Job overview
We are looking for an experienced and motivated individual who has a keen interest in ICT service management.
As the ICT Service Manager, you, together with your team will be at the heart of our ICT Operations department driving essential business administration and core ITIL processes. You will be a key member of the ICTOps leadership team, and influential in shaping the delivery of ICT services across the organisation.
You will be responsible for leading a service team of 4 whose key focus is on demand management, change & problem management, contract management and supplier relations.
You will be part of a spirited ICT support function that supports both on-premise and cloud-based services. Your main goal will be to ensure that ICT services are efficient, reliable, and aligned with the evolving needs of the NHS.
Main duties of the job

Collaborate closely with specialist technical teams within ICTOps to ensure we are delivering against service level agreements and KPIs and ensure our outward service into the organisation is the very best it can be.

Monitor and report on service performance, identifying areas for improvement.

Maintain responsiveness, and flexibility to the changing needs of the Trust balancing these against the need to remain cost effective.

Actively seek opportunities to innovate and enhance existing processes and system.

Work closely with various departments to ensure that IT services are meeting user needs and expectation.

Manage the ICT Support service delivery function with a customer-centric approach and focus service availability and performance.

Responsible for operational leadership in managing ICT contracts and licensing for both hardware & software.

Responsible for coordination of project and/or significant business as usual work demands coming into the department.

Detailed job description and main responsibilities
The ICT Service Management (ICTSM) team operates as part of the Technology Services function within the Digital, Data and Technology Services (DDTS) directorate. This is a new service team you therefore have the opportunity develop it from scratch.
The ICTSM team has responsibility for the ITIL (Information Technology Infrastructure Library) function of ICTOps aligning ICT processes, procedures and tasks with the changing business needs and priorities
You will therefore work with a primarily focus on service delivery including:
To be autonomous and responsible for providing proactive specialist advice, development, and management of all service delivery responsibilities.
To coordinate specialist teams to ensure that all ICT services and support functions remain responsive to customer needs.
To ensure that the service catalogue and wider ICT service operations knowledge library are maintained.
Ensure that all technical change is communicated and managed, with appropriate governance.
Ensure that a programme of continual service improvement is put in place across the wider ICT Operations service delivery function.
Ensure all Technology Services related contracts are efficiently managed and cost efficiencies are realised.
Define and manage Service Level Agreements and Operational Level Agreements.
Utilise highly developed specialist knowledge of the following ITIL best practices Incident Management, Problem Management, Change Control, Configuration management, Reporting management, Service Request Management, Asset & Configuration Management.
Inform and advise on all software licenses and support contracts used across the Trust.
Work with Project Managers and Programme Managers on projects as directed by line management.
Takes responsibility for coordination of non-project activities such as on-boarding and off boarding of Trust’s services providing effective team leadership, including information flow to and from the customer during such work.
Developing and implementing quality plans and operating procedures. Monitoring the effectiveness of ICT processes and ensures that appropriate recommendations for change are made.
Plan and implement new practices that ensure sustainability matters are appropriately addressed in specification, design and operation of systems and services.
Work with peers, establishing practices for the disposal of ICT materials throughout the Trust. Enforcing standards for the conformance of components and services to efficient use of energy and materials.
Line management of allocated resource; supervisions, appraisals, annual leave and sickness management, work coordination recruitment and personnel issue.
A full UK driving license and vehicle for business use is required for this post; however reasonable adjustments will be made for disabled individuals in line with the Equality Act 2010

Qualifications - Academic / Craft / Professional
Essential criteria
- Educated to a degree level in a technical or computer science related subject or equivalent, or substantial equivalent work experience in an enterprise environment
- Service / project management qualification e.g. ITIL, Microsoft certifications, or equivalent; MSP, PRINCE2 or similar
Desirable criteria
- Qualification/training or demonstrable, significant experience in ITILv3 or above
Experience
Essential criteria
- Significant experience in service desk operations, solutions, workflows and performance management
- Significant experience in managing ICT service delivery in an enterprise environment
- Experience of managing technical teams
Desirable criteria
- Experience of staff leadership and workload planning
- Demonstrate experience of creating and maintain secure configuration and accurate information, controlling ICT assets, verifying the location and state of assets
- Experience working in enterprise ICT environments, ideally within the healthcare sector

- Maintain awareness of technology trends and best practice within the technology sector with attention to how that may be applied to health care setting.
