Contracts Manager

An exciting opportunity has arisen for a Contracts Manager to support the Senior Contracts Manager and Head of Contracting and Collaboration to deliver continual improvement against clinical contracts for mental health and learning disability services across Norfolk and Suffolk.

You will be part of a dynamic contracts team supporting the achievement of high quality services at a time of change within Norfolk and Suffolk Foundation Trust and the Norfolk and Suffolk Integrated Care Systems.

Main duties of the job

As the post holder you will provide management support to the Senior Contracts Manager, the Directors & clinical leads of Care Groups & the Chief Finance Officer on contracts across Norfolk & Suffolk. You will support the contract discussions with health & social care & County Councils in the region & work closely with mental health commissioners on service performance matters. You will work with Care Groups to enable service redesign programmes to support service & quality improvements. You will have experience of legal contracts & reviewing schedules for performance & finance. You will be able to give legal advice & guidance & be aware of national health care policies and procurement regulations. 

To be successful in this exciting role you will have passion & energy with an inspiring style. You will have well developed influencing skills & a good understanding of the context the NHS operates in, including national policy & plans. You will have a track record of working in partnership with others, adopting a solution-focused approach to deliver challenging deadlines & complex, multiple pieces of work.

Our team is agile & works hybrid; we can be flexible on remote/office working & although this is a full-time position, we are happy to discuss working hours. Although the role is largely remote working, the post holder will be able to work from our Suffolk or Norfolk base & will be expected to work flexibly across Norfolk & Suffolk to support the Trust contracts.

Qualifications

Essential criteria
  • Masters degree or equivalent; CCAB, CIMA or equivalent professional qualification (including relevant overseas qualification), or equivalent experience.

Experience

Essential criteria
  • Experience of working in a role with a contracts/ commissioning or management function
  • Extensive experience of drafting and finalising contracts with multiple stakeholders.
  • Experience of representing an organisation within local or regional arenas.
  • Experience of presenting complex information to a wide range of staff and stakeholders
  • Experience of working under pressure
Desirable criteria
  • NHS management. Holding a previous post as a leader
  • Extensive technical knowledge of healthcare contracts including drafting, negotiating and overseeing contract development
  • Experience of mental health or community contracts

Skills

Essential criteria
  • Exceptional interpersonal and communication skills. Both hard and soft.
  • Ability to work at an advanced level with Excel.
  • Ability to interpret data into meaningful information to draft action plans.
  • Financial management and negotiating skills.
  • Proven ability to achieve targets and objectives within pressured deadlines

Knowledge

Essential criteria
  • Contracting, law and how it applies to the commissioning of services
  • Highly developed specialist knowledge, underpinned by theory and experience Knowledge of health service management, including change management and workforce re-design, acquired through training and experience to Masters’ level equivalent
Desirable criteria
  • NHS contracting and commissioning approaches.
