NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.

The organisation is part of the Norfolk and Waveney Integrated Care System. A system dedicated to working with partners in local government, the voluntary sector and others and helping the NHS to support broader social and economic development and to tackle inequalities in health outcomes.

Our main offices are based at 8th Floor of Norfolk County Hall, Martineau Lane, Norwich, NR1 2UE however we have a local office for the East of the region based in Beccles and another in the West of the region based in King’s Lynn, therefore travel across the Norfolk and Waveney footprint as well as out of county is required according to where our stakeholders are situated.

An exciting opportunity has arisen for a CHC Finance Officer within NHS Norfolk and Waveney Integrated Care Board (ICB).

We are looking for a motivated and enthusiastic individual to join our Continuing Healthcare Finance team; who is confident to engage with various stakeholders with an aim to deliver an excellent service.

About you:

The post holder is expected to have previous experience of a similar Accounts Payable role, have a good understanding of the process involved in paying providers and liaising with various stakeholders, with a keen eye for detail. Strong analytical skills, confident communicator, adaptability and resourcefulness are essential qualities.

In addition, experience of understanding patient confidentiality, working to tight deadlines, meeting targets and the ability to build strong working relationship are also essential requirements.

This role is responsible for managing the entry process for Clinical and Service Agreements (CASAs) onto the dedicated patient system for all new Continuing Healthcare packages for patients. The CHC Finance Officer ensures that that the appropriate authorisations from the clinical team. In addition to this the successful candidate will also be involved in the processing of invoices and liaising with providers for any account queries that arise.

Due to the interpretative nature of the role and the requirement to write policies and inform developing practice, the post holder will be required to concentrate to a high degree. An ability to pro-actively and spontaneously respond to issues as they arise is also required.

The post holder may be required to work at any establishment at any time throughout the duration of their contract, normally within the location of the Cluster or Sector, or as set out under the terms of their contract.

  • Work as part of a team using a documented process for processing, reconciling and authorising invoices against the data recorded in the dedicated patient system and finance ledger
  • The post holder will undertake reporting and analysis of information to support delivery 
  • Demonstrate a keen eye for detail which is essential before reconciling the invoices against patient records
  • Ensure data entry accuracy is of a high standard when processing and checking entries into patient records and finance ledger
  • Provide administration support throughout all enquiries for both internal colleagues and external providers
  • Able to work using own initiative when unsupervised, within defined policies and procedures to set timescales
  • Assist in the administration of the department’s documentation, including invoices and financial returns

  • Educated to NVQ 3 level in a relevant subject or equivalent level of qualification or significant equivalent previous proven experience
  • Demonstrable experience in dealing with the public and dealing with sensitive and confidential information
  • Intermediate knowledge of IT systems and software programmes such as Outlook, Word, Excel, Powerpoint and Access
  • Understanding of Confidentiality and Data Protection Act
  • Knowledge of NHS issues
