Resilience Manager (Partnerships)

Job overview

An exciting opportunity has arisen to join the SCAS EPRR Team as the Resilience manager for partnerships, the role will manage the appropriate plans and processes are to ensure that the response from SCAS to a Major or Critical Incident is robust and appropriate and compliments the response from other partner agencies. The Resilience Manager will also be a key player in ensuring the Business continuity Plans that have a reliance of affect our partners are robust and will work in partnership with the Business Continuity and Assurance Manager to ensure that in the event of a Business Continuity Incident, staff have been appropriately trained, equipped and have the plans and processes in place to maintain the agreed levels of service.

In-conjunction with the other departments, develop and implement specialist training programs, information and awareness sessions as appropriate for all emergency preparedness activities.

The Resilience Manger (Partnerships) will be a subject matter advisor on multi agency plans and once trained may be asked to participate in the On Call NILO rota. The Resilience Manager partnerships must have a detailed knowledge of systems and processes in the Local resilience Forums and Local Health Resilience partnerships.

Main duties of the job

 Ensure plans are maintained in line with the planning cycle and in mine with multi agency and national guidance. Conduct training sessions in stressful and high pressured situations.

Undertake annual reviews of plans and indicative content or in response to significant changes in national and/or local guidelines.

Prepare plans and resources for to assist with the delivery of specific multi agency  training and exercise packages. Prioritise and self manage the  workload to support the RSO department in delivering the Trust’s multi agency LRF responsibilities and where necessary, undertake the teaching of the content related to LRF Plans and activities.

Ensure that the Resilience planning, exercising and  training programme has effective mechanisms for identifying and preventing shortfalls or deficits in quality and service and the subsequent implementation of a remedial action plan.

As required, work in conjunction with other emergency services in response to a major incident and  coordinate and attend exercises in line with the availability of multi- agency partners.

Support the Resilience & Specialist Operations Department in any activity deemed necessary by the Head of Resilience & Specialist Operations.

Line manage RSO Officer and RSO Logistic Officers in line with Trust management policy and procedures in lieu of other Resilience Managers.

Review staff competency records to ensure compliance and address shortfalls accordingly.

Detailed job description and main responsibilities

4.    Other Responsibilities

4.1.    To provide specialist resilience support and knowledge within the resilience skill set. This includes, though not exhaustive due to continual development, Major, Critical and High Threat incidents.

4.2.    To be able to deploy to any incident and provide advice either remotely or on site via the Command Support Vehicles and once trained as a NILO.

4.3.    Operate specialist Command and Control Systems in line with trust policies and procedures.

4.4.    Access relevant databases (e.g. TOXBASE, CHEMNET, CRCE (PHE) etc.) to research and communicate to others regarding the symptoms, treatment, and decontamination procedures for an incident.

4.5.    Apply the principles and practice of Dynamic Operational Risk Assessment to ensure that plans and actions are regularly updated according to the needs of the current situation.

5.    Governance & Quality

5.1.    Provide assurance that training is recorded, consistent and of the quality specified and expected to ensure that the staff are working to a safe and competent level.

5.2.    Work within the policies and standard operating procedures of the Trust to ensure that:
•    patient confidentiality is maintained at all times.
•    that any confidential/classified information which comes into your possession or knowledge is managed in such a manner as not to compromise an operation or the safety of staff involved in the delivery of any such operation
•    be aware that the immediate working environment may be designated a ‘scene of crime’ and as far as possible endeavour to preserve and/or leave undisturbed any potential evidence, without compromising ability to perform the clinical role

5.3.    Maintain required personal standards of service delivery and core Resilience skills and attend training events as required to deliver the expected level of service.

5.4.    Actively supervise, support and work with other members of the RSO department.

5.5.    Assist in the ongoing evaluation of Resilience capabilities and effectiveness both locally and nationally.

5.6.    Assist in the research and development of new equipment.

5.7.    Analyse information from multiple sources to better understand the nature of an incident and plan scene management activities.

5.8.    Ensure the accurate recording of information, including patient records and decision logs, relating to Resilience operations, in accordance with established procedures and share with other Managers and authorised staff as appropriate.

5.9.    Ensure learning outcomes are shared within the Trust and with NARU.

6.    Communication, Networking and Working Relationships

6.1.    Promote awareness to other Ambulance staff within the Trust and among local Partner Agencies.

6.2.    Deliver lectures and presentations on training and capabilities to both internal and external agencies as required.

6.3.    Comply with the required instructions, procedures and processes of the Trust to maintain effective two-way communication. 

6.4.    If required, represent the Trust and emergency services in public arenas and promote its image as a professional and competent service.

6.5.    Develop and maintain good working relationships with other emergency services, NHS Trusts and public/private and voluntary sector agencies, UKHSA.

6.6.    Actively support and promote the aims and objectives of the Trust’s Specialist capabilities.

7.    Strategic

7.1.    Help deliver the Resilience training plan working with the Police, the Fire and Rescue Service and other appropriate Partner Agencies.

7.2.    Actively support and promote the Trust’s purpose, Vision and Values, and broad organisational goals 

7.3.    Be responsible for personal contribution to the development of the Resilience programme and where necessary, the testing of new initiatives.

Qualifications

Essential criteria
  • Knowledge of the Civil Contingencies Act 2004 and EPRR Core Standards
  • Evidence of continuous personal & professional development
  • Diploma in Health Emergency Planning or university degree in Risk and Resilience (Disaster Management) or equivalent
  • Business Continuity Awareness or Implementation

Knowledge

Essential criteria
  • Previous experience of working with partner agencies
  • Demonstrable post-qualification experience in a Resilience setting
  • Demonstrates the ability to deliver Multi Agency and technical training
  • Competent in the independent use of Microsoft Office 365 applications including, Outlook, Excel, Word, and PowerPoint
  • Knowledge of NHS applications such as Datix and third party apps (Everbridge, Proclus)
  • Experience in leading and managing others
