Are you a highly motivated and skilled individual looking for an exciting Service Transformation Project Support Officer opportunity to support and lead transformation and commissioning projects?

We are looking for a dynamic, innovative and motivated individual to join the Children's Commissioning and Transformation Team to support development of services for children and young people  across Nottingham and Nottinghamshire Integrated Care System.  The ideal candidate will be organised, flexible and operate with a can-do attitude to support the team with the management of a range of projects including lead on small projects, gathering information and undertaking enquires as and when is necessary for work stream leads and the Transformation Programme and Project Managers.  This will involve working with key stakeholders to design, plan, manage and deliver the project on time and to agreed goals, objectives, resources, milestones, and measures of success which deliver significant and sustained change/service transformation. To develop and maintain key reporting documents and project documentation including (but not limited to) project plans, issue logs and risk registers and escalate issues and risks as appropriate and to act as a first point of contact and reference for the team in relation to queries and information dealing with and responding effectively to queries from stakeholders and passing on relevant information to appropriate colleagues and organisations



Main duties of the job

  • To contribute to the overall strategic planning and commissioning of safe, high quality, responsive services that deliver improvements in health services, address inequalities and improve outcomes of children and young people within the resources available.
  • Assist with the development and maintenance of effective partnership working with the Children’s Integrated Commissioning Hub hosted by Nottinghamshire County Council to ensure coordination, alignment and operation as a single virtual commissioning team.
  • Ensure public and patient involvement, including existing patients, is embedded as appropriate within all stages of service redesign.
  • To support the review of services and development of intelligence to help identify improvement opportunities.
  • To assist with the development of service specifications and subsequent monitoring requirements which enable evidencing delivery of necessary outcomes.
  • Manage appropriate projects with the support of the Senior Children’s Commissioning and Transformation Manager and Deputy Head of Children’s Commissioning.
  • Support the development of service transformation that contributes towards the delivery of the annual business plan and the QIPP agenda.
  • Be responsible for supporting regular service reviews and creating/maintaining effective relationships with providers.
  • To receive and analyse service data, assessing performance against qualitative and quantitative measures.

Detailed job description and main responsibilities

  • The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders.
  • Participate in relevant internal and external working groups/projects, services, and initiatives to provide, information and analytical advice to strategic leads.
  • Work with members of the Team to develop and implement project data collection systems that will provide accurate and timely data.
  • Communicate information and issues, including briefings and reports, to job manager, strategic lead/ strategic manager as appropriate.
  1. Functional Responsibilities

4.1 Project Management

  • Undertake information/project analysis as agreed with job lead.
  • Contribute to effective information management within the team.
  • Participate in relevant internal and external working groups/projects to provide information/analyst advice and support and to maintain data collection systems for its effective use by the team.
  • Analyse and report on data and monitor the processing of data and information.
  • Provides information to project lead on project and statistical information matters.

4.2 Financial and Physical Resources

  • Support and inform the requirement and targeting of resources, monitoring, implementing and evaluating jobs and delivery of financial recovery/savings plans by providing high quality information and analysis.
  • Contribute to the financial delivery of the agreed portfolio ensuring it is delivered on time.

4.3 Staff Management

  • Provide training, advice and support on own area of responsibility.
  • Support training and induction of new and existing staff.
  • Supervises team on their day to day activities
  • Participate in the recruitment process of support staff

4.4 Information Management.

  • Carry out timely and accurate information analysis and reporting on agreed areas of portfolio and present findings in an agreed manner.
  • Develop and maintain databases required by job.
  • Maintain administrative and information resources.

4.5 Research and Development:

  • Undertake auditing of projects, services, initiatives.
  • Carry out web based and publications research.
  • Actively supports and contributes to the development of key performance indicators for the successful assessment of performance.

5.1 Planning and Organisation:

  • Support implementation of project, service, initiative through timely and relevant information analysis and administrative support, in accordance with the agreed priorities of the Team.
  • Deliver against agreed objectives, achieving quality outcomes.
  • Organise meetings or events and assist in the diary management requirements of individuals in connection with portfolio of work.

5.2 Policy and Service Development:

  • Propose changes to own project, service, initiative work, informing policy and making recommendations for more effective delivery.
  • Contribute to the review and development of existing project information management systems and contribute to the development of an integrated approach to project management.

Person specification

Knowledge, Training and Experience

Essential criteria
  • Educated to degree level in relevant subject or equivalent level of experience of working at a similar level in health, care or education
  • Knowledge of administrative procedures, project management or information analysis
  • Knowledge of children’s health, care and education services
Desirable criteria
  • Basic knowledge of project principles
  • Previously worked in similar position within the public sector
  • ECDL or equivalent

Communication skills

Essential criteria
  • Skills for communication on complex information and administrative matters, requiring developed interpersonal and oral/ written communication skills
