Job overview

The post holder will take a strategic and professional lead in several areas on all aspects of the ambulance service contribution and function to safeguard children, adults and the wider public including the legal frameworks regarding liberty protection safeguards, PREVENT, learning disabilities and sexual safety. 

Main duties of the job

In undertaking these responsibilities and functions the post holder will, ensure the trust is compliant with the relevant legislation and will report directly to the executive lead for safeguarding, to meet the requirements identified in legislation, Children Act 1989 and Children Act 2004, Care Act 2014, , Domestic Abuse Act 2021 and Serious Crime Act 2015, Mental Capacity (Amended) Act 2019, Counter Terrorism Act 2015 and Health and Care Act 2022 and the statutory guidance for and on behalf of South Central Ambulance Service. 

Based within the Clinical Directorate, the post-holder is the Trust strategic lead for, Safeguarding, Prevent, Learning Disabilities and vulnerabilities.

About Us

South Central Ambulance Service NHS Foundation Trust provides a range of emergency, urgent care and non-emergency healthcare services, along with commercial logistics services.

The Trust delivers most of these services to the populations of Berkshire, Buckinghamshire, Hampshire and Oxfordshire as well as non-emergency patient transport services in Sussex.

Detailed job description and main responsibilities

  • Chairs the safeguarding allegations against staff panel, ensuring completion of risk assessments and recommendations in relation to staff and patient safety.
  •   Monitors and reports on progress of investigations, ensuring and advising the Trust to ensure it meets it statutory duties in relation to safer recruitment and reporting to professional bodies, DBS and statutory partners.
  • Provides highly specialised subject matter expert advice to chairs of disciplinary panels and appeals as required.
  •  Provides robust leadership and takes accountability for developing comprehensive safeguarding assurance systems, processes via safeguarding frameworks, reporting, monitoring processes relating to all Trust safeguarding services. Ensuring the delivery of quality safeguarding governance, assurance and regulatory standards are maintained to the agreed level throughout the whole Service.
  •  The post holder will be responsible and accountable for developing the long-term safeguarding strategy across the whole Trust. Developing other interim strategies and an annual work plan to meet strategic aims. This is achieved through analysis legislation and guidance and considering implications for the Trust and drawing up proposals to ensure the trust is complaint with best practice in protecting patients and meeting it legislative duties in relation to safeguarding.
  • Continually interpret overall health service policy, strategy and legal requirements and case law in relation to the multiple areas of safeguarding and establish goals and standards to meet national strategies. The post holder will also influence other ambulance trusts in this area.
  • Act with minimal guidance considering information sets goals and standards for trust wide compliance.
  • Responsible for the management of safeguarding, prevent, learning disability and sexual safety teaching and multi-disciplinary training across the Trust

Qualifications and Training

Essential criteria
  • Registered Paramedic, Nurse or relevant professional registration
  • Master’s Degree or equivalent level of safeguarding experience
  • Extensive theoretical knowledge including attendance at modular training at strategic level
  • Significant and extensive experience of working at a similar level across multiple areas in safeguarding / public protection as well as PREVENT and Learning Disabilities
  • Significant experience of multi-agency working at a senior level
  • Specialised knowledge of safeguarding acquired through significant experience
  • Experience of preparing and writing Board level reports and presentations
  • Significant experience of line management, including direct or indirect line management of a whole service area
  • Significant experience of sound budget management with responsibility for budgets
  • Provide expert advice, specialist supervision, coaching or support, for senior staff and managers involved in complex situations, assessment and management of risk and legal proceedings. Including safeguarding allegations against staff and sexual safety concerns
  • Advanced knowledge of safeguarding issues, policy and practice, including current issues
Desirable criteria
  • Compliant at Level 5 training competence for safeguarding
  • Ability to demonstrate sound leadership skills in complex and difficult situations and to lead and motivate a multi-disciplinary team
  • Experience in managing the safeguarding education agenda
  • Detailed knowledge of the working of safeguarding networks within the South-Central Ambulance Service area.
