Job overview

Northamptonshire Integrated Care Body (ICB) is looking for an enthusiastic and innovative individual  with extensive experience of commissioning and wider system transformation to lead on the Children and Young People’s (CYP portfolio.

The Head of Children and Young People’s Transformation will support the  Director of Integration to develop the overall strategic programme and take a lead role in the implementation of new models of care.

The ability to influence, develop positive and productive relationships and lead and inspire a team  are critical to this role.   Improving outcomes for CYP is a key priority for  the ICB and as such the post holder will be required to provide formal assurance on progress achieved against  key national and local deliverables for children and young people in Northamptonshire.    

Main duties of the job

This role will oversee the commissioning, planning and service redesign of CYP services  across the healthcare system.  In addition the post holder will be responsible for the delivery and performance of services across all the programme areas ensuring the portfolio is governed effectively and successfully delivers the ICB children and young people’s vision and strategy.

Co-production and engagement with local children, young people and their families will be central to this, to ensure high standards of delivery and achievement of the NHS Long Term Plan aspirations.

The post holder will also be central to achieving the vision and ambitions set out within the Integrated Care Partnership's CYP Transformation programme

We will listen to our communities and ensure their voices are heard as we continue to develop the activity set out in our plan over the five-year plan period.

The successful applicant will be a part of the ICB Chief Operating Officer's (COO) portfolio and will report directly to the Director of Integration.

 

Detailed job description and main responsibilities

  • Undertake a leadership role within the ICB  to develop collaborative working to ensure system integration for Children and Young People. 
  • Support the development and implementation of a CYP delivery plan for the ICB working with system leads and partner organisations to develop the overall CYP system strategic plan.
  • Lead and manage the overall development, transformation and delivery of the ICB’s Children and Young People’s commissioning programme:0-25 years.
  • Ensure the CYP strategy is formulated, understood and delivered using all available resources efficiently and effectively with appropriate systems and processes in place. 
  • Lead on strategic system wide initiatives through engaging with key stakeholders to respond to the needs identified by families, children and young people at local and regional level. 
  • Proactively lead in managing key risks and issues associated with the delivery of the CYP Transformation Programme, ensuring appropriate actions are taken as required. 
  • Lead on the development and delivery of improvements for CYP through other transformation programme areas, including planned and elective care, primary care, urgent care

Your Qualifications

Essential criteria
  • Educated to Master’s level or equivalent level of experience of working at a senior level in specialist area.
  • Evidence of post qualifying and continuing professional development.

Your skills and abilities

  • Evidences the ability to plan and organise a broad range of complex activities, formulating and adjusting plans to reflect changing circumstances.
  • The ability to receive highly complex, sensitive, and contentious information, negotiating with senior stakeholders on difficult and controversial issues and presenting complex and sensitive information to large and influential groups.
  • The ability to effectively communicate with internal staff and external agencies to ensure compliance with performance targets and strategic objectives

Your knowledge and understanding

  • Significant experience in commissioning NHS services as well as leading and implementing large scale transformational change.
  • Experience of leading the co-production of strategies and plans with a range of stakeholders
  • Demonstrable history of managing and leading teams as a senior manager in the NHS.
  • Developing business cases and presenting complex issues to committee, boards, senior management teams and a range of stakeholders.
