You will lead and manage programmes within the children and young people’s system transformation, ensuring the delivery of high-quality, cost-effective services. Your role includes collaborating with stakeholders to support service change implementation and transforming care pathways. Additionally, you will optimise resources through financial and activity modelling and monitoring.

Main duties of the job

The role supports the business in driving transformation for children and young people services as well as value for money in planning, commissioning and service development.

 

The role is designed to build a combination of subject matter expertise and technical skills to develop strong service delivery.

 

This role is responsible for setting up, management and delivery of projects within the organisations and the wider ICS transformation programmes.

 

The post holder will be the commissioning lead for designated areas of children’s commissioning.

 

The post holder will work closely with the Local Authorities, community service providers, secondary care providers, NHS England and other health and social care providers/commissioners to support implementation of service change.

 

The role will ensure optimum use of resources, including financial and activity modelling and monitoring.

Knowledge, Training and Experience

Essential criteria
  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Evidence of post qualifying and continuing professional development
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
  • Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations, including the role of Place
  • Experience of working in a commissioning environment
Desirable criteria
  • Experience of working in community commissioning or provision

  • Must be able to prioritise own work effectively and be able to direct activities of others.
  • Experience of managing and motivating a team and reviewing performance of the individuals.

Autonomy Freedom to Act

Essential criteria
  • Must be able to use initiative to decide relevant actions and make recommendations to Sponsor/ Manager, with the aim of improving deliverables and compliance to policies
  • Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales
  • Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)

Physical Skills

Essential criteria
  • Working knowledge of Microsoft Office with intermediate keyboard skills.
