Job overview

Working as a triumvirate with the Operational Director (OD) and Associate Director of Nursing (ADoN) and based upon the trust’s overall strategic vision and accountability framework, the Consultant in Public Health Clinical Director will drive the directorate strategy and oversee sound systems of governance and performance. The leadership of the directorate involves partnership working and shared responsibility between the OD, CD/PHC and ADoN 

The Consultant in Public Health Clinical Director will lead the Directorate through the core HDFT KITE values:  Kindness,  Integrity, Teamwork  & Equality.

Working as part of a Triumvirate this senior leader role will be responsible for providing the necessary strategic direction, clinical leadership and vision, to enable the Directorate to meet its objectives as set out in the corporate strategy and will have a prime role in the provision and development of services.

The Community and Children’s Directorate provide 0-19 services for approximately 9 local authority areas. This role will be key to ensuring the service is set up to ensure every contact is delivered in a way to maximise health improvement opportunities and reduce inequalities in health outcomes. 

The post holder must be qualified as a public health specialist and be on the GMC, GDC or UKPHR specialist register.  

Main duties of the job

To provide strategic direction for the development of clinical services and to enable the delivery of services within the Directorate and networking with Clinical Directors in other Directorates to deliver appropriate high quality patient pathways across HDFT, in the most efficient patient-centred way. 

To provide specialist public health, clinical governance, quality improvement and patient safety advice to the Trust and Community and Children’s Boards and staff for 0-19 Children’s Services as well as the other adult and children’s community services and acute hospital based services within the Directorate.  

Provide leadership on the public health implications of service planning and identify the appropriate public health support required locally and prioritise actions accordingly. They will act as the Public Health adviser to the HDFT Executives.  To deliver an agreed business plan which incorporates appropriate quality and efficiency targets and supports the overarching strategy of the Directorate for 0-19 Services.  

Lead the directorate to ensure all contacts in the 0-19 service maximise health improvement opportunities and reduce inequalities in health outcomes.

Harrogate and District NHS Foundation Trust (HDFT) was founded under the Health and Social Care (Community Health and Standards) Act 2003 and authorised as an NHS Foundation Trust from 1 January 2005.  

In addition, the Trust provides some community services across North Yorkshire (with a population of 621,000 people) and provides Children’s and Young People’s Public Health Services between birth and 19 (or in some cases 25) years of age in North Yorkshire, County Durham, Darlington, Middlesbrough, Stockton-On-Tees, Sunderland, Gateshead, Northumberland and Wakefield.  

HDFT is proud to be the largest provider of Children’s and Young People’s Public Health Services (also known as 0-19 or 0-25 services) in England These are universal services which are delivered by multi-disciplinary teams led by Specialist Children’s Public Health Nurses, both as Health Visitors (for children up to 5 years old) and School Nurses (for children from 5 years old) 

We work closely with other trusts, local authorities and other organisations to be a strong partner. We are part of the local governance and system working for children’s services and we tailor our services to the strengths and challenges of the local population Many of these services are now delivered through partnership agreements with local authorities and this is a strategy we are keen to replicate in other areas because it enables long term investment and development of the services.

  • Degree in relevant subject or equivalent experience

  • Masters degree in relevant subject or equivalent experience

Experience

Essential criteria
  • Minimum period of 2 years as a Senior Clinician
  • Recent experience of working in a project management or leadership role.
  • Significant local contribution to the modernisation of services and improvement.
  • Awareness, knowledge and understanding of the NHS and local modernisation agenda.
Desirable criteria
  • Experience of line managing staff.
  • Experience of developing and implementing strategy.
