Job overview

To provide contracting and collaborative leadership for effective, high quality, affordable services that deliver improved outcomes for those with mental ill-health across the geographies that NSFT serves on behalf of the Trust

 

To provide expertise and leadership to support the development of improvement metrics associated with improved collaborative outcomes, for example CQUIN development, ensuring appropriate processes within the Trust and with collaborative partners to deliver 

 

The post holder is responsible for managing the Trust’s contracts, and ensuring that appropriate processes, controls and systems are in place to meet the Trust’s statutory and contractual obligations and comply with national guidance and best practice.

 

Working with colleagues, to provide insight and leadership to innovate and develop the contractual and collaborative mechanisms that underpin the Trust’s partnerships

Main duties of the job

 

       Develop relationships with all the key players in the local health economy and understand their perspective and expectations of the mental health commissioning agenda.

 

       Leads on communication of contractual planning information for the Trust, working alongside Chief Operating Officer, Deputy and Chief Finance Officer, and colleagues within the Trust in their associated teams to represent NSFT in formal and informal partnership meetings, boards, committees and forums, and ensure that attendees are well-briefed on all relevant contracting matters and are engaged in strategic decision making in their relevant areas.

 

       To lead the identification of opportunities for improving the contracting/ commissioning processes both at a strategic level and a day to day operational level.

 

       Undertake analysis of complex performance data and assess performance against standards and contracts. Provide advice in the setting of appropriate local targets and outcome measures related to mental health/wellbeing and ensure where appropriate these are then applied to subcontracts.

 

       Support service leaders with information review and service redesign at a locality level ensuring that each locality is represented at discussions and issues are raised with national KPIs that are impacting on service delivery.

Detailed job description and main responsibilities

The post holder will be required to work in conjunction with:

       Public health services in both Norfolk and Suffolk

       Commissioning support services

       Colleagues at all levels across NSFT

       Acute hospital commissioners and managers

       Peers and equivalents in neighbouring ICBs/ICSs

       Partner organisations

       Subcontractors to NSFT for health services

       Other agencies from time to time.

 

To ensure that all the requirements within the contracts held by the Trust for delivery of data and information are met, within required formats, to agreed standards and timescales and adhering to legislation, policies and procedures for data handling and confidentiality.

 

       To undertake analysis and interpretation of data and information as required as part of delivering on specified projects for the Trust, including the presentation of the findings and recommendations to the appropriate audiences.

 

       Facilitate others to access and interpret required knowledge and information to create business plans, design responses to tenders or to develop specification and tender processes to procure services or equipment.

 

Although patient contact in a clinical context is incidental, the post holder is accountable for ensuring that patients and their carers or representatives have been appropriately consulted and are considered as part of the contract process.

 

 To lead on gathering and synthesis of learning and sharing expertise in relation to changes in Commissioning approaches and the development of new contractual and collaborative arrangements. For example ICS, Collaborative, Alliance and other partnering working.

 

You are expected to be flexible in the duties you carry out and the Trust reserves the right to vary your duties from time to time in line with service needs and as commensurate with your Pay Band. You may, therefore, be required, during the course of your employment, to work in a different location and/or to carry out alternative duties consistent with your status, role, knowledge and experience, taking account of any professional registration and/or qualification requirements, and which are commensurate with your Pay Band; this may include a temporary or longer term transfer to work within a different Locality or Service. Arrangements under your Terms and Conditions of Service and Trust policies will apply.
