out under the terms of his/her contract. 

Person specification

Knowledge

Essential criteria
  • Educated to degree level in relevant subject or AAT qualified, or part-CCRB Qualified
  • Knowledge of financial procedures, financial management and significant information analysis.
  • Significant experience with use of Excel and Databases
Desirable criteria
  • Knowledge and experience of supporting projects and project principles
  • Previously worked in similar position
  • Experience of contract negotiations and monitoring with NHS and Non-NHS providers.
